Data centres can bring tax revenue, construction work and other local investment, but they can also add demand for electricity, water, land and public services. The effects vary by facility and location. Residents can get a clearer picture by asking for project-specific estimates, checking who pays for infrastructure, and participating early in the local review process.
What can change when a data centre is built nearby?
A data centre is digital infrastructure, but its local effects are physical: it occupies land, connects to utility networks and may require new roads, substations, water or sewer capacity. The size and significance of those demands depend on the facility’s design and location, the capacity of existing systems, and the terms of its approvals. A concern about a proposed project is a reason to seek evidence, not proof that the project will cause a particular harm.

Electricity and grid infrastructure
A large new electricity load may require generation, transmission, substations or other upgrades. Ask for both annual electricity use and peak demand, and for an explanation of which upgrades are attributable to the project. The answer to who pays depends on local utility rules, tariffs and regulator decisions.

Fairfax County, Virginia, explains that its residents do not directly pay for data centres’ electricity, but may pay part of the cost of energy-infrastructure improvements. That is a local explanation, not a rule that applies everywhere. A project’s effect on an individual household bill cannot be determined from the facility’s power demand alone.

Water and cooling
Water use depends on the cooling system, water source, local conditions and operating practices. Ask for average and peak-day withdrawals, the source of the water, discharge volumes, wastewater capacity and what happens during drought or restrictions. A single annual estimate can conceal short periods of higher demand.
For context, Fairfax County’s data-centres page, citing the Interstate Commission on the Potomac River Basin, describes data-centre consumptive water use in Northern Virginia as less than 100,000 gallons per day and less than 0.1% of the region’s cited upstream consumptive use. It also says about 40% of regional data centres used air cooling. These figures describe that region, not data centres nationally; the county notes that exact county use had been difficult to establish because usage had been private.
Noise, light and emissions
Cooling equipment, backup generators and construction can be relevant to local noise review. The sources cited here do not establish a typical noise level or show that every nearby community experiences harmful noise. Ask for a site-specific assessment that covers nearby homes, different times of day and generator testing, along with proposed limits, monitoring and complaint handling.

Land, roads and public services
Location and design determine how a facility fits with nearby land uses. Construction traffic, road access, fire response, water and sewer capacity, and other public works needs are reasonable subjects for planning review. Ask which services may need expansion, who will fund the work, and who will maintain it.
Jobs, revenue and community benefits
Possible benefits include construction employment, permanent jobs, training, local purchasing, tax contributions and infrastructure investment. Compare those promises with the project’s public costs, the duration and quality of jobs, and any tax exemptions or abatements. Ask how projected benefits will be measured and whether the commitments are enforceable.
One local example illustrates why place-specific accounting matters: Fairfax County reported $110.6 million in data-centre tax contributions to its General Fund for tax year 2026, about 1.9% of FY 2027 General Fund revenue. The county’s reported total comprised $29.9 million in real estate taxes and $80.7 million in business personal property taxes. Those are Fairfax County figures, not a forecast for another community.
New Jersey’s August 2026 guidance identifies schools, public works, blight remediation and workforce programs as possible negotiated community investments. Canada’s principles also list jobs and apprenticeships, local procurement, tax contributions, infrastructure, research partnerships and access to computing as potential benefits. Such lists identify possibilities, not guarantees that a particular project will deliver them.

What should residents ask about a proposed project?
Ask questions that can be answered with documents, estimates or specific commitments. These are useful at public meetings, in written comments and when requesting information from local officials:
- What are the facility’s annual and peak electricity demands, and what generation, transmission or substation work is needed?
- Which infrastructure costs are attributable to the project, who pays them, and what utility tariff or regulator decision determines that allocation?
- What cooling system and water source are proposed? What are expected average and peak-day withdrawals and discharge volumes, and what is the drought plan?
- What noise levels are projected at nearby homes, including during generator testing? Who commissioned the study, what assumptions does it use, and how will compliance be monitored?
- What on-site generation and backup systems are planned? Which permits, limits, monitoring and public reporting apply?
- What road, water, sewer, fire or emergency-service changes may be needed, and who will pay for and maintain them?
- How many jobs are expected during construction and operation? Which positions are permanent, and what local hiring, training or labor terms are enforceable?
- What public revenue is projected after exemptions and abatements, and will actual payments and commitments be reported over time?
- Is there a community-benefit agreement or equivalent? Are its terms specific, funded, measurable and enforceable?
- What is the public-process calendar, how can residents submit comments, and which officials can answer technical questions?
How can residents take part effectively?
1. Identify the application and decision-makers
Find the applicant, parcel, project size and proposal status. Identify the local planning or zoning body and the relevant state agencies. Look for the comprehensive or master plan, zoning application, environmental permits, utility or interconnection proceedings, and public meeting calendar. The process and which agencies have authority vary by place.
2. Get the documents and technical help available locally
Request public project documents from the responsible agencies and ask what technical assistance they can provide. New Jersey’s Economic Development Authority municipal hub, for example, offers support on grid filings, water projections, fiscal estimates and community-benefit agreement terms, and points to state experts for energy, water, air permitting, noise and light, and environmental justice questions. That is a New Jersey resource, not a service residents can assume is available elsewhere.

Attend early meetings and send concise questions in writing. Ask that responses and project assumptions be included in the public record. Zoning hearings and other public processes can offer a route to comment, but the Urban Institute notes that input may come too late to address core concerns if it begins only after important decisions have been made. The available processes and their timing depend on the jurisdiction.

4. Keep a dated record of recurring concerns
For noise or traffic observations, note the date, time, duration, location and what you observed. A portable sound-level meter can provide approximate readings, but treat them as informal observations and ask officials which measurement protocol applies. Do not treat a consumer reading as proof that a legal limit has been exceeded.
5. Ask for commitments that can be checked
Request specific limits or targets, a reporting schedule, a monitoring method, a complaint route, an enforcement process and remedies if commitments are missed. Pennsylvania’s GRID framework is one state-specific example of legal requirements; Pennsylvania also provides a project map and resident feedback channel. New Jersey’s August 2026 framework includes semiannual energy and water-use reports and municipal guidance on community-benefit agreements. Neither state’s approach should be treated as nationwide law.
6. Seek independent support for complex proposals
Before negotiating technical terms or a community-benefit agreement, check whether local officials, community organizations or other sources can provide independent planning, legal or technical assistance. Access is not universal, and residents should confirm what is available in their area.

What do local examples show—and what don’t they prove?
Fairfax County reported 20 standalone data centres operating and 11 under construction in August 2026. The county also reported that more than 20 stakeholder meetings and a community input session preceded its September 2024 zoning amendment process. These are examples of one county’s scale and engagement process, not a template or forecast for another place.
In Frederick County, Maryland, County Executive Michael Fitzwater described the trade-off this way: “The data center industry brought economic and tax benefits to Northern Virginia, and it also brought concerns about environmental sustainability, energy and water usage, noise, vibration, and impacts on the quality of life.” That observation names issues for local review; it does not establish that any particular project will produce them.
No universal figure for a nearby resident’s electricity bill, a facility’s water use, noise exposure or effect on property value is established by the sources discussed here. Project documents, local conditions and applicable rules are needed to assess those questions.
