Data centers can put pressure on electricity bills and grid reliability, but the effect is not the same everywhere. It depends on where facilities connect, how much electricity they need and when, whether generation and transmission can serve them, and how utilities and regulators allocate the resulting costs. A large national demand forecast does not, by itself, show what a particular household will pay or whether its local grid will have outages.
How quickly is data-center electricity use growing?
Lawrence Berkeley National Laboratory’s 2025 United States Data Center Energy Usage Report: 2025 Update estimates that U.S. data centers used 192 terawatt-hours (TWh) of electricity in 2024, equal to 4.7% of total U.S. electricity consumption. A terawatt-hour measures energy used over time; it is not the same as gigawatts (GW), which measure power or load at a point in time.

The report’s reference case projects 464 TWh of data-center electricity use in 2028 and 649 TWh in 2030. The 2030 figure is estimated to equal 11.8% of forecast U.S. electricity use under the NERC forecast cited by LBNL. These are projections, not observed future consumption.
| Year | LBNL 2025 estimate or projection | How to read it |
|---|---|---|
| 2024 | 192 TWh; 4.7% of U.S. electricity consumption | Estimated use; the report treats 2024 as its last historical year. |
| 2028 | 464 TWh | Reference-case projection in the 2025 update. |
| 2030 | 649 TWh; 11.8% of forecast U.S. electricity use | Reference-case projection; the share uses the NERC electricity-use forecast cited by LBNL. |
LBNL estimates that data centers account for 33% of total U.S. load growth from 2024 through 2030 in its comparison with the NERC load forecast. That share depends on those forecasts and assumptions; it is not a measured portion of growth already realized. The report excludes cryptocurrency mining and uses 2024 as the last historical year because primary IT shipment data extend only through the first three quarters of 2025. Later-year figures are projections, and LBNL notes that scenario assumptions and revisions—including reported GPU shipments and assumptions about AI inference server power—affect estimates.

For historical context, the Department of Energy’s December 2024 announcement of the preceding LBNL report cited 176 TWh, about 4.4% of U.S. electricity, for 2023 and a 325–580 TWh range for 2028. That was an earlier report vintage; its 2028 range should not be combined with the 2025 update’s 2030 reference case as though they were one continuous forecast.
How can data centers affect my electricity bill?
The central issue is cost allocation: who pays for the additional supply and grid investments needed to serve large new loads, and who bears the risk if those investments are later underused. A facility may prompt a utility to add or contract for generation, expand or upgrade transmission and distribution equipment, or make other system changes. The costs may be recovered through rates or customer-specific arrangements, depending on the utility territory, regulatory decisions, contracts, and applicable tariffs.

The Department of Energy’s January 2025 technical brief identifies fair allocation of system costs to large-load customers and mitigation of stranded-asset risk as important rate-design questions. Stranded-asset risk arises when infrastructure built for expected demand is used less than anticipated, leaving costs to be recovered even though the expected load did not materialize. How a particular utility handles these costs determines whether, and how, they affect other customers.

Will data centers make the grid less reliable?
They can make planning more challenging where large loads arrive quickly or cluster in places with limited generation or transmission capacity. Many data centers need continuous power, but the reliability effect depends on the grid’s regional supply, transmission constraints, load shape, and available resources—not simply on the national share of electricity consumption. Other demand drivers, including electrification and manufacturing, also contribute to load growth.
In a July 2025 reliability analysis, DOE modeled a scenario in which 104 GW of firm generation retires by 2030 without timely replacement. Under that scenario and the analysis’s assumptions about demand and resources, DOE said annual outage hours could rise from single digits to more than 800. This is a conditional model result, not a prediction that those outages will occur. It is not evidence that data centers alone would cause that outcome: the scenario includes generation retirements, replacement timing, and projected load.

To judge a particular region, look beyond a national forecast and compare the expected additions and concentration of load with planned generation, announced retirements, transmission capacity and congestion, load flexibility or onsite resources, and local cost-allocation rules. A state-by-state ranking cannot be inferred from the national figures alone.
What can utilities and policymakers do?
DOE describes a portfolio of possible responses rather than a single fix that works everywhere. The right mix depends on the location, timing, size, and flexibility of demand, as well as the condition of the grid.

- Add or preserve supply: Develop generation and storage, and consider how existing nuclear and hydropower infrastructure can contribute.
- Expand or improve the grid: Build transmission where needed or enhance existing infrastructure to move power to constrained areas.
- Use electricity more efficiently: Improve efficiency so the system can meet demand with less energy.
- Make demand more flexible: Where technically and contractually feasible, shift or reduce some electricity use during stressed periods.
- Plan for onsite resources: Onsite power and storage may help serve a facility or support the system, depending on how they are configured and operated.
- Design rates and contracts carefully: Allocate costs and risks to reflect the load being served and reduce the chance that other customers inherit costs for underused investments.
These are planning options, not proof that new resources or protections have already been delivered nationwide. Reliability and affordability depend on implementation, local conditions, and whether supply and network investments arrive in time.
