What to Include in a Business Continuity Plan for a Critical Materials Shortage

By Freedom251 Team · · 9 min read

A continuity plan for a critical-material shortage must show exactly what depends on the material, how a shortage will affect the business, who can declare a disruption, and what people do next. It should contain a material-and-supplier register, impact analysis, trigger criteria, qualified sourcing and logistics alternatives, inventory and service-dependency measures, response and recovery procedures, communications, and a schedule for training and review.

There is no defensible universal stock quantity, substitution rule, or compliance checklist. The right thresholds depend on the material, product specifications, usage rate, lead time, industry, site, jurisdiction, and consequences of stopping work.

1. Define the plan’s scope, purpose and ownership

State what the plan covers

Open with a short executive summary that says why the plan exists, which shortage scenarios it addresses, and what “continuity” means for the organization. CISA’s small-business supply-chain guidance, marked as of October 2023, recommends an executive summary covering the plan’s purpose, goals, objectives and key elements.

Set boundaries before collecting data. Name the legal entity, business units, sites, products, production lines, laboratories, warehouses and critical services included. Identify materials that are in scope and state whether the plan covers only physical inputs or also packaging, spare parts, fuel, utilities, transport and outsourced processing.

Name accountable people

Assign a plan owner and an approval authority. List a shortage-response lead, procurement lead, operations or engineering lead, quality and regulatory contacts, finance, legal, communications, information technology and site managers as applicable. Give each role a decision right, not merely a job title: for example, who may approve an emergency purchase, release reserve stock, change a production sequence, accept a temporary specification, or notify a customer.

Record alternates for every critical role and the contact method to use outside normal working hours. Keep the controlled plan in a location accessible during a supplier, network or site outage, with a dated version and a change log.

2. Build a critical-material register

A register turns a general concern about shortages into a list of decisions the organization can make. Give every material a unique internal identifier and capture the following fields.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Register field What to record
Business use Products, bills of materials, recipes, maintenance tasks and critical functions that consume the material.
Technical requirements Grade, dimensions, purity, performance limits, approved specifications, storage conditions and substitution constraints.
Consumption and lead time Normal and peak usage, order quantities, supplier lead time, transport time, minimum order quantity and shelf life where relevant.
Supply chain Direct suppliers, manufacturing locations, distributors, brokers, known upstream tiers, ports or hubs and single points of failure.
Current exposure On-hand usable stock, stock already committed, open orders, incoming shipments, quality holds and expected expiry.
Impact information Processes that stop first, customer or safety consequences, contractual commitments, regulatory implications and estimated restart dependencies.
Contacts and evidence Commercial, technical and escalation contacts; contracts; certificates; test reports; approved-vendor records; and the date each item was verified.

Map where the material is used

Trace the material from receipt through storage, processing, work-in-progress and finished goods. Identify products that consume it directly and processes that use it indirectly, such as calibration, cleaning, tooling or maintenance. NIST’s small-manufacturer guidance recommends examining bills of materials and supplier tiers to understand these dependencies.

Mark shared dependencies. One material used in several low-volume products may still be the constraint that stops a high-priority product. Conversely, a material that appears in a bill of materials may have an approved substitute or a long usable life and therefore deserve a different priority.

Trace relevant supplier tiers

Ask direct suppliers where the material is made, processed, stored and transported, and identify upstream inputs that could constrain them. Record the confidence level of each answer and the date it was confirmed. A tier map does not need to expose every commercial detail to every employee, but the response team needs enough visibility to distinguish a local purchasing problem from a regional or global constraint.

3. Prioritize with a business impact analysis

Measure consequences, not just rarity

A business impact analysis (BIA) identifies which losses would most affect the enterprise mission and which processes or assets merit protection. NIST IR 8286D describes BIA as a way to understand mission impacts and prioritize critical or sensitive assets.

For each material-dependent process, document the effect of interruption over time: immediate safety or quality risk; loss of production capacity; missed service-level or contractual commitments; financial exposure; customer, patient or public impact; and the time, equipment and material required to restart. Record dependencies such as qualified operators, testing laboratories, utilities, transport and software systems.

Use scenarios that support decisions

Model at least a short disruption, a prolonged shortage and a geographically concentrated event. Consider a supplier shutdown, a failed quality lot, a transport interruption, an export restriction, a sudden demand spike and a notice that a substitute is unavailable. For each scenario, state what can continue, what must be paused, which customers or functions take priority and what information is needed to choose an action.

Do not insert an invented recovery-time objective or inventory percentage. Set those values from the organization’s usage history, supplier lead times, BIA results and risk appetite, then document the assumptions.

4. Define shortage indicators, triggers and authority

Specify what counts as a disruption

CISA’s small-business resource guide calls for criteria to declare a supply-chain disruption. Translate that principle into observable indicators, such as a supplier notification, an order confirmation that misses the required date, a quality hold that exhausts usable stock, a transport restriction, an upstream shutdown, or a forecast showing that available stock will fall below the next feasible replenishment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use organization-specific thresholds rather than a generic number of days or units. A trigger might combine days of usable supply, confirmed replenishment date, affected priority products and the availability of a qualified alternative. Include an escalation level for credible warnings before material is actually exhausted.

Assign declaration and escalation rights

State who can declare each level, who must be informed, and when authority transfers to an incident team. Include a simple decision record: date and time, evidence, affected materials and products, current stock, assumptions, decision maker and next review time. Require the team to revisit a trigger when a shipment, test result or supplier statement changes the facts.

5. Prepare qualified supply and logistics alternatives

List alternate suppliers and secondary sources

For every high-priority material, record qualified alternate suppliers, internal manufacturing options, approved distributors and possible recovery partners. CISA recommends supplier diversity where possible, and NIST SP 800-161 Rev. 1 discusses alternative suppliers as part of contingency planning.

An entry is not “ready” merely because a company can sell the material. Verify technical equivalence, capacity, lead time, quality controls, certificates, testing, contract terms, financial and geographic exposure, export or import constraints, and regulatory acceptability. Identify the internal approver and evidence required to activate the source. If qualification is incomplete, label the source as an option under evaluation rather than an operational alternative.

Plan alternative delivery routes

Document secondary carriers, ports, warehouses, modes of transport and receiving sites where they are workable. NIST’s contingency-planning guidance includes alternative delivery routes and recovery to an acceptable operational state. Check handling, temperature, security, customs, insurance, packaging and site capacity before relying on a route.

Compare options using consistent criteria

Decision criterion Questions for the response team
Activation time How quickly can the source or route deliver usable material, including approval and testing?
Specification and quality Does it meet the approved grade, performance, traceability and validation requirements?
Capacity and lead time Can it support the priority demand for the expected duration, or only a limited quantity?
Geographic and logistics exposure Does it depend on the same region, port, carrier, utility or upstream input as the primary source?
Contractual and regulatory constraints Are licenses, customer approvals, change controls, sanctions checks or notice periods required?
Cost versus avoided impact What is the premium, expedite charge or qualification cost compared with the operational loss avoided?

6. Turn the plan into an executable response playbook

Write procedures that a person can follow during an incident. CISA guidance calls for incident procedures, remediation and recovery strategies, lessons learned, employee training and ongoing monitoring.

Immediate actions after declaration

  1. Open an incident record and confirm the material, affected sites, usable stock, open orders and evidence supporting the trigger.
  2. Freeze unnecessary consumption, transfers or substitutions until the response lead confirms priorities and safety controls.
  3. Reconcile physical stock with the enterprise resource planning system, including stock in quarantine, work-in-progress and material already allocated to customers.
  4. Ask the primary supplier for a written status, allocation proposal, recovery estimate and upstream constraints; record what is confirmed versus forecast.
  5. Convene the named decision group and set the next information and decision deadlines.

Allocate scarce material deliberately

Define the order in which remaining material is allocated. Possible factors include safety, legal or contractual commitments, critical public or customer functions, revenue, restart difficulty and the ability to use a substitute. Have quality and regulatory owners approve any change to specifications, process conditions or testing. Record exceptions so that an emergency decision does not silently become the new standard.

Reduce or sequence demand

Provide approved actions for slowing, batching, resequencing or temporarily stopping work. The playbook may include alternate product configurations, maintenance deferrals, customer prioritization, partial shipments or negotiated schedule changes, but each action needs an owner and its safety, quality and contractual checks.

Activate alternatives and communicate

Procurement should use the prequalified list and follow the recorded approval path. Operations should confirm receiving, storage, testing and line-change requirements before a delivery is accepted. Communications should give employees a single status, tell customers what is known and unknown, and avoid promising dates that depend on unconfirmed supplier information. Legal and regulatory contacts should review mandated notifications.

7. Cover inventory and connected services

Set a justified buffer, not a universal target

Assess whether on-hand critical supplies can bridge the time needed to qualify a source or restore a route. CISA’s infrastructure dependency guidance supports increasing on-hand critical supplies where appropriate, but it does not prescribe a stock level. Calculate a buffer from consumption variability, replenishment lead time, shelf life, storage cost, cash limits, obsolescence risk and the consequence of interruption. Separate usable, reserved, quarantined and expired quantities.

Include services and commodities that can become bottlenecks

A material may be available while a related service is not. Consider electricity, water, fuel, waste handling, testing, calibration, cold storage, cybersecurity, telecommunications, transport and specialist contractors. CISA identifies supplemental providers of critical services and commodities as continuity measures. Record backup providers, dependencies, activation requirements and the minimum service needed to keep priority operations safe.

8. Plan recovery and return to normal operations

Recovery begins when the organization can see a credible path to stable supply, not merely when one shipment arrives. Define checks for restored production: supplier capacity confirmed, incoming material tested, backlog and customer commitments assessed, transport reliable, and temporary controls removed only with approval.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set a controlled return sequence. Replenish reserve stock, close emergency purchase orders, reconcile costs and inventory, restore normal supplier allocations, update specifications or contracts changed during the event, and notify stakeholders when the incident is formally closed. Preserve the incident record, decisions, test results and supplier communications.

9. Train, exercise and improve the plan

Train employees on their roles, escalation contacts, stock-status definitions, approval limits and safe handling of substitutes. Include procurement, operations, quality, logistics, finance, legal, communications and site personnel rather than limiting training to the continuity team.

Exercise the plan with a realistic scenario: a supplier announces an indefinite delay while the next shipment is in transit and one product has a customer commitment. Test whether the team can find the register, reconcile stock, reach decision makers, qualify an option, communicate uncertainty and document approvals. After an exercise or real disruption, capture what failed, assign corrective actions and set due dates.

Review the plan on a defined cadence and whenever a material specification, product, supplier, site, regulation, process or lead time changes. CISA’s guidance emphasizes continuous monitoring and improvement. Date every supplier verification, route check, contact list and approval so stale information is visible.

10. A practical minimum checklist

  • Scope, purpose, plan owner, approval authority and named alternates.
  • Critical-material register with uses, specifications, consumption, lead times, stock status and contacts.
  • Bill-of-materials and process mapping, including relevant supplier tiers and shared dependencies.
  • BIA showing operational, safety, customer, legal and financial consequences over time.
  • Shortage indicators, declaration thresholds, escalation levels and decision records.
  • Qualified alternate suppliers, internal options and secondary delivery routes, with activation approvals.
  • Procedures for stock reconciliation, allocation, demand reduction, substitutions, communications and emergency purchasing.
  • Inventory-buffer rationale and plans for supplemental providers of critical services and commodities.
  • Recovery criteria, return-to-normal sequence, records retention and incident closeout.
  • Training schedule, exercise scenario, lessons-learned process and continuous-review dates.

What the plan cannot decide without your context

U.S. government guidance from CISA and NIST supplies planning principles, not a sector-neutral legal checklist or a safe number of days of stock. Requirements differ by jurisdiction and industry, and the correct response depends on the material’s hazards, product approvals, customer contracts, lead time and operational consequences. A plan is credible when it makes those assumptions explicit and ties each threshold and action to evidence from the organization.
