For Netflix, the current recommendation is a stable connection of 15 Mbps or higher for UHD 4K. That is a starting point, not a guarantee for every TV or household: services set different recommendations, and other streams and devices share your connection. The practical test is the stable download speed reaching your TV during your usual viewing hours.
How much speed do 4K streaming services recommend?
Recommendations are service-specific. Openreach’s consumer bandwidth guide lists the following 4K/UHD figures, attributing them to other sources. Treat them as figures reported in that guide, not as freshly verified first-party requirements for every service.

| Service | 4K/UHD speed listed by Openreach |
|---|---|
| Netflix | 15 Mbps |
| Amazon Prime Video | 25 Mbps |
| YouTube | 20 Mbps |
| Disney+ | 25 Mbps |
| Apple TV+ | 25 Mbps |
| Paramount+ | 25 Mbps |
| BBC iPlayer | 24 Mbps |
| TNT Sports | 30 Mbps |
Netflix’s own current help page recommends 15 Mbps or higher for UHD 4K and says a stable connection matters. Older pages may quote 25 Mbps for Netflix: NVIDIA’s support article, updated September 29, 2021, gave that as Netflix’s recommendation for best 4K HDR performance. For Netflix’s present guidance, use the current Netflix support page.

A service’s recommendation describes a target for its playback, not a promise that a broadband plan with the same advertised speed will deliver smooth 4K to the TV.

How to estimate the speed your household needs
Start with the service and picture quality you plan to watch, then account for everything using the connection at the same time. Count simultaneous video streams and include activities such as video calls, large downloads, game updates and cloud backups. Household devices can generate traffic even when nobody is actively browsing.
- Find the current speed recommendation for the specific service and quality setting.
- Add the needs of other simultaneous video streams, using each service’s published figure when available.
- Consider other household activity and normal variation in the connection rather than relying on a universal per-person multiplier or fixed safety margin.
- Measure the download speed at the TV or streaming device during the hours you usually watch.
- If the router connection is adequate but the TV’s connection is not, investigate Wi-Fi or try a wired connection before upgrading the broadband plan.
This is a way to diagnose and plan, not a formula that guarantees playback. A New Zealand regulator-commissioned measurement program illustrates how much results can vary by connection type and cohort; its historical findings should not be treated as current guarantees for other countries or plans.

Why can 4K buffer on a fast broadband plan?
The advertised rate describes the subscribed service; the speed available at the TV can be lower or less consistent. The signal path, location, device hardware, Wi-Fi conditions and other people’s usage all matter. Network demand can also vary by time of day.
Streaming quality is influenced by bandwidth more than latency in many cases. The Commerce Commission’s Measuring Broadband New Zealand Winter Report 2022 says that video streaming is an application whose user experience is more affected by bandwidth than latency. The report also explains that Netflix’s variable-bitrate encoding can adjust bitrate to video complexity. Its discussion of an encoding change said content previously encoded at 15.6 Mbps would be transmitted at no more than 12 Mbps as a worst case, while noting that the change affected the chance of UHD viewing on some copper and fixed wireless lines. Those are report-era details, not a current universal bitrate guarantee.

What the New Zealand measurements do—and do not—show
The Winter 2022 report prepared for New Zealand’s Commerce Commission found that 99% of households in its test cohort on Fibre 300, Fibre Max or HFC Max plans could stream four simultaneous UHD Netflix streams. It also reported that only 39% of households on ADSL plans could stream one UHD Netflix stream. These are results from that program and period, not promises about present-day plans or every connection of the same type.
The report’s later summary gives a different ADSL figure: 31% could stream one UHD stream, while more than 90% of VDSL households could. It again reports 99% for four simultaneous streams on Fibre 300, Fibre Max or HFC Max. These figures come from the report’s program measurements; they are best read in the context of its methods and reporting rather than combined into a general estimate. What to check before upgrading
- Check the service’s current guidance. Netflix provides an in-app network check on supported TV-connected devices and advises contacting the ISP if the measured speed is lower than expected. Start with the service you actually watch, rather than relying on a general speed figure.
- Test where you watch. Run a speed test at the TV or streaming device, not just on a phone beside the router. Repeat during normal evening viewing and, if useful, at a quieter time. During diagnosis, pause other downloads or active programs.
- Check what else is using the connection. Ask whether someone is streaming, gaming, on a video call, downloading a large file or running a backup at the same time.
- Isolate a weak Wi-Fi link. Try moving the router to a central position and away from walls or appliances. If the TV or streaming player and router both have Ethernet ports and routing a cable is practical, test a direct connection. Ethernet can reduce interference from other Wi-Fi systems, but it cannot raise the speed delivered by the ISP.
- Upgrade only if the evidence points to the broadband service. If the speed reaching the TV remains inadequate after checking Wi-Fi and household traffic, compare local availability, realistic performance, reliability and any data limit or slowdown policy before choosing a faster tier. Plans vary by address. Upload speed is more relevant to video calls, livestreaming and sending files than to ordinary one-way TV playback.
