How Data Center Power Demand Can Affect Local Electricity Bills

Data-center demand can put pressure on local power systems, but it does not automatically raise household bills. The impact depends on infrastructure needs, tariffs, contracts and regulatory decisions.

Data centers can contribute to higher local electricity bills if serving their power demand requires new generation or grid upgrades and regulators allow some of those costs to be recovered from other customers. That outcome is not automatic: the effect depends on local supply, infrastructure needs, utility rates, contracts and regulatory decisions. National electricity-use estimates cannot tell you what a particular household will pay.

How can a data center affect an electricity bill?

A large data center adds a substantial, often concentrated electricity load. If existing generation and grid capacity cannot serve it, utilities or grid operators may need new power plants, transmission lines, substations or local distribution equipment. The facility may also affect the cost of securing electricity when supply is tight.

Those costs do not all land in the same place. A facility can pay costs assigned directly to its connection or electricity use, while some shared system costs may be recovered through rates charged to multiple customer classes. The allocation depends on the applicable tariff, contract and regulatory approvals—not simply on how much electricity the facility consumes. The U.S. Department of Energy identifies fair cost allocation and the risk of stranded infrastructure as central issues in designing rates for large loads (DOE, January 17, 2025).

Bill pathway How costs could arise What determines whether households share them
Generation New or retained power supply may be needed to meet added demand. How the utility procures supply and allocates its costs among customer classes.
Transmission and distribution New lines, substations or other network upgrades may be needed to deliver power. Which upgrades are directly assigned to the project and which are treated as shared system costs.
Wholesale power and capacity In a constrained market, added demand may affect procurement or the cost of ensuring enough resources are available. Regional market conditions and how wholesale, capacity and related costs flow through the utility’s rates.
Unused or delayed infrastructure Grid investments made for an expected project may be underused if it is delayed, scaled back or closed. Whether the customer has binding commitments or other protections that cover costs if plans change.

How large is data-center electricity demand in the United States?

National figures show why utilities and regulators are planning for large loads, but they are not forecasts of local bills. The following estimates and projections are from the U.S. Department of Energy’s December 20, 2024 summary of a Lawrence Berkeley National Laboratory report:

Measure Value What it represents
Share of total U.S. electricity in 2023 4.4% Estimated data-center share of national electricity use.
Data-center electricity use in 2014 58 TWh National estimate.
Data-center electricity use in 2023 176 TWh National estimate.
Share of total U.S. electricity by 2028 6.7%–12% National projection, not observed use.
Data-center electricity use by 2028 325–580 TWh National projection, not observed use.

These estimates cover the United States as a whole. They do not identify the load, infrastructure needs or cost allocation in a particular utility territory, and they cannot be converted into a household-dollar estimate (DOE, December 20, 2024).

Does load growth mean electricity prices will rise?

Not by itself. Prices and bills can move for several reasons, and a broad market trend does not show how much—if any—of a change was caused by data centers.

For context, FERC reported that electricity demand across organized regional markets rose 2.8% in 2024. Its report also said overall natural-gas and wholesale-electricity prices declined while retail prices continued to increase, and identified factors including extreme weather, resource mix and load growth. Those figures describe broad market conditions; they do not isolate data centers’ causal effect on retail rates (FERC, March 20, 2025).

In a region where supply or transmission is constrained, added demand could contribute to higher procurement or capacity costs. In a region with adequate supply and infrastructure—or where a large customer pays for the investments it requires—the effect on other customers may differ. The local rate structure determines whether and when those costs appear on bills.

Who pays for power plants and grid upgrades?

There is no single national answer. Utilities and regulators can use large-customer tariffs, special contracts, minimum bills, demand charges, upfront contributions and long-term commitments to assign costs or risks to a large electricity user. The details matter: a public commitment or proposed tariff is not the same thing as a binding, approved arrangement.

When assessing a local case, distinguish the facility’s direct interconnection costs from shared investments and other charges. Then check how each category is assigned to residential, commercial and large-load customers, and whether the customer remains responsible if the project is delayed or uses less power than expected. DOE discusses cost allocation, resource adequacy, flexibility and stranded-asset risk as rate-design questions, rather than one-size-fits-all answers (DOE, January 17, 2025).

Which regulators decide how costs are allocated?

Retail rates and allocation among customer classes are generally handled by state regulators. FERC oversees interstate transmission and wholesale-market rules within its jurisdiction, so the decisions affecting a project can involve more than one regulator or proceeding. A review of state legislation and utility cases alongside federal actions illustrates those overlapping decision points (PNNL, May 22, 2026).

On June 18, 2026, FERC directed the six regional grid operators under its jurisdiction to defend or revise large-load tariff rules. Topics included cost shifting, transmission-cost transparency, co-location and behind-the-meter generation, flexible loads, interconnection studies and generation adequacy. The release set a 60-day period for grid operators and transmission owners to justify existing tariffs or file changes, and a 30-day period for generation-adequacy reports. Those were deadlines announced in the June 18 release; they are not evidence of what a particular region later filed or what FERC ultimately approved. For a local claim, consult subsequent filings and orders for the relevant region (FERC, June 18, 2026).

How can you tell whether a data center is affecting bills in your area?

Look for evidence tied to the serving utility, project and rate decision. A proposed project, forecast or public allegation is not the same as an approved cost allocation or an observed change on customer bills.

  1. Identify the utility and regulators. Find the utility serving the area, the relevant state utility commission and, where applicable, the regional grid operator.
  2. Find the controlling documents. Look for the large-load tariff, any special contract, interconnection filing and the utility’s resource or grid plan. Check whether each document is proposed, approved or in effect, and note its filing and approval dates.
  3. Separate project-specific and shared costs. Determine which generation, transmission, distribution and capacity costs are assigned directly to the facility and which enter broader rates.
  4. Check protections if plans change. Look for minimum bills, upfront contributions, long-term commitments, exit fees or other provisions addressing delayed, reduced or cancelled demand.
  5. Use local evidence for bill impacts. Check current rate-case testimony, commission orders and utility filings for a quantified impact. Do not turn national electricity projections or broad market statistics into a household estimate.
  6. Compare claims with actual rate status. Label a cost allocation as alleged, forecast, proposed, approved or observed according to the evidence.

When comparing two local cases, the useful questions are who bears each cost, what protects customers against unused investments, whether assumptions are public and reviewable, what grid upgrades are actually required, whether the load can shift or use onsite resources, and when costs are incurred and recovered. These details can produce different outcomes even for projects with similar electricity demand.
