AI face search locates a face in an image, converts facial information into a representation a system can compare, and checks it against one or more reference images. The result is a possible match—not proof of who someone is. The key distinction is whether the system checks one claimed identity or searches a gallery of many people.
How does AI face search work?
A typical search has several stages. The details vary by system; NIST describes face recognition broadly as comparing facial features with available images, rather than prescribing one model or implementation.

- Face detection: The system finds whether and where a face appears in the image. Detection alone does not identify the person. NIST puts it simply: “Face detection technology determines whether the image contains a face.” NIST’s 2019 testimony distinguishes detection from recognition.
- Feature representation: A recognition system processes facial information into a representation that can be compared with other images. How that representation is generated depends on the system.
- Comparison: The system compares the query image with a reference image or a gallery, depending on the task.
- Candidate result: The system may rank possible matches or return no match. A threshold determines what counts as sufficiently similar; a result still needs appropriate interpretation and, where the stakes warrant it, human review.
What is the difference between face detection, verification, and identification?
These terms describe different functions, and confusing them can make a system appear to do more than it does.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems| Task | What it asks | Comparison |
|---|---|---|
| Face detection | Is there a face in this image, and where? | Locates a face; it does not establish identity. |
| Face verification | Does this face correspond to the identity being claimed? | One-to-one: a submitted image is compared with a specific reference. |
| Face identification | Does this face resemble anyone in the searched gallery? | One-to-many: a query is compared with a database of enrolled images. |
Face analysis is another category: it may estimate or classify attributes, but that is not the same as recognizing identity. NIST describes face recognition as comparing facial features to available images for verification or identification.

Can face recognition identify someone from a photo?
It can return candidate matches if the system has access to a gallery containing reference images and the query is usable for comparison. That does not mean it can identify anyone from any photo. The searched database, image conditions, matching threshold, and system design all affect what it can return. A candidate is a lead to assess, not confirmation of identity.
A one-to-many result is especially consequential: in guidance for certain identity-proofing enrollment uses, NIST says a manual review should occur before rejecting an applicant based on a one-to-many result. That safeguard reflects the possibility of false identification; it should not be read as a universal rule for every application.

How accurate is facial recognition?
There is no single accuracy figure that applies to every algorithm, image, database, population, or use. NIST’s evaluations measure algorithms under defined test conditions. Their results are useful evidence about those tests, not a universal prediction for an unspecified commercial service.

In a 2018 announcement, NIST reported that algorithms were 20 times better at searching for a matching photograph than in 2014. In that evaluation, 0.2% of searches failed, compared with 4% in 2014 and 5% in 2010. These figures describe the evaluations and comparison reported in 2018; they are not a current error rate for all face-search products.

Why results can differ across groups and conditions
NIST’s Face Projects overview describes demographic-effects work evaluating nearly 200 algorithms from nearly 100 developers using four photo collections containing more than 18 million images of more than 8 million people. It found wide variation in demographic differentials among most of the evaluated algorithms. Those findings describe that evaluation, not every system now available.
The FTC also warns that some biometric technologies, including facial recognition, may have higher error rates for some populations than others. A false positive is a mistaken match between different people; a false negative is a missed match between images of the same person. Both matter, and their practical consequences depend on how a result is used.

What should you check when evaluating a face-search system?
A headline accuracy score is not enough to judge a system. Useful questions concern the actual search task, what images can be searched, how errors are assessed, and what safeguards apply.
- Task: Is the tool doing one-to-one verification or one-to-many identification?
- Gallery: What database is searched, how were its images obtained, and what is its scope?
- Evaluation: Are error measures independently evaluated, and do the test conditions resemble the intended use?
- Demographic and image conditions: Is performance assessed across relevant populations and different image conditions?
- Human review and recourse: Is a person reviewing consequential results, and can someone challenge or appeal a decision?
- Data practices: How are submitted images and derived biometric information retained, protected, and used?
What are the privacy risks of AI face search?
Facial images and information derived from them are sensitive. The FTC identifies privacy and security risks as well as potential bias and discrimination. It warns that identifying people at particular locations can expose sensitive associations, such as visits to healthcare facilities or religious services, or participation in political and union activity. In a 2023 statement, FTC Bureau of Consumer Protection Director Samuel Levine said: “In recent years, biometric surveillance has grown more sophisticated and pervasive, posing new threats to privacy and civil rights.”
NIST-hosted 2024 guidance on passive live facial recognition names proportionality, human rights, and privacy as central implementation considerations. That guidance concerns the described live-recognition context; it is not a legal determination for every service or jurisdiction. Technical capability does not, by itself, establish that a particular use is lawful. Applicable rules depend on jurisdiction and purpose.
