No single seal, certification, test, or audit guarantees an election on its own—and the exact rules depend on state and local law and the equipment in use.
Are voting systems secure?
Security is a process across the election cycle, not a property established by one device or checkpoint. Locks and access controls help protect equipment; custody records document how ballots and equipment move; testing checks system operation; reconciliation and audits provide additional checks on ballots and reported totals. Together, these measures create multiple opportunities to prevent, detect, and investigate problems.

The U.S. Election Assistance Commission (EAC) says, “The security of voting systems is essential to a trustworthy election.” Its materials describe common practices, not one nationwide operating procedure. State and local laws, election offices, and voting systems determine which safeguards apply in a particular jurisdiction.

How are ballots kept secure?
The EAC states, “Ballots always remain in the custody of the local election officials conducting the election.” Officials control access during the election and retain ballots securely afterward so they are available for an audit or recount.

Documenting custody
Chain-of-custody procedures record who is responsible for ballots or equipment, when custody changes, and how materials are transferred. EAC guidance recommends documenting and verifying transfers with at least two witnesses, ideally bipartisan. Records may include transfer details, seal numbers and condition, and access logs, depending on local procedures.
These records help account for how election materials moved and support later review. They are evidence that procedures were followed; they do not, by themselves, prove that every step was flawless.

How are voting machines and election facilities protected?
Physical and cybersecurity controls can apply while equipment is stored, transported, set up at polling places, used during voting, and handled during canvassing and post-election review. EAC materials identify measures such as locks, tamper-evident seals, security cameras, limited physical and cybersecurity access, access logging, and two-person accountability. Jurisdictions use different equipment and combinations of controls.

A camera or access log can help document activity. Neither control independently secures an election: each works as part of controlled access, documented handling, and review.

How do testing, reconciliation, and audits check results?
These safeguards address related but distinct questions: whether equipment is configured and operating as intended, whether ballots and voters are accounted for, and whether tabulated results are supported by ballot review. The EAC’s Election Management Guidelines cover acceptance and pre-election testing, documentation and audit trails, post-election audits, canvassing, certification, and recounts. The particular methods and requirements vary by jurisdiction.
Equipment testing
Officials program devices under applicable laws and procedures, then test equipment before an election. Testing checks system operation before voting begins; records and audit trails help document relevant actions and results.

Ballot-to-voter reconciliation
Reconciliation compares the number of voters with the number of ballots cast. It is an accounting check that can flag a discrepancy for officials to examine; it is not the same procedure as an audit of tabulation.

Post-election audits, canvassing, and certification
A post-election audit examines ballots to check tabulation under the jurisdiction’s rules. Canvassing is the process of reviewing and compiling election returns, while certification is the official confirmation of results. Audits, canvassing, certification, and recounts are related but not interchangeable; their order and requirements are set by applicable state and local rules.

What does federal voting-system certification mean?
The EAC develops the Voluntary Voting System Guidelines (VVSG) and accredits testing laboratories for its voting-system testing and certification program. The commission describes certification as an independent check against functional, accessibility, and security requirements. The program is voluntary: states may adopt it, set their own requirements, or impose stricter ones. An EAC certification claim therefore should not be read as proof that every voting system in every jurisdiction is certified or that certification alone guarantees election security.
Where can voters find the rules for their election?
Because equipment, procedures, and legal requirements differ by jurisdiction, the state or local election office is the source for the rules that govern a particular election. Its published procedures can clarify how ballots and equipment are handled, what testing and audits are required, and how results are canvassed and certified.
