How Exchange Rates Affect the Cost of Importing Goods

A weaker home currency can raise a supplier payment, but customs may use a different rate, date and valuation basis. Here’s how to separate the calculations.

Exchange rates change what a foreign-currency supplier invoice costs in the importer’s currency: if your currency weakens against the invoice currency before you pay, the same invoice generally costs more. But that arithmetic is only the payment side of the picture. Customs may use a prescribed exchange rate and date, and customs value can include more than the goods invoice, so the final landed cost depends on the contract, the shipment and the import rules in the destination country.

How an exchange-rate move changes the supplier payment

For a fixed foreign-currency invoice, multiply the amount owed by the applicable exchange rate to estimate the amount in your own currency. For example, if a supplier invoices US$10,000, the cash amount is US$10,000 multiplied by the rate applied by your bank or payment provider when the transaction is settled. A weaker home currency means more home-currency units are needed; a stronger one means fewer.

The rate that matters for the payment is not necessarily the rate on the order date. If payment is due later, the exchange rate may move between order and settlement. A contract may also specify the invoice currency or a fixed conversion arrangement. Check the actual payment terms and provider rate, rather than assuming a published spot rate is the amount you will pay.

Keep this cash-payment calculation separate from customs valuation. Customs can require a particular conversion method and date, which may not match the rate used to settle the supplier invoice.

Why invoice currency matters as much as the supplier’s location

The currency written on the invoice determines which exchange-rate exposure directly affects the payment. A supplier in one country may invoice in a third currency, so the country of origin alone does not tell you which rate to watch.

In a 21 October 2022 analysis, Banque de France explains that when imports are invoiced in the exporter’s currency, depreciation of the importer’s currency raises local-currency import prices. Prices invoiced in the importer’s own currency can be comparatively rigid in the short term. A vehicle currency such as the U.S. dollar can also drive the exposure even when neither buyer nor seller is American.

The analysis found that nearly 60% of France’s imports from outside the EU-27 and the United Kingdom were invoiced in U.S. dollars, while 15.6% of those imports came from the United States in 2019. These are France-specific historical figures, not global estimates. Banque de France also cited a 21.6% euro depreciation against the U.S. dollar by 27 September 2022; that describes a past episode, not a current exchange rate. Read the Banque de France analysis.

Which exchange rate should you use to calculate import duty?

There is no single exchange rate or conversion date that applies to every importer. The customs authority in the country where the goods are entered sets the applicable rules. Confirm the prescribed rate source, date and valuation method for your specific entry; do not assume the payment rate or a current online spot rate is the customs rate.

Jurisdiction Official approach described in the cited guidance What to check
Singapore Singapore Customs says foreign-currency amounts are converted using prevailing weekly average Monetary Authority of Singapore (MAS) rates. For standard imports, the relevant rate is tied to the date customs approval is granted; postal imports use the date the value is assessed. The guidance also allows use of the preceding week’s MAS weekly averages for current-week declarations. Check the relevant approval or assessment date and the customs guidance for the transaction. Singapore Customs: Customs Exchange Rates
Canada Section 6 of the Currency Exchange for Customs Valuation Regulations gives a hierarchy: the latest rate quoted to the Minister by the Bank of Canada; if unavailable, a selected Canadian chartered bank; and, if both are unavailable, the Financial Times. The hierarchy alone does not settle every procedural or date question. Check the applicable customs requirements. Canada’s Currency Exchange for Customs Valuation Regulations
Ireland Irish Revenue says the Central Bank rate quoted on the second-last Wednesday of each month is used for customs valuation in the following calendar month. Its manual also addresses invoices with a foreign-currency payment fixed in advance by contract, subject to stated conditions. Check the manual’s conditions if relying on a contractually fixed rate. Irish Revenue: Customs Manual on Valuation

These are examples of different official approaches, not a complete survey or a rule that can be applied outside the named jurisdiction. Singapore Customs puts it this way: “When imports are paid in a foreign currency, traders must convert the amount to Singapore Dollars using the prevailing weekly average MAS exchange rates for customs purposes.” That instruction is specific to Singapore. For another destination, consult its customs authority.

Why customs value can differ from the invoice amount

Customs value is not always just the amount shown for the merchandise on the supplier’s invoice. Singapore provides a clear example: its primary transaction-value method is based on the CIF basis under Incoterms, with qualifying costs incidental to sale and delivery included. Its guidance lists items such as commissions, assists, packing, royalties or licence fees, freight and insurance. Singapore uses customs value to calculate customs duty, excise duty on ad valorem goods and GST. Other jurisdictions may define the valuation basis differently.

Singapore Customs illustrates the effect with an EXW vitamin shipment. Starting with S$1,000 for the goods, the example adds S$100 commission, S$150 inland transport to the export port, S$200 handling and documentation at the export port, S$300 overseas freight and S$50 insurance, producing a customs value of S$1,800. This is a Singapore example, not a universal formula. Singapore Customs: Establishing Customs Value and Methods.

Its exchange-rate guidance also gives an illustration of why payment and customs calculations can differ: for goods with a CIF value of US$10,000, a Singapore-dollar payment of S$13,700 is the customs value in the example. If the payment is US$10,000, customs converts it using the prevailing selling rate on the relevant date. These examples explain Singapore’s treatment only; they are not conversion rules for other countries. See the Singapore Customs exchange-rate guidance.

How exchange rates can affect costs beyond one shipment

A currency move can raise the cost of imported finished products directly. It can also make imported components or materials more expensive for local manufacturers, feeding into the prices of goods produced at home. The effect is not necessarily immediate or complete: it varies with the share of imports in costs, pricing practices, competition, market segment and customer sensitivity to price changes. There is no reliable single pass-through percentage for every importer or product.

Ways to manage an upcoming foreign-currency payment

If you have a committed supplier payment due in the future, ask your bank or a qualified foreign-exchange provider whether a forward contract is available and suitable. A forward sets an agreed exchange rate for a covered future payment, helping make the payment amount more predictable. It does not change customs valuation rules or settle other landed-cost items.

Approach What it does Main trade-off or limit
Pay at the future rate Convert the invoice amount when payment is due, using the rate available then. The home-currency cost remains uncertain until settlement; a favorable move can reduce the cost, while an unfavorable one can increase it.
Forward contract Fix an agreed rate for the covered future supplier payment, subject to the provider’s contract terms. You may miss out if the later market rate is more favorable. Eligibility, available currencies, fees and obligations depend on the provider and location.

Before choosing, establish the currency actually owed, payment amount and due date, how much of the exposure the arrangement covers, and the provider’s terms and eligibility requirements. A forward is not automatically cheaper or right for every business; obtain transaction-specific guidance from the provider and compare the contract terms with your payment needs. Bangkok Bank describes forward contracts for importers; the U.S. International Trade Administration explains foreign-exchange risk and forwards, and HMRC’s example illustrates the certainty-versus-upside trade-off.
