How Data Centers Reuse Waste Heat to Warm Homes

Data centers can supply homes with recovered server heat through large heat pumps and district-heating networks, but the system depends on nearby infrastructure, electricity and seasonal demand.

Data centers can help heat homes by sending heat removed from their servers to a district-heating network. Large heat pumps raise that heat to a useful temperature, and insulated underground pipes carry hot water to connected buildings. It is not a direct pipe from a server rack to a house: the system depends on a nearby heat network, substantial equipment and electricity, and local demand for heat.

How can data centers heat homes?

Servers use electricity while processing and storing data. Much of that energy eventually becomes heat, which cooling systems must remove to keep equipment operating. If the heat is not recovered, it is commonly released to the air or surrounding water, Fortum explains. A heat-recovery project instead captures heat from the data center’s cooling system and transfers it into a local district-heating system.

The basic chain has three parts: a heat source at the data center, heat pumps and related equipment that raise the heat to the level required by the network, and district-heating pipes that deliver hot water to buildings. Fortum describes district heating as heated water transported through underground pipes; connected buildings use it for space heating and household hot water.

The useful point is that the network makes a steady, concentrated source of heat available to many buildings. But the heat is not ready to use simply because a server produces it. It has to be collected, upgraded to a suitable temperature, and matched to a network with connected customers.

What happens between a server and a heated room?

1. Cooling systems remove server heat

Operating IT equipment generates heat, and the data center’s cooling systems carry it away. The heat-reuse opportunity begins in that cooling process. The project descriptions do not give a single temperature for server heat: the temperature available depends on the specific facility and system, so it should not be treated as a universal fixed-value resource.

2. A connection moves the heat to a recovery plant

A heat-recovery plant needs a practical connection to both the data center and a district-heating network. Distance matters because the project needs infrastructure to move heat between those sites. Espoo’s municipal project description says the selected data-center location was near the district-heating network, making proximity part of the project design rather than an incidental detail.

3. Large heat pumps raise the temperature

Heat pumps transfer energy from the data-center heat source into the district-heating system at a temperature suitable for that network. In simple terms, the heat source supplies heat that the pumps upgrade; electricity is needed to operate the pumps. Fortum’s project descriptions emphasize reliable, preferably fossil-free electricity as an important condition. Heat recovery therefore uses electricity and is not energy-free.

4. The network carries hot water to connected buildings

Once the heat has been transferred into district heating, hot water flows through underground pipes to buildings connected to the network. Those buildings use the delivered heat for space heating and household hot water. A home does not need a pipe running directly from a data center: the district-heating network is the distribution system between the heat source and its customers.

5. Storage and other sources help balance supply

Heat demand changes over time, while the amount of heat available and the electricity used to produce it can also vary. Espoo’s system includes thermal storage and electric boilers alongside heat pumps. Storage can help shift heat between periods, while electric boilers provide another heat source. The wider system is designed to combine multiple components; its total capacity should not be mistaken for the quantity of data-center heat already being recovered.

Why district heating is central to the idea

Waste heat from a data center is most useful to homes when there is already a local system of pipes and customers that can take it. A district-heating network aggregates demand from connected buildings and distributes heat through hot water. Without a suitable network, this particular way of delivering data-center heat to homes is not available unless the necessary network infrastructure is built.

That makes location and scale central decisions. A large, relatively steady heat source is more useful when it is near a network with enough connected demand. A project also needs equipment to capture and upgrade the heat, room for supporting plant, and a workable supply of electricity. These requirements explain why data-center heat reuse is an infrastructure project involving the data-center operator, a heat utility and often local authorities—not a household appliance purchase.

Status as of 13 October 2026: Fortum reported on 6 May 2026 that its large heat-pump plants at Hepokorpi in Espoo and Kolabacken in Kirkkonummi had started operating. At that launch, the plants used ambient air as a heat source together with electric boilers. Fortum said Microsoft data-center waste heat would be phased in starting in 2027 as data-center phases are completed. The plants’ start of operation in 2026 therefore does not mean that the full data-center heat-recovery system was already running then.

Fortum’s May 2026 account describes a phased buildout, so plant capacity, current heat sources and future data-center heat recovery are separate things. The figures below are project estimates or specifications published by Fortum, with their dates and qualifications retained.

Figure What it describes Qualification
Around 40% of regional annual district-heating demand Expected contribution from the project once data-center heat recovery is fully implemented Fortum’s 2026 estimate. Fortum says the region’s annual demand is about 2 terawatt-hours and serves approximately 250,000 heat users; 40% is a future project expectation, not the share already supplied by recovered data-center heat.
About 75% of available data-center waste heat annually Share Fortum expects to use for district heating in its project explainer Fortum’s 2025-era forecast, not a measured operating result. Lower heating demand in summer limits how much available heat can be used.
Up to 180 megawatts from 72 water-to-water heat pumps District-heat capacity specified for the plants Fortum’s 2026 plant specification. It describes capacity, not a measured amount of data-center heat already recovered.
40 air-to-water heat pumps Supporting heat-pump equipment in the wider system Fortum’s 2026 plant specification; not a standalone figure for recovered data-center heat.
200 megawatts of electric boilers Additional heat-production capacity Fortum’s 2026 plant specification. Electric boilers are supporting components, not recovered data-center heat.
20,000 cubic metres of thermal storage Storage included in the wider system Fortum’s 2026 plant specification; it describes storage volume, not heat output.
About 400,000 tonnes of CO₂-equivalent emissions saved per year Estimated annual emissions reduction at full capacity Fortum’s 2023 company estimate. It is not a verified achieved annual saving and depends on which heat sources are displaced and the project reaching full operation.

Fortum’s figures describe a system that combines several heat sources and pieces of equipment. In particular, the 180-megawatt heat-pump specification, 200 megawatts of electric boilers and other plant components should not be read as a report of how much server heat is already reaching homes. The timing matters as well: Fortum’s stated plan was to introduce Microsoft data-center heat gradually from 2027, after the plants began operating with ambient air and electric boilers in 2026.

What limits how much waste heat can be used?

Network distance and local demand

The project needs both a heat source and a practical route into a district-heating network. A nearby network with connected buildings offers a path to customers; a distant network may require more connection infrastructure. The project sources establish no universal distance threshold or standard connection cost, so feasibility has to be assessed for each location.

Temperature and electricity

The captured heat must be upgraded to the temperature required by the district-heating system. Heat pumps do this work, drawing electricity as they transfer heat. The amount and temperature of heat available, the heat pumps’ operation and the electricity supply all affect the system. The project descriptions do not establish one universal efficiency or a guaranteed cost or emissions saving for every data center.

Seasonal demand and storage

Buildings generally need less heat in summer. Fortum’s estimate that about 75% of the data centers’ waste heat could be used annually is specific to its project and reflects the seasonal mismatch; it is not a universal utilization rate for data-center heat reuse. Thermal storage can help the system balance production and demand over time, but it does not remove the fact that heating demand varies.

Other heat sources and system resilience

Espoo’s wider heat-production system includes ambient-air heat pumps and electric boilers as well as thermal storage. These components help supply the district-heating system alongside the planned data-center heat. Their presence also means that a headline figure for overall plant capacity cannot be attributed to data-center heat alone.

The fuel and emissions being displaced

Reusing heat can reduce emissions when it replaces more-emissions-intensive heat production, but the outcome depends on the heat source being displaced and the electricity used by the heat pumps. Fortum’s estimate of about 400,000 tonnes of CO₂-equivalent savings per year is a company projection for full capacity, published in 2023—not a measured annual result. It should be understood in that context rather than treated as a guaranteed saving for other projects.

How to assess another data-center heat project

There is no standardized multi-project comparison dataset in the project descriptions. For a meaningful comparison, look at the specific conditions that determine whether heat can actually reach customers and what it replaces:

  • Distance and connection: Is the data center close enough to a district-heating network for a connection to make practical sense?
  • Heat supply and temperature: How much recoverable heat is available, at what temperature, and when is it available?
  • Heat-pump operation: What equipment upgrades the heat, and what electricity supply does it require?
  • Demand through the year: How much nearby demand exists in winter and in lower-demand summer periods?
  • Storage and supporting sources: Does the wider system include thermal storage or other heat production to help balance supply and demand?
  • Displaced heat: Which heat source would otherwise serve customers, and what emissions are associated with replacing it?

These questions are more informative than comparing a single headline capacity or savings number. A large heat source does not by itself show how much heat a network can absorb, how much electricity the heat pumps will use, or what emissions reduction will be achieved.

Does every data center have to heat homes?

No general obligation for every data center to supply homes is established by the project information described here. The European Commission’s heating-and-cooling policy overview discusses policy work on district heating and cooling, waste-heat recovery and related planning. That policy context is not evidence that every data center is legally required to send heat to homes. Any claim about a specific legal duty needs to be checked against the relevant law and national implementation.

Nor does the Espoo project establish how common heat reuse is worldwide. It is a large, specific partnership shaped by local network access, infrastructure and demand; its estimates should not be generalized into a global adoption rate.

What the Espoo project shows—and what it does not

Espoo illustrates the route by which data-center heat can become useful to homes: capture heat from cooling, use heat pumps to raise its temperature, and distribute it through a district-heating network. It also shows why delivery dates, plant specifications and forecast benefits must be distinguished. Fortum reported that its plants began operating in 2026 with ambient-air heat and electric boilers, while Microsoft data-center heat was planned for phased integration starting in 2027.

The case does not show that every facility can reuse heat, that every available unit of heat will be used, or that the stated emissions estimate has already been achieved. Those outcomes depend on local network access, heat demand, electricity and which other heat sources the recovered heat displaces.
