Florida Affordable Housing: Rental Assistance vs. Income-Restricted Apartments

In Florida, rental assistance and an income-restricted apartment are different routes to lower housing costs. A Housing Choice Voucher (often called Section 8) helps an eligible household pay rent in a private-market home; an income-restricted apartment is a specific unit with income and rent limits. Florida’s SHIP program can also help with rent or deposits, but its benefits and application rules are set locally.

Rental assistance and income-restricted housing are not the same

Question Rental assistance Income-restricted apartment
Where is the benefit attached? To an eligible household or tenancy. A Housing Choice Voucher can help the household rent eligible private-market housing; local SHIP programs may offer rent or deposit assistance. To a particular apartment, which has program-based income and rent restrictions.
Who handles applications? The local public housing authority (PHA) handles Housing Choice Voucher applications. A local government administers its own SHIP tenant-assistance program. The property manager handles the property’s application and verifies eligibility for the unit.
How is rent determined? Voucher assistance is calculated under program rules, including household circumstances and local payment standards. SHIP terms depend on the local program. The applicable program sets the unit’s rent limit. For Low-Income Housing Tax Credit (LIHTC) housing, HUD says rent is based on the unit’s restrictions, not the renter’s actual income.
What availability matters? The local program may have an application period or waitlist, and a voucher holder still needs a unit that meets program requirements. The specific property may have a vacancy, waitlist, and selection process of its own.

A voucher is household-based assistance; an income restriction belongs to a unit. That distinction matters when comparing listings: a rent-restricted apartment does not necessarily charge each tenant a fixed percentage of that tenant’s income. HUD says LIHTC property owners accept voucher tenants, but confirm the particular unit’s availability and requirements with management. HUD’s Florida housing resource page explains both programs.

Which Florida option should you pursue?

Consider a Housing Choice Voucher if you need help paying rent

The federal Housing Choice Voucher (HCV) program, commonly called Section 8, helps eligible households afford private-market housing. Local PHAs administer the program. Eligibility depends on factors including household income, family size, and applicable citizenship or immigration status criteria. An application does not guarantee an immediate voucher or a currently available apartment; ask the PHA serving your area whether its application period or waitlist is open. HUD provides Florida PHA contact guidance.

Ask about SHIP if you need rent or deposit help

Florida’s State Housing Initiatives Partnership (SHIP) sends funds to local governments, which establish their own housing assistance programs and plans. SHIP may support tenant rent or deposits, but the benefit, eligibility rules, documents, and application timing vary by local plan. Contact your city or county housing office and ask whether its current plan offers tenant assistance and how to apply. Florida Housing maintains a directory of current Local Housing Assistance Plans.

Look for an income-restricted unit if you can meet the unit’s rules

For a restricted apartment, the property manager can identify which program applies to the particular unit—such as LIHTC or HOME—and explain its income limit, rent limit, utility treatment, fees, required documents, waitlist, and current availability. A unit’s eligibility is not automatically the same as eligibility for another apartment in the same building.

How to apply or search in practice

If you need rental assistance

  1. For a voucher: Find the PHA serving the area where you want to live. Contact it to ask whether the HCV application or waitlist is open, what eligibility rules apply, and which documents it requires. The statewide HUD page directs applicants to local PHA contacts; it does not establish your local waitlist status.
  2. For SHIP: Contact your city or county housing office. Ask whether its current Local Housing Assistance Plan funds tenant rent or deposits, who qualifies, when applications are accepted, and what paperwork is needed.
  3. If you already have a voucher: Ask your PHA about its housing-search and unit-approval process. Confirm directly with property management that the specific unit is available and can meet the voucher program’s requirements.

If you want an income-restricted apartment

  1. Search FloridaHousingSearch.org, Florida Housing’s free rental locator. Its listings may include vacancy information, rents, deposits, features, unit sizes, and map locations.
  2. Call the property manager to verify current availability, the applicable program, the unit’s household-size-specific income and rent limits, utility allowances or included utilities, fees, documents, and application or waitlist steps.
  3. Compare your household and the unit with the correct official program table for the property’s area and program. Do not use a limit from another county, household size, or housing program.
  4. You can also use HUD’s Resource Locator to find housing resources, but HUD says it does not show vacancies, waitlists, or application status. Call the property to confirm those details.

Use the correct Florida income and rent limits

There is no single statewide income ceiling or rent amount that applies to every affordable apartment. Limits can depend on the program, county or metro area, household size, and unit size. Florida Housing’s 2026 Rent Limits page, posted May 4, 2026, provides separate tables for different programs. The linked Florida Housing rental-program and SHIP/HHRP tables are effective May 1, 2026; several other program tables are effective June 1, 2026. Check the table that matches the specific unit and ask the property manager or administering agency which one applies.

What SHIP’s statewide figures do—and do not—tell you

Florida Housing’s SHIP program page says funds are distributed to all 67 Florida counties and 55 cities, with a $350,000 minimum allocation per county. It also describes statewide funding rules: at least 65% of funds must go to eligible homeownership activities, at least 75% to eligible construction activities, and 30% is reserved for very-low-income households up to 50% of area median income (AMI), with another 30% reserved for low-income households up to 80% of AMI. Local governments may reserve remaining funds for households up to 140% of AMI. These are program-structure figures, not a decision about whether an individual renter qualifies or what assistance is currently available. See Florida Housing’s SHIP program details and ask your local government about its plan.

Affordable-housing development programs are not renter applications

Florida Housing’s 2026 competitive programs include financing for affordable multifamily rentals, rural rental development, preservation, and specialized housing. Those programs support housing development or preservation; they are not an individual renter’s application for a monthly subsidy. See the agency’s 2026 Competitive Application Process for program information.
