Default search agreements shape which search engine people encounter first, and often which one they keep using. They can give a provider substantial reach even when users remain free to switch. In the United States, a federal court found that Google unlawfully maintained search monopolies through exclusive distribution agreements, but the remedy ordered is targeted: it restricts specified agreement terms and includes defined data and syndication obligations. It is not a blanket ban on paying for default placement.
How can a search default affect competition?
A default is a distribution channel: it places a search provider at an easy-to-reach entry point, such as a browser or mobile device. When users accept that setting or continue with a familiar option, the provider can receive queries without each person actively choosing it anew.

That reach matters because search providers compete for query volume. Scale can support product improvement, while a rival with less access to users may find it harder to match an incumbent’s reach. The U.S. court described distribution agreements as a means by which Google maintained its position; the UK Competition and Markets Authority (CMA) has likewise described defaults as an important barrier to rival access and expansion. These findings explain why defaults can affect competition; they do not establish that every paid default agreement is unlawful.
Why does my phone choose a default search engine?
A device or browser may come with a search engine already selected, or a provider may obtain placement through an agreement with the company that controls that entry point. The default makes that provider the option users encounter through the relevant search box or browser experience unless they select another one.

A default does not necessarily remove the ability to choose. But formal availability and practical access are different: people may be unaware of alternatives, prefer a familiar setting, or find changing it inconvenient. In its 2025 final decision on Google’s general search services, the CMA concluded: “The choice of default is important to competition because consumers are likely to use the default they have chosen or which is set on their device.”
Can I change my default search engine?
Often, a user can select another search provider through a device or browser setting, or through a choice screen where one is offered. The exact control and steps depend on the device, operating system, browser, and region; there is no single path that applies to every phone. Changing a default can give a user a different starting point, but it does not by itself change the distribution agreements or competitive conditions behind the available options.

The distinction matters for policy: a choice screen or settings menu can provide a formal route to an alternative, while awareness, confidence, habit, and switching friction can still influence which provider people actually use. The CMA’s UK evidence review reports both that consumers often use their default and that some have difficulty changing it. That is evidence of influence and friction, not proof that users are literally unable to choose.

The liability finding
In August 2024, the U.S. District Court for the District of Columbia found that Google violated Section 2 of the Sherman Act by maintaining monopolies in general search services and general search text advertising through exclusive distribution agreements. The finding concerns the conduct and markets addressed in that U.S. case; it is not a ruling about every search default agreement everywhere.

The court also explained the distribution significance of a default: “Though the Chrome default is not alleged to be exclusionary conduct, it is a market reality that significantly narrows the available channels of distribution and thus disincentivizes the emergence of new competition.” The U.S. court’s 2025 remedies opinion states that Chrome’s default accounted for 20% of all searches in the United States. That figure describes the court’s U.S. framing of the default’s importance, not a global share or a measure directly comparable to the UK statistic below.
The remedy
A remedies opinion followed on September 2, 2025. The U.S. Department of Justice’s summary of the order describes restrictions on conditioning Google app licensing or revenue sharing on certain placements, maintaining specified Google products for more than one year, and prohibiting partners from distributing competing search, browser, or generative-AI products. The order also requires certain search-index and user-interaction data to be made available to certain competitors and requires syndication offers to certain competitors.

The boundaries are important: the order restricts specified conditions and durations and imposes defined access obligations. It does not prohibit every payment for a default. Plaintiffs had sought a Chrome divestiture as a structural remedy; that proposal should not be confused with the operative relief described in the government’s summary.

What does the UK evidence add?
The CMA’s 2025 final decision offers evidence about defaults and user behavior in the United Kingdom, a different jurisdiction from the U.S. case. It reports that Apple mobile devices accounted for 30–40% of queries to traditional general search providers in the UK in 2024. The denominator is queries to those providers from Apple mobile devices—not all UK searches, all Apple activity, or global search traffic.

This measurement and the U.S. court’s 20% figure describe different things and should not be compared as if they used the same denominator, geography, or method. Together, the sources illustrate why distribution points can matter, while the CMA’s evidence on inertia and switching difficulty helps explain why a nominal ability to change settings may not translate into frequent changes in actual behavior.
What is the current status of the U.S. remedy?
Google said on January 16, 2026, that it had filed a notice of appeal and asked the court to pause some remedies while the appeal was heard. The GovInfo docket index records a May 7, 2026 order denying without prejudice Google’s motion for a partial stay pending appeal. The order also requires plaintiffs to notify Google and the court 45 days before certain qualified competitors may begin accessing data-sharing or syndication remedies, allowing Google to renew its stay request.
Those procedural entries do not establish the full subsequent appellate history or the date every remedy became available. They also mean that the existence of an ordered access obligation should not be treated as proof that all covered competitors were already receiving access. The remedy’s implementation and appeal status are date-sensitive.

What the evidence means for user choice
Defaults influence which provider gets the first opportunity to serve a query; habit and switching friction can reinforce that advantage. A user’s ability to change a setting remains real, but it is not the same as every alternative receiving equally visible or effortless access. The U.S. court’s remedy addresses specified contractual practices and certain competitor access, while the CMA’s UK findings document the role of user behavior. Neither source supports treating all default arrangements as unlawful or assuming that a choice screen alone makes competition equal.
