How Do Traffic-Control Robots Detect Cars and Pedestrians?

Traffic-control robots combine sensors and machine-learning software to recognize vehicles, pedestrians and cyclists. Here is how the Mineta research prototype works, how LiDAR, cameras and radar differ, and what its reported accuracy figures do—and do not—prove.

Traffic-control robots detect cars and pedestrians by combining sensors with machine-learning software. In the Mineta Transportation Institute’s 2024 pedestrian-crossing robot, LiDAR and video cameras collect information about an intersection; algorithms running in Python interpret that data to identify vehicles, pedestrians and cyclists, then support a coordinated crossing and signal sequence.

That is one documented design, not a universal blueprint. Other traffic systems use different combinations, such as camera-plus-radar roadside detectors or LiDAR-and-vision systems. The sensor data is only the first stage: the system must interpret road users, monitor changing conditions and trigger an appropriate traffic or crossing response.

What the Mineta research robot detects

The National Transportation Library’s ROSA P record identifies Hovannes Kulhandjian’s Smart Robot Design and Implementation to Assist Pedestrian Road Crossing as Mineta Transportation Institute Report 24-10, published June 1, 2024. Its abstract describes a robot designed to assist people crossing roads at intersections. Machine-learning algorithms use LiDAR and video-camera data to assess road conditions and detect vehicles, pedestrians and cyclists.

The June 2024 research brief says the prototype integrated Velodyne LiDAR, cameras and autonomous-control software. It continuously monitored pedestrian presence and traffic flow, then coordinated a crossing sequence involving the robot’s position and traffic signals. In practical terms, the robot first builds an observation of the intersection, classifies the relevant road users and uses those classifications as inputs to a controlled crossing operation.

The report’s safety context cites 6,516 pedestrian fatalities and approximately 55,000 pedestrian injuries in the United States in 2020. Those are 2020 figures quoted by the report’s abstract, not current annual totals.

How detection works, step by step

1. Sensors capture different evidence

LiDAR sends laser pulses and measures the returning reflections. The resulting measurements can represent the distance and three-dimensional shape of objects around the sensor. A video camera records visual information such as color, outlines, signs, lane markings and the appearance of a person, bicycle or vehicle.

These roles are complementary. LiDAR can provide geometric distance information even when an object’s visual appearance is difficult to separate from its background. Cameras provide rich visual detail that helps a classifier distinguish categories. The Mineta robot is documented as using LiDAR and video cameras; the June 2024 project description does not specify every sensor model, field of view, frame rate or neural-network architecture beyond the stated Velodyne LiDAR, cameras and Python-based machine-learning software.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Software turns measurements into objects

Raw points from LiDAR and images from cameras are not yet a traffic decision. Perception software analyzes them, associates observations that belong to the same road user and assigns classes such as pedestrian, cyclist or vehicle. It can also estimate where each detected object is in relation to the crossing area and traffic lanes.

The June 2024 report establishes the use of machine-learning algorithms, but it does not provide a complete implementation diagram in the abstract or brief. It therefore supports the conclusion that the robot performs sensor-based classification and condition assessment, not a claim about a particular commercial detection model, exact latency or guaranteed performance in every scene.

3. Sensor observations are combined over time

A single camera frame or LiDAR scan can be incomplete. A person may be partly hidden, a vehicle may enter from outside the immediate view, or a cyclist may move between scans. A traffic robot can compare successive observations to maintain a continuously updated picture of who is present and how traffic is moving.

The Mineta brief specifically describes continuous monitoring of pedestrian presence and traffic flow. That wording indicates an ongoing process rather than a one-time button press: the system keeps checking whether a person is waiting, whether vehicles are approaching and whether the crossing conditions remain suitable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Detection feeds a coordinated action

Detection is not the same as control. After identifying road users and assessing the intersection, the prototype coordinates a crossing sequence with traffic signals and robot positioning. A system might use the observations to determine when a pedestrian phase should begin, maintain monitoring while people cross and verify that conditions have not changed before the sequence ends.

The brief describes this as a coordinated crossing and traffic-management process. It does not establish that sensing alone makes a crossing safe, nor does it prove a universal safety outcome for all intersections, weather conditions or traffic patterns.

What each sensor contributes

Sensor or software element Information it contributes How that helps classification
LiDAR Laser-return measurements representing object distance and three-dimensional structure Separates objects spatially and helps estimate position around the crossing
Video camera Visual appearance, outlines, colors, markings and scene context Helps distinguish people, bicycles, cars, signs and roadway features
Machine-learning perception Interpreted classes and scene assessments derived from sensor data Turns measurements into categories such as pedestrian, cyclist or vehicle
Temporal monitoring and control software Changes in detections, pedestrian presence and traffic flow Supports a crossing sequence and ongoing checks while conditions change

Some other systems add radar. In a separate autonomous-driving example, radar supplies object distance and speed and is described as useful in rain, fog and snow. That environmental claim applies to that vehicle system; it should not be generalized to every radar-equipped robot or treated as part of the Mineta prototype’s documented hardware.

How LiDAR, cameras and radar differ in other systems

LiDAR: geometry and depth

LiDAR measures the time or characteristics of reflected laser pulses to construct a three-dimensional representation. For traffic monitoring, that can help identify the location, height and movement of objects. It is especially useful when the system needs spatial separation between a person near the curb, a bicycle in a lane and a vehicle approaching the intersection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Cameras: visual context

Cameras capture the scene in a form familiar to human observers. Computer-vision models can use visual patterns to classify road users and read contextual cues such as lane boundaries or signal states. Camera performance depends on visibility, lighting, glare, occlusion and the quality of the imagery and algorithms. The Mineta project combines cameras with LiDAR rather than relying on video alone.

Radar: range and motion

Radar measures reflected radio signals and can provide distance and relative speed. A commercial autonomous-driving system described by Waymo combines radar with LiDAR, cameras, onboard computing and artificial-intelligence perception. Its documentation says radar is effective in rain, fog and snow. That is an example of how a multi-sensor suite can add motion evidence, not a specification for the Mineta crossing robot.

Reported performance of the research prototype

The June 2024 Mineta research brief reports an average validation accuracy of 90.48% for pedestrian and cyclist detection. It also reports 90.1% average validation accuracy for a category it calls “vehicle and road cyclist detection.” Because the second label is unclear, it should be quoted with that wording rather than silently rewritten as vehicle-only accuracy.

Both percentages are project-reported validation figures. They are not an independent benchmark against other robots, and they do not establish performance across every intersection, season, camera angle, traffic density or weather condition. The brief’s experiment description mentions roads at Fresno State, which establishes reported prototype testing in that setting rather than broad deployment.

Why different traffic robots use different sensor suites

There is no standard sensor package for every traffic-control robot. The design depends on the system’s position, purpose and operating environment.

System example Sensor approach described by its source Primary role Evidence and limits
Mineta Transportation Institute research robot LiDAR plus video cameras, with machine-learning algorithms Assist pedestrian crossings; detect vehicles, pedestrians and cyclists; coordinate crossing activity Research prototype with project-reported validation results; not a universal design
SkyEnGen QT100 LiDAR and vision fused for navigation, obstacle avoidance and traffic monitoring; panoramic camera and LiDAR for 360-degree perception Autonomous traffic-management robot Vendor description; the page says full specifications are being finalized
Waymo Driver LiDAR, cameras, radar, onboard computing, AI perception and path prediction Autonomous vehicle perception and driving response Vehicle system, not a pedestrian-crossing robot; capabilities are vendor-described
Econolite EPIQ RADAR FMCW radar combined with a 1080p camera Roadside detection of vehicles, pedestrians and bicycles for traffic management Fixed roadside equipment, not a mobile robot; capabilities are vendor-described
Ouster BlueCity LiDAR and AI for intersection and highway detection and analytics Traffic monitoring and analysis Described in a June 10, 2026 vendor announcement; not independent comparative validation

The table compares system roles, not test results. The cited source descriptions do not provide a like-for-like accuracy, range or failure-rate comparison among these approaches.

What the robot must recognize at an intersection

People waiting or crossing

The crossing robot must identify pedestrian presence and track whether people remain in or near the crossing path. A useful system distinguishes a person from fixed street furniture and follows movement as the crossing proceeds.

Vehicles approaching or occupying lanes

Vehicle detection helps the system assess traffic flow and coordinate the signal phase. The documented research robot is intended to detect vehicles, but the public abstract and brief do not specify a universal vehicle taxonomy, exact approach distance or guaranteed stopping behavior.

Cyclists and mixed road users

Cyclists are explicitly included in the Mineta project’s detection targets. They can move faster than pedestrians while occupying a relatively narrow visual and spatial profile, making them an important class in a crossing sequence. The reported 90.48% figure covers pedestrian and cyclist detection together.

Changing scene conditions

Traffic perception is a moving problem. New road users enter the sensing area, existing ones change direction and occlusions can appear when one object blocks another. Continuous monitoring allows the control software to update its assessment instead of treating the initial scan as final.

How to judge a traffic-control robot’s detection claims

  1. Identify the system type. Determine whether the claim concerns a mobile crossing robot, a fixed roadside detector or an autonomous vehicle. Their locations and actions are different.
  2. Check the sensor mix. Note whether the system uses LiDAR, cameras, radar or a fused combination, and which components are actually documented.
  3. Check the detected classes. A claim about vehicles may not include pedestrians or bicycles, and a claim about “road users” may use a different category definition.
  4. Separate detection from action. Find out whether the output is an alert, an analytics feed, signal coordination or direct vehicle control.
  5. Read the evidence conditions. A prototype validation percentage, a vendor capability statement and an independent field benchmark are not equivalent forms of evidence.
  6. Look for operational boundaries. Ask which weather, lighting, traffic density, intersection layouts and occlusions were tested. Do not infer those details when the source does not state them.

What is still unknown about the Mineta robot

The public report abstract and brief do not establish exact detection ranges, sensor failure rates, privacy practices, deployment readiness, performance in severe weather or an independent comparison with camera-only or radar-based systems. They also do not show that the prototype has been deployed broadly beyond the reported test setting.

Those omissions matter because an intersection is more varied than a validation dataset. A responsible assessment would need clearly defined test conditions, class-by-class results, false-positive and false-negative rates, timing measurements, recovery behavior when a sensor is blocked and evidence from multiple intersections and weather conditions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bottom line

Traffic-control robots detect cars and pedestrians by sensing the scene, interpreting the measurements with machine-learning perception and feeding the resulting classifications into monitoring or control software. The Mineta Transportation Institute’s 2024 crossing robot is documented as using LiDAR and video cameras to detect vehicles, pedestrians and cyclists, then coordinating a crossing sequence with traffic signals and robot positioning. Other systems use radar or different LiDAR-camera combinations, so no single sensor design represents every traffic-control robot. Detection supports safer coordination, but it is only one component of a larger system and the prototype’s reported accuracy figures should not be treated as universal performance.
