How Data Centers Affect Local Water Supplies—and What Communities Can Ask

A data center’s local water impact depends on peak demand, its water source, cooling design, drought conditions, and wastewater handling. Here’s what communities should ask operators and utilities.

A data center can affect local water supplies when its cooling demand draws on a shared utility, groundwater, or surface water—especially during hot weather or drought. The impact depends on how much water the facility needs at peak, where that water comes from, what other customers and ecosystems rely on the source, and how wastewater is handled. Communities should ask operators and utilities for site-specific demand, source, discharge, drought, and public-reporting commitments; national averages cannot establish whether a particular project is safe for a particular place.

How much water does a data center use?

There is no single figure that applies to every facility. Direct water demand varies with cooling design, computing load, weather, water quality, and operating strategy. Annual averages can obscure the periods that matter most to a community: hot-weather peak days, heat waves, and drought restrictions. Ask for monthly projections and maximum-day and peak-hour demand, not just an annual total.

National estimates provide scale, not a local forecast. The Congressional Research Service (CRS) reports an estimate that direct data-center water use is about 2% of total U.S. water consumption, and that municipal systems supply about 97% of water provided to U.S. data centers. These national figures do not describe any particular utility, watershed, facility, or season. CRS also reports an International Energy Agency estimate that a 100-megawatt U.S. data center may directly consume about as much water per day as 2,600 households. The U.S. Geological Survey (USGS), in a 2026 synthesis, gives a different illustrative comparison: 2 million gallons a day for a 100-megawatt facility, equivalent in that report to 6,500 households. These comparisons use different assumptions and household-use baselines, so they are not interchangeable benchmarks. CRS report; USGS synthesis.

What a water-use metric does—and does not—show

Water-use effectiveness (WUE) is commonly expressed as water consumption divided by IT-equipment electricity demand. Conventional WUE generally measures direct facility water consumption; it does not include water consumed off-site to generate electricity. A WUE figure is difficult to compare unless the operator also states whether it covers consumption or withdrawals, cooling alone or all facility uses, the reporting period, the facility’s IT load, and whether electricity-generation water is included. CRS explains WUE and its accounting boundary.

Keep direct and indirect water use separate. Cooling water drawn at the site can affect its water utility or source directly. Power plants supplying the facility may also use water, but the attributable amount depends on the electricity mix and generation technologies. That off-site use matters when assessing a broader water footprint; it is not the same as demand on the local water system serving the data center. USGS; Lawrence Berkeley National Laboratory modeling.

Where does the water come from, and how can it affect supply?

A facility may receive water from a municipal system, take surface water or groundwater directly, or use nonpotable sources such as reclaimed wastewater where infrastructure and treatment make that feasible. A municipal connection does not by itself show whether there is enough capacity during a dry summer: the relevant questions include the utility’s available source yield, treatment and storage capacity, existing demand, and plans for other growth. A self-supplied source also requires a local assessment of its availability and competing uses.

Reclaimed water can reduce reliance on potable supplies, but it is not automatically available, impact-free, or uncommitted. It may already serve another local purpose, and using it may require treatment, new pipes, permits, and utility coordination. EPA identifies treated greywater, reclaimed municipal wastewater, rainwater, stormwater, and HVAC condensate as potential cooling-tower supplies when water quality and site conditions allow. For a community, the central issue is not simply how much water a data center uses in a year. It is whether its withdrawals and consumption coincide with limited source supply, existing customer needs, drought triggers, or cumulative development in the utility’s service area. National statistics and modeled estimates cannot answer those site-specific questions.

How cooling affects water and wastewater systems

Many cooling towers remove heat by evaporating water. Operators replace the evaporated water with makeup water; as water recirculates, dissolved minerals become more concentrated. Some water is discharged as blowdown to control that concentration, and the discharge must be treated or routed appropriately. Thus, intake volume alone does not describe the full water-system effect: communities also need to understand consumption, wastewater volume, quality, and timing.

The DOE Federal Energy Management Program says two to four cycles of concentration are common in cooling towers and that six or more may be possible, depending on system conditions and water quality. Its guidance says raising cycles from three to six reduces makeup-water requirements by 20% and blowdown by 50%; those figures describe that specific change, not a guaranteed saving at every facility. CRS reports that data centers most commonly send wastewater effluent to publicly owned treatment works. Potential pollutants vary with source-water quality, cooling technology, site operations, and whether discharge occurs during routine operation or construction and commissioning. Ask for the expected volume and composition, pretreatment, destination, and applicable permits rather than assuming the discharge is harmless or hazardous. CRS.

What can operators do to reduce water demand?

Possible measures include better air management, suitable outside-air economizing, water-side economizing, and increasing cooling-tower cycles of concentration. Dry or hybrid operating modes may also be part of a facility’s strategy. The effectiveness and trade-offs depend on climate, operating set points, system design, water quality, and computing load; no one cooling approach is universally best across water and energy impacts. Ask what the proposed design will do at local summer temperatures and during drought, rather than treating a technology label as proof of low water use. DOE FEMP; USGS.

Questions communities can put to operators

Questions for the water utility and local decision-makers

Ask the utility to explain available source yield, storage and treatment capacity, current and forecast customer demand, drought triggers, planned capital upgrades, and expected rate impacts. Ask local decision-makers how they assess cumulative development in the service area and whether project approval depends on specific water-use or reporting conditions.

Some water-service agreements may limit disclosure. Residents can also look for utility-board materials and public permitting records, use public-records processes, and raise questions at public hearings. Access rules vary by jurisdiction. CRS discusses water-service agreements and disclosure; USGS addresses regional resource planning.

How to judge the evidence for a proposed facility

Ask whether a number comes from a site meter, a utility bill, a permit, an operator projection, or a model. Each answers a different question. Lawrence Berkeley National Laboratory models onsite cooling and electricity-generation water use under different cooling designs and power-supply scenarios; its national and location-specific estimates give context, but are not a substitute for a named facility’s readings and utility records. LBNL sector-wide modeling and forecasting.

Public data have limits. The U.S. Energy Information Administration says it did not collect water-consumption data in the 2018 Commercial Buildings Energy Consumption Survey because response rates were low and it lacked authority and funding for a follow-up water-supplier survey. EIA says additional data-center pilot studies are planned beginning in 2026. EIA CBECS FAQ.

Because no particular facility or locality is specified here, it is not possible to determine whether a project would affect household reliability, wells, streamflow, water rates, or local system capacity. Those conclusions require the project’s demand and source data alongside utility planning records, source-water and drought analysis, and permit information. If a community is comparing actual proposals, compare peak and annual consumption, potable versus nonpotable shares, heat- and drought-period performance, wastewater handling, utility upgrade costs, and public reporting on the same stated accounting boundaries.
