There is no single capacity number that describes what every transmission line can carry. A line rating is a facility-level limit calculated under stated assumptions; the amount electricity can move between places across the grid also depends on other equipment, network flows, voltage, stability and reliability requirements.
What a transmission capacity rating means
FERC defines a transmission line rating as the maximum transfer capability of a line, calculated using a written rating methodology and good utility practice. That calculation must account for the limits of the line and relevant equipment, as well as system constraints such as voltage and stability. The wire is not automatically the bottleneck: a transformer, circuit breaker, line trap or other facility may impose a lower limit.

Ratings may be stated in amperes, which measure current, or in terms of power transfer, such as megawatts. Those quantities are related but not interchangeable: the power associated with a given current depends on voltage and power-system conditions. A line’s voltage alone therefore does not establish how many megawatts it can carry.

Thermal limits on conductors and equipment
Current flowing through a conductor produces resistive heat. For a thermally limited overhead line, the allowable current depends on the conductor’s physical properties and its heat balance with the environment. If it gets too hot, a conductor can suffer permanent damage or sag far enough to violate public-safety clearance requirements. NERC’s glossary describes a thermal rating in terms of the maximum current a line or facility can carry over a specified time before such a limit is reached.

- Various Monitoring Parameters: The power meter plug can monitor the power (W), energy (kWh), volts, amps, hertz, power factor, cost, minimum and maximum power (W), cumulative days and time of your appliances. By switching 7 display modes, you can easily know the various parameters while the appliance is working. The home energy monitor can also calculate and display how much power your appliance uses and how much electricity bill it cost in cumulative time
- Upgraded LCD Display: With large screen size 2.36 inch x 1.85 inch, clearer monitor backlit, our electrical usage monitor can display the data clearer and more visible no matter day or night. 180°full wide viewing angles is great for reading and recording the data in any angles. No need to stand on the front of the display and bend over to read the numbers
- Adjustable Backlight Time: Our upgraded watt meter has 5 options of backlight time. The default backlight time duration is 10 minutes(bL-0). If you want to change the backlight time, you can press and hold "UP" and "DOWN" button at the same time to enter backlight time setting, then press "UP" and "DOWN" to select the backlight time (bL-0 =10 minutes, bL-1=1 hour, bL-2=4 hours, bL-3=8 hours, bL-4=always on), finally press the "COST" to save the backlight time settings
- Overload protection: When the power of the appliance exceeds the overload power, the LCD will display “OVERLOAD” to warn the user. All the buttons will quit working and can only be workable when you lower or remove the load power. The default overload power is 3680W and is adjustable from 0 to 3680W. In general, you need to set the overload power to 1800W before using. Just press the "function" button for more than 3 seconds to enter the setting
- Data Memory Function: The wattage meter will record your power consumption data when you remove it from socket, or remove appliances from the electricity monitor. You can directly see the last data when you use it next time. This function can also automatically save the data when there is a sudden power failure
Weather affects that heat balance. Warmer ambient air generally raises conductor temperature and lowers its thermal rating; cooler air generally has the opposite effect. Solar heating adds heat, while wind can cool the conductor. Equipment connected to the line also has limits, and the lowest applicable rating can govern.
Voltage and stability limits
A transfer can be constrained by the need to keep system voltage within operating limits, even when the conductor remains below its thermal rating. Stability can also set a limit: the system must remain stable in the studied configuration, including under relevant post-contingency conditions. These constraints depend on how the wider network operates, not just on the physical condition of one span of wire.

Network transfer capability
A line rating is not a promise that the grid can deliver that amount from any generator to any load. Transfer capability between areas depends on the ratings of facilities along the path, other simultaneous flows, voltage and stability limits, and the reliability criteria used in operating and planning studies. FERC Form No. 715 asks utilities to report stability limits identified through dynamic system simulation, along with existing and likely future constraints, their sources, how they were identified and planned mitigation.
Why ratings vary with time and conditions
Rating approaches differ in the inputs they use and how often those inputs are updated. They also apply to different operating timeframes, so figures based on different seasons or assumptions should not be compared as if they were equivalent.

| Approach | Inputs | Typical timing or use |
|---|---|---|
| Static or seasonal rating | Assumed conditions, which may use conservative long-term weather assumptions. | Seasonal or longer-term service, depending on the applicable methodology. |
| Ambient-adjusted rating | Updated ambient-temperature information for the applicable near-term period. | Under FERC Order No. 881, the defined period is no longer than one hour, with ratings calculated hourly or more frequently. |
| Dynamic line rating | Can incorporate multiple weather and line-condition factors, such as wind, solar exposure, precipitation, conductor tension or sag. | Depends on the system and method in use; Order No. 881 does not require every transmission owner to deploy dynamic line ratings. |
FERC’s December 16, 2021 Order No. 881 requires transmission providers to use ambient-adjusted ratings for near-term transmission service and seasonal ratings for longer-term service, subject to exceptions. It also requires organized market operators to establish systems and procedures that allow transmission owners to update ratings electronically at least hourly. These are requirements of the rule, not evidence that every owner has completed implementation.
Weather-sensitive ratings can make use of capacity that conservative assumptions leave unused during some hours. But a rating that overstates what equipment can safely carry creates reliability and safety risks. Ratings are operating constraints, not estimates to treat as guaranteed deliverable capacity.

How to interpret a capacity figure
- Check whether the figure is a current rating, a seasonal value, or a normal or emergency rating. Normal and emergency ratings can differ because the permitted loading depends in part on duration.
- Ask what actually sets the limit: the conductor, associated equipment, voltage, stability or another reliability constraint.
- For a network or area-to-area transfer figure, check the studied network conditions, simultaneous flows and contingency assumptions; a single line’s rating does not answer those questions.
- Compare figures only when their operating timeframe, weather assumptions and reliability margins are understood.
The federal policy rationale is to use the existing grid effectively while maintaining reliability. On December 16, 2021, FERC Chairman Richard Glick said: “If we are going to meet the needs of the grid of the future while keeping customer rates just and reasonable and maintaining grid reliability, we need to squeeze everything out of our existing grid.” That statement explains the policy motivation for Order No. 881; it is not a technical definition or a numerical capacity benchmark.
Geographic scope and limits of the available standards
The regulatory details above describe the U.S. federal framework, particularly FERC Order No. 881 and FERC planning-reporting requirements, alongside NERC’s definition of a thermal rating. They do not establish an equivalent rule set for every country or a universal method for calculating transfer capability between areas. For a specific line, the applicable utility methodology and current operating conditions determine the rating; FERC Form No. 715 is a planning and reporting source, not a substitute for that methodology.
