Whether those effects are significant depends on the site: the facility’s scale and cooling system, its distance from homes, local roads and water supplies, and the rules and mitigation applied to the project. National statistics cannot predict the effect on a particular neighbourhood, so residents should look for site-specific assessments and clear plans for monitoring and reporting.
Why impacts differ from one site to another
A data centre is not just a building whose effects can be inferred from its floor area. Its power capacity, computing density, cooling design, location and operating arrangements all matter. A proposal near homes or sensitive land uses may raise different questions from one in an established industrial area. Local water conditions and road layouts can also change the significance of an otherwise similar project.

That is why a national average or a broad description of the sector is a poor substitute for a project’s own assessments. Scotland’s 2026 planning direction identifies potential effects on water resources, noise, landscape, biodiversity, soils and air quality from backup generators, while Virginia’s Joint Legislative Audit and Review Commission (JLARC) notes that water use varies with facility size, computing density and cooling system. These are reasons to assess a specific site, not proof that every facility causes material harm.

The Australian Government’s September 2026 consultation describes construction impacts, traffic, noise, and concerns about energy and water use as issues that proposed standards should address. That identifies matters for consideration; it does not establish that every data centre has a significant impact on its neighbours.

Noise: what residents should look for
Persistent sound and nearby homes
Noise concerns can arise when sound from a facility is persistent, including low-frequency sound. Virginia JLARC’s 2025 review reports that some residents have described effects on their well-being. It also says a large majority of data centres in Virginia do not generate noise complaints, often because of their location or design. That is a finding about Virginia, not a universal rate, and a lack of complaints by itself does not tell a neighbour what a proposed project will sound like at their home.
Noise should be assessed at the places where people may experience it, not only at the facility boundary. A useful planning submission should identify the nearby residences or other sensitive locations considered, the operating conditions modeled, and whether the assessment includes low-frequency sound and the hours when equipment may operate. Residents can ask which equipment and operating scenarios the analysis covers, and whether it accounts for the project as designed rather than a generic facility.
Mitigation and follow-through
Noise controls are most useful when they are tied to measurable commitments. Look for proposed design measures, a plan for checking sound after operations begin, a way to report a problem, and an explanation of what the operator or authority will do if monitoring shows that requirements are not met. The precise requirements and responsible agency depend on local law. A planning review may also address separation from homes, screening and site design, but visual screening should not be mistaken for proof that sound has been controlled.
Traffic: distinguish construction from operation
Construction traffic
Construction can bring heavy vehicles, deliveries, worker travel and temporary changes to access routes. The project’s construction traffic assessment should make clear what types of vehicles are expected, when busy periods are likely, which routes they would use, and how the plan addresses road safety and disruption. Ask whether the analysis considers the routes residents actually use and any overlap with other planned construction.

Traffic after opening
Operational traffic is a separate question from construction. Ask the applicant to explain the expected types and timing of routine trips, including maintenance and service visits, rather than treating a construction estimate as a forecast for the facility’s later operation. The available cross-jurisdiction evidence does not establish a typical data-centre traffic volume or a general traffic impact rate. A credible answer therefore needs to come from the proposal’s own assessment, with its assumptions and peak periods stated.
For either phase, useful details include proposed vehicle routes, safety measures, road capacity assumptions and how changes to the traffic plan would be communicated. Where the planning material does not clearly distinguish construction trips from operational trips, ask for separate estimates and explanations; the two phases have different patterns and can require different mitigation.
Water use: national totals do not describe local stress
What the Australian estimate says
The Australian Government Department of the Prime Minister and Cabinet’s September 2026 consultation paper estimates that data centres used 5.5 gigalitres of water for cooling in 2025. It estimates this represented around 0.04 per cent of Australia’s total industrial water use in 2025. Both are national estimates for the stated year, not a benchmark for an individual facility and not a measure of the effect on a particular catchment.
The same consultation warns that local impacts can be significant if data centres cluster on one supply system or within one catchment. A small share nationally can therefore coexist with pressure in a particular place. The paper also identifies possible competition with agriculture and concerns about resilience in regional or remote communities. Residents need local information on water source, peak demand, supply constraints and other users, rather than relying on the national percentage alone.

Cooling choices and water reporting
Cooling design affects water demand, and the appropriate comparison is not just a single annual total. Ask the project to state where its water will come from, how much it expects to need during peak conditions, and whether it can use non-potable water or circular-water opportunities where possible. Also ask how the plan accounts for drought, interruptions or other local supply constraints.
The Australian Department of Industry, Science and Resources says in Expectations of data centres and AI infrastructure developers, Expectation 3: “Data centres should use innovative, efficient and sustainable solutions to minimise water use.” This is a published government expectation, not necessarily a binding project condition. Its practical value for residents is in the questions it prompts: what alternatives were considered, why the selected approach suits the location, and what information the operator will disclose over time.
Water Usage Effectiveness (WUE) is calculated as annual water use in litres divided by annual IT energy use in kilowatt-hours. The Australian Government’s consultation paper cautions that WUE may not capture every local water-stress factor. A WUE figure can help describe water use relative to IT energy, but it cannot by itself show whether a site draws on a stressed supply, what happens during peak demand, or how the project interacts with other users. Read it alongside source, volume, timing and local supply evidence.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsHow to assess a proposal during planning review
- Identify the project and the rules that apply. Confirm the site, facility scale and power capacity, the planning authority, and the environmental or water agencies involved. Find out which body handles land use, noise, water abstraction or supply, energy regulation, and air pollution; those responsibilities may sit at different levels of government.
- Read the assessments for the nearest receptors and local systems. Check which homes and sensitive uses were considered for noise, and which roads and water sources were included in the traffic and water analysis. Note whether the assessment describes construction separately from operation.
- Check assumptions, timing and alternatives. For traffic, look for vehicle types, peak periods and routes. For water, look for the source, expected annual and peak demand, local supply conditions and alternatives such as non-potable water. For noise, look for the modeled operating conditions, low-frequency sound and operating hours.
- Look for enforceable mitigation and monitoring. Distinguish a general intention from a condition with a responsible party, measurable requirement, monitoring schedule and response if performance falls short. Find out whether results will be made public and how complaints or incidents are handled.
- Submit focused questions before the decision. Identify a missing assumption or local concern, explain why it matters at the site, and ask the applicant or authority to address it in the record. If a document omits peak water demand or the construction route, for example, ask for that specific information rather than relying on a sector-wide average.
What planning rules look like in different places
Examples from individual jurisdictions show why residents should check local requirements rather than assume a universal standard.

Fairfax County, Virginia
Fairfax County describes its role in zoning and land use and lists tools that can include noise studies, visual screening, design standards, separation distances and public hearings in some cases. It also identifies state-level roles for energy regulation and air pollution. The county example is useful for understanding how land-use review and public input can shape a proposal, but it does not establish that every jurisdiction uses the same controls or that every listed measure applies to every application.
Virginia statewide review
Virginia JLARC’s 2025 review provides state-specific context on resident noise concerns and the variation in water use among facilities. It also reports that nearly all data centres maintain on-site diesel backup generators and that Virginia Department of Environmental Quality permits limit their operation and annual emissions. The review describes those generators as a relatively small contributor to regional pollution in Northern Virginia while noting the need for further local study. Generator air pollution is a separate issue from the noise, traffic and water questions at the centre of this article, but it may appear in environmental review materials.
Scotland
Under the Scottish Government’s direction effective 17 September 2026, an environmental impact assessment (EIA) is mandatory for specified classes of new data-centre development exceeding 50 MW. Lower-capacity projects remain subject to case-by-case consideration of whether an EIA is required. The threshold applies to the development classes specified in the direction; it is not a blanket rule for all projects everywhere. The direction identifies potential effects including siting, landscape, biodiversity, soils, water resources, noise and backup-generator air quality.

Scottish Chief Planner Dr Fiona Simpson, FRTPI, wrote on 16 September 2026: “The Scottish Government recognises that data centres are a rapidly evolving sector attracting a broad range of views, opinions and concerns, and that evidence on the environmental impact of data centres continues to develop.” This is a statement about the Scottish planning context, not a finding about the effects of any individual proposal.
Best Value
Australia and England
Australia’s September 2026 material is a consultation paper. Its expectations and proposed approaches should not be described as binding rules unless they have separately been adopted as such. It emphasizes efficient cooling, possible use of non-potable water, early engagement with utilities and communities, resilience planning and transparent ongoing reporting.
For England, the Environment Agency’s Chief Regulator’s report 2024–25 forecasts a further 1 billion litres per day of water demand across several sources collectively, including food production, energy generation, data-centre cooling and direct industrial abstraction. This is not a data-centre-only forecast and should not be used as one.
Comparing two proposals fairly
If a community is considering more than one proposed site, compare them on the same questions and use each project’s own assessment. A larger capacity figure alone cannot settle which site presents the greater local impact; distance to homes, resource constraints, traffic routes and mitigation also matter.
| Topic | What to compare | Evidence to request |
|---|---|---|
| Scale and power | Facility scale and stated power capacity | Project description and the assumptions used in each assessment |
| Noise | Modeled sound at nearby residences, including low-frequency sound and operating hours | Noise study, modeled scenarios, mitigation and monitoring commitments |
| Traffic | Construction versus operational traffic, vehicle types, peak periods and routes | Separate transport assessments and proposed safety measures |
| Water | Source, peak demand, catchment or supply stress and proximity to other users | Water-use assumptions, local supply evidence, alternatives and resilience plan |
| Siting and safeguards | Distance to homes and sensitive land uses | Site plans, mitigation details and applicable planning conditions |
| Transparency | What the operator will disclose once the facility is operating | Monitoring schedule, public reporting commitments and complaint process |
Apply the rules of the actual jurisdiction to both projects. A comparison is only as useful as its assumptions: if one proposal provides peak demand and route details while another gives only annual totals, note the difference rather than treating the missing detail as evidence of lower impact.
