How Data Center Construction Affects Electricity Bills and Grid Reliability

Data center construction creates temporary electricity use, but operating demand and the infrastructure built to serve it shape longer-term costs and reliability. Effects depend on local conditions and who pays for upgrades.

Building a data center creates a temporary construction load, but the lasting effect on electricity bills and grid reliability usually depends on the facility’s operating demand and the power-system upgrades needed to serve it. Costs can rise when utilities or grid operators need additional generation, transmission, or distribution capacity; who pays depends on local rates and cost-allocation rules. Reliability depends on where and when demand arrives, whether supply and grid capacity are available, and whether planned infrastructure is ready. Data centers do not automatically raise every household’s bill or cause blackouts.

What changes when a data center is built?

There are two distinct electricity impacts: the load used while a facility is being built, and the much longer-lived demand after it begins operating. Construction itself uses electricity, but the central system question is what additional capacity and energy are needed to serve the operating facility over time. The scale and timing of that demand matter more than the fact that a building project exists.

When a utility or grid operator expects a large new load, it must consider whether the existing system can serve it. If not, the response may involve procuring or building generation and expanding transmission or distribution infrastructure. Generation supplies electricity; transmission moves it across the grid; distribution delivers it locally. These are related but distinct needs, and a constraint in one part of the system can matter even when another part has capacity.

Planning involves uncertainty. A projected data center load is not the same thing as a facility that has been built, connected, and energized. The timing of a project also matters: infrastructure must be available when the demand arrives, and the amount of capacity needed depends on how much demand materializes. Those distinctions help explain why construction, bills, and reliability cannot be reduced to one national outcome.

Will data centers make my electric bill go up?

Possibly, but there is no uniform bill increase for every customer. Added demand can raise system costs through new generation and transmission, affect energy prices, and increase exposure to market-price spikes when a region imports power. Those costs may be reflected in electricity prices or recovered through utility rates. The effect on a household depends on its utility, region, rate design, and the infrastructure and power purchases required.

It is important to separate who pays for a facility’s current service from who may bear future system costs. Virginia’s Joint Legislative Audit and Review Commission (JLARC), in a December 2024 study, found that current rates appropriately allocated current costs to the customers responsible, including data centers. At the same time, JLARC said higher future demand was likely to raise system costs for all customers as the system added generation and transmission and faced possible energy-price increases and market-price spikes when importing power.

For scale, JLARC modeled an additional $14–$37 per month by 2040 in generation- and transmission-related costs for a typical Dominion Energy residential customer in Virginia. The estimate is in constant, or real, dollars, independent of inflation. It is a utility- and state-specific modeled outcome, not a guaranteed bill increase, a forecast for every Virginia customer, or a national average.

Customers should also distinguish a change in the overall cost of the power system from the portion assigned to a particular rate class. A utility can allocate costs among classes under current rules, while total system costs still rise as demand grows. Whether a household sees that growth in its bill, and when, depends on the applicable rate design and cost-recovery decisions.

How can large new loads create costs for other customers?

The main pathway is investment made to serve demand. If forecasts lead a utility or grid operator to add generation or grid capacity, those investments have costs. Depending on the applicable tariffs and rate design, those costs may be assigned to the large customer, shared across customers, or reflected through broader energy prices. The details vary by jurisdiction and cannot be inferred from a data center’s presence alone.

Forecast error creates a separate risk. JLARC warned that if utilities build infrastructure for demand that does not materialize, or if large facilities close, some costs could be stranded and recovered from other customers. In that case, customers may bear part of the cost of capacity that was planned around expected demand but is no longer fully used.

Possible safeguards discussed by JLARC include changing cost allocations, creating a separate data center customer class, and adjusting rates more frequently. These are policy options, not proof that any particular state has adopted them or that they would eliminate all risk. Their purpose is to address how costs and uncertainty are shared, rather than to guarantee that system spending will not increase.

Do data centers cause blackouts?

Not automatically. Reliability depends on whether enough resources are available under the conditions a region faces, whether the grid can deliver power where it is needed, and whether facilities and transmission infrastructure are available when demand rises. A large load can tighten the balance between supply and demand or expose a local constraint, but that does not establish that the load caused a particular outage.

FERC’s May 2025 summer assessment expected regions to have adequate resources under normal operating conditions. It also warned that margins were tightening as generation retired and load grew, in part from hyperscale users such as data centers. Weather, generator availability, transmission constraints, and other demand also affect regional risk. An outlook describing adequate resources in normal conditions is therefore not a promise against outages, nor does it imply that all regions face the same risk.

Timing and location are essential. Demand arriving in a region with available generation and transmission is different from demand arriving where capacity is constrained or infrastructure is delayed. A national electricity-share estimate cannot by itself show whether a particular utility territory has sufficient resources or whether a specific project will affect local reliability.

What do the national electricity estimates show?

The U.S. Department of Energy announced in December 2024 that a Lawrence Berkeley National Laboratory report estimated data centers used about 4.4% of total U.S. electricity in 2023. The report projected that the share could reach approximately 6.7% to 12% by 2028. The first figure is a historical estimate; the 2028 figures are a forecast range, not an observed result. The range itself is a reason to distinguish projected growth from demand that has actually arrived.

In its December 20, 2024 announcement of the report, DOE said: “The report estimates that data center load growth has tripled over the past decade and is projected to double or triple by 2028.” That statement describes the report’s estimate and projection; it should not be read as a measured outcome for 2028.

A national share is useful for understanding the scale of the issue, but it does not tell a household how much its bill will change. Nor does it identify the local generating resources, transmission capacity, rate rules, or project timing that determine regional effects. Local planning and cost allocation are necessary to answer those questions.

How are regulators addressing large-load costs and grid needs?

On June 18, 2026, the Federal Energy Regulatory Commission (FERC) announced show-cause orders to all six regional grid operators under its jurisdiction. The orders direct them to justify or reform tariffs for data centers and other large energy users. FERC said the orders preserve state authority over retail rates. This is a regulatory action, not a completed finding about how much consumers will pay.

FERC described the aim of the action this way: “By requiring Regional Transmission Organizations (RTOs)/Independent System Operators (ISOs) and their transmission operators to either defend or revise their tariffs, FERC is moving to ensure that Americans have reliable, affordable power—even as electricity demand and technology accelerates.” The statement describes the commission’s announcement, not a quantified outcome for customer bills.

DOE’s July 2026 draft National Transmission Needs Study identifies data centers and other large loads among the drivers of transmission need and discusses anticipated capacity constraints and congestion. Because it is a draft, it should be treated as a planning analysis rather than a final determination of the effect of any particular project.

How to assess a proposed data center’s likely local impact

For a project-specific answer, look for evidence on the load, the infrastructure plan, local reliability, and who pays. A headline about a proposed facility or a national forecast cannot substitute for those details.

  1. Separate forecast from energized demand. Ask whether the figure describes proposed, contracted, under-construction, or operating load. A forecast signals a planning assumption; confirmed and energized load is actual demand on the system.
  2. Check timing and location. Find out when the facility is expected to require service and which utility area or grid region will serve it. The readiness of generation, transmission, and distribution capacity must be assessed against that schedule.
  3. Look for the relevant reliability assessment. Determine whether the utility or regional operator has described adequate resources, tightening reserves, transmission limits, or other regional risks. Seasonal assessments are time-specific outlooks, not permanent guarantees.
  4. Read the cost-allocation rules. Identify which costs are assigned to the large customer and which can be recovered from other rate classes or reflected in energy prices. Current cost allocation does not by itself settle how future upgrades will be paid for.
  5. Ask how forecast risk is handled. Look for safeguards if expected demand is delayed, smaller than projected, or later disappears. The possibility of stranded costs is distinct from the cost of serving demand that actually materializes.

These checks make comparisons between regions or proposals more meaningful. A region with a large announced pipeline of projects is not necessarily facing the same near-term conditions as one where a similar amount of demand is already connected. Likewise, a facility’s demand cannot be evaluated independently of the capacity and tariff arrangements in the system that serves it.

What the evidence does—and does not—establish

Evidence What it establishes What it does not establish
DOE announcement of the LBNL report, December 2024 Estimated 4.4% of U.S. electricity use by data centers in 2023 and projected 6.7%–12% by 2028. The actual 2028 share, a local grid outcome, or a household bill increase.
FERC summer assessment, May 2025 Expected adequate resources under normal conditions while warning of tightening margins and regional risks. A guarantee against outages or a finding that data centers alone cause blackouts.
Virginia JLARC study, December 2024 Current Virginia rates appropriately allocated current costs to responsible customers, and future demand could increase system costs; it modeled a Dominion residential-customer estimate for 2040. A guaranteed $14–$37 increase for every customer, or a national estimate.
FERC announcement, June 18, 2026 Show-cause orders directed regional grid operators to justify or reform tariffs for large users, while preserving state retail-rate authority. A completed determination of consumer costs.
DOE draft transmission study, July 2026 Identifies data centers and other large loads as drivers of transmission need and discusses anticipated constraints and congestion. A final finding about a specific project or a completed transmission decision.
