How Financial Platforms Create Value Across Multiple Sides

Financial platforms succeed when they make an exchange valuable to multiple participant groups. See how payment networks, faster-payment structures, and open-banking APIs illustrate the strategic trade-offs.

A multi-sided platform creates value by enabling an interaction between distinct groups—often in finance, consumers and merchants. Its strategy is not simply to attract users: it must make participation worthwhile on each side, establish rules and infrastructure people can trust, and manage the competitive and resilience trade-offs that grow with scale.

What makes a financial service a multi-sided platform?

A multi-sided platform coordinates an exchange between separate participant groups. In card payments, for example, the platform connects cardholders with merchants and supplies the network, operating rules, and infrastructure that let them transact. The CFPB’s Taskforce on Federal Consumer Financial Law report discusses this intermediary role.

The defining feature is the interaction, not the label a company gives itself. A useful test is whether one group’s willingness to participate depends in a meaningful way on the presence, reach, or quality of another group. If a service has several customer categories but little such dependence, calling it a platform does not by itself establish cross-side effects.

How do cross-side effects work in payments?

Cardholders value a payment card more when more merchants accept it; merchants value accepting it more when more customers use it. These cross-side effects can reinforce each other: wider acceptance can attract cardholders, whose use can in turn encourage further merchant acceptance. Federal Reserve analysis describes this dynamic and notes that it can contribute to barriers for new entrants.

That reinforcement is not automatic or unlimited. The composition and usefulness of participants matter, and users may weigh convenience, security, interoperability, and the cost of switching alongside price. The Federal Reserve’s 2017 payment-economics paper examines network effects and other forces shaping competition.

What should a financial platform decide first?

1. Define the interaction and participant groups

Name each side and state what it contributes and receives. For a payment platform, that might mean cardholders seeking a convenient way to pay and merchants seeking access to those customers. Be specific about the exchange the platform makes possible; a broad claim about “connecting users” is not a strategy.

2. Understand why each side would join

Identify the reasons to participate and the obstacles to doing so for every group. Consider whether one side can receive value before the other has reached useful scale, and what would make early participation worthwhile. Subsidising an early side may be a strategic option, but it is not a universal rule: its merits depend on demand and the platform’s economics.

3. Set access rules and technical interfaces

Decide who may participate, what standards govern interactions, and how the service connects with other providers. In financial services, these choices affect interoperability, data access, operational reliability, and users’ confidence in the exchange.

4. Assess the competitive and resilience consequences

Scale, scope, network effects, switching costs, and product differentiation can all shape payment-market structure. The Federal Reserve summarizes these forces in its 2017 analysis of faster-payment market structure. Growth can improve a service’s usefulness while also making it harder for users to switch or for competitors to enter. A New York Fed staff report, Financial System Architecture and Technological Vulnerability (revised October 2024), analyzes how competition and strategic incentives can affect technological resilience. Resilience is therefore not only a software property; market structure and incentives matter too.

How do faster-payment market structures compare?

The Federal Reserve’s 2017 faster-payments paper considers three possible arrangements. They are analytical scenarios for weighing trade-offs, not a forecast or a complete inventory of current US payment systems.

Scenario Access and coordination Efficiency, safety, and resilience Choice and competition
Dominant operator A central operator may coordinate participation through a shared arrangement; reach depends on who can connect. The paper identifies efficiency, safety, and ubiquity as considerations for comparing structures, not as guaranteed outcomes of this scenario. A concentrated structure can raise questions about switching costs, entry barriers, and competitive pressure.
Multiple operators Several operators may serve participants, making coordination and interoperability important. Efficiency, safety, and ubiquity depend on how the operators connect and function. Multiple operators can provide competitive pressure, while differences between services may affect users’ ability or desire to switch.
Decentralized environment Coordination may depend on shared standards and connections across participants rather than one central operator. Safety, efficiency, and ubiquity depend on how well the arrangement coordinates exchange. Its competitive effects depend on access, interoperability, and the ability of participants to choose among services.

The paper does not rank these scenarios as universally best. A sound comparison asks how each arrangement would work against the same practical criteria: who can reach whom, how exchange is coordinated, what it costs to operate, how reliably it functions, how easily users can switch, and whether market power or competitive pressure is likely to change.

What do open banking and APIs change?

Opening bank platforms to third-party applications can enable collaboration and new services. Federal Reserve Bank of Boston research published in 2021 describes a US environment shaped by both public and private developments, while identifying interoperability gaps, legacy infrastructure, investment demands, and policy uncertainty as challenges. See Modernizing U.S. Financial Services with Open Banking and APIs.

That 2021 analysis is a dated account, not a statement of current legal requirements or implementation status. For a decision involving a live product, verify applicable policy and technical requirements with current official sources. The strategic point remains that an API can make a connection possible, but durable collaboration also depends on compatible standards, dependable systems, and clear participation rules.

Where else do financial platforms operate?

Platforms in finance can involve fintech entrants, large technology firms, and incumbent financial institutions, with activity in areas including credit, asset management, and insurance. The Bank for International Settlements’ 2022 working paper on platform-based business models and financial inclusion discusses possible inclusion benefits as well as questions about competition, data portability, and public infrastructure.

Those findings are international in scope. They should not be read as a quantified US result or proof that a particular platform has increased inclusion in the United States; that claim requires US-specific evidence.

How to judge a platform strategy

  • Interaction: Are the participant groups distinct, and does the platform enable an exchange they could not achieve as effectively alone?
  • Participation: Is there a credible reason for each side to join, including before the platform is fully established?
  • Rules and connections: Are access, operating standards, data interfaces, and links to other providers clear and dependable?
  • Market structure: How do scale, switching costs, interoperability, and product differences affect user choice and entry?
  • Resilience: Do incentives and the arrangement of the market support reliable operation, rather than relying on technical safeguards alone?
  • Public consequences: Could the design affect competition, data portability, or access to useful financial services?
