Selectors assess an all-rounder’s batting and bowling separately, then decide whether the combined contribution helps the likely XI more than a specialist would. The answer depends on the format, the role to fill, recent relevant form, fitness, conditions and the other players available—not on a universal all-rounder score or label.
What counts as an all-rounder?
An all-rounder is expected to perform consistently with both bat and ball, though the two skills need not be equally strong. The ECB describes an all-rounder as a player able to “consistently perform well with both bat and ball.” In practical selection terms, a player may be a batting all-rounder or a bowling all-rounder, depending on which discipline is stronger. The role matters more than the label. A selector needs to know what batting position the player can cover, what kind of bowling they can reliably provide, and whether either contribution is strong enough for the specific job. Sir Richard Hadlee described the value of the role in Test cricket this way: “The allrounder in Test cricket is vital to a team’s balance and plays a big role in the final selection of that team.” That is an observation about Test balance, not a rule that applies identically to every format. Which selection criteria matter?
Recent performance in the format
Performance should be relevant to the job being considered. Cricket West Indies’ selection policy makes form and performance central, using statistics from recent competitive matches and relating them to the format in question. A Test record alone does not establish that a player is the right choice for an ODI or T20 role. Cricket West Indies selection policy

Batting and bowling, assessed separately
Selectors should consider the player’s credible batting contribution and bowling contribution as distinct skills before weighing their combined value. That distinction helps avoid treating a reputation as proof of present ability. It also clarifies whether the team is choosing the player mainly for batting depth, an additional bowling option, or a meaningful contribution in both disciplines.
Fitness and readiness
Fitness affects whether a player can fulfil the intended role and sustain the likely workload. CWI lists fitness among its selection criteria and refers to minimum standards governed by its fitness and conditioning policy. In India’s 2024 T20 World Cup squad discussion, chief selector Ajit Agarkar said Hardik Pandya’s fitness would be crucial because of what his all-round ability brought to the side. Balance, conditions and role coverage
Team balance is specific to the format and match. CWI describes balance as format-centred. In the 2024 India T20 World Cup selection explanation, captain Rohit Sharma discussed the desired spin-seam mix and morning conditions, with all-rounders contributing options and balance. That is a dated example of selection reasoning, not a template for other teams or tournaments. CWI selection policy; ICC report, 2 May 2024

Selection can involve factors beyond match statistics. CWI’s policy names mental capacity—including self-discipline, self-motivation and match awareness—as well as potential for developing players and availability to play for West Indies. These are criteria in that board’s policy; boards do not necessarily use identical language or weightings.

Time horizon and format priorities
Some published criteria concern contracts rather than selection for a particular match. Cricket Ireland’s men’s policy, updated in March 2026, describes contract assessment using performance over the preceding 12 months and previous two years, health and fitness, potential, skill sets and format weighting in light of the coming schedule. Those time horizons describe contract banding evidence; they should not be mistaken for a match-day selection formula. Cricket Ireland men’s selection policy
How to compare an all-rounder with a specialist
The comparison is not simply “two skills versus one.” It is whether the all-rounder can meet the team’s main requirement well enough, and whether the extra skill creates more value than the difference in specialist quality. These questions are a practical way to think through the trade-off, not a formal checklist published by every selector:

- Define the format and role. Is the team filling a batting position, seeking another bowling option, or trying to cover both needs?
- Compare relevant, recent form. Look at evidence in the format and competitive context under consideration, rather than assuming performance transfers unchanged across formats.
- Separate the all-rounder’s contributions. Ask what the player can credibly offer with the bat and with the ball; do not let the label substitute for evidence.
- Measure the trade-off. Would the extra batting depth or bowling option help without weakening the team’s main role too much compared with the specialist?
- Account for the match. Consider fitness, fielding, conditions, opposition and likely workload when deciding how useful each player will be.
- Check the rest of the squad. Work out which other combination the choice makes possible—or prevents—within the available squad places.
Why a strong candidate can still miss out
Selection is comparative: a player can be good enough in isolation and still be omitted because another combination better fits the squad’s needs. In the 2024 India T20 World Cup discussion, Agarkar said omitted players had done nothing wrong, but noted the squad limit: “But at the end of the day you can only pick 15 players in the squad.” Rohit described a balance that included four spinners, three seamers and Hardik. Those numbers describe that tournament’s India squad discussion, not a general ideal for T20 teams. ICC report, 2 May 2024

The ICC explains its Test and ODI all-rounder index as batting points multiplied by bowling points, then divided by 1,000. Its examples show how the balance between disciplines affects the result:

| ICC example | Index result | What it illustrates |
|---|---|---|
| 800 batting points and 0 bowling points | 0 | No bowling points mean the product is zero. |
| 600 batting points and 200 bowling points | 120 | A stronger contribution in one discipline can lift the index, but the other still affects it. |
| 400 batting points and 400 bowling points | 160 | More balanced points produce a higher index than the 600-and-200 example. |
The ICC calls an index of 300 or more world class. That is a rating reference, not a selection threshold. The index also omits fielding because the ICC says it has no satisfactory way to rate fielding statistically. A ranking cannot determine by itself whether a player fits the position, conditions, workload, balance or squad composition required for a particular match. ICC: How do you rate all-rounders?; CWI selection policy
Why there is no single published formula
Selection policies and explanations show criteria and examples, not one cross-board scoring system for all-rounders. CWI publishes criteria such as recent format-specific performance, fitness and balance. Cricket Ireland’s published men’s policy distinguishes contract assessment from match selection. The ICC’s 2024 account of India’s T20 squad shows how conditions, role options and a fixed squad size can shape one decision. Those sources support a practical comparison framework, but not a universal algorithm. CWI selection policy; Cricket Ireland men’s policy, updated March 2026; ICC report on India’s 2024 squad
Committee remits and contract frameworks should not be confused with a published selection algorithm. BCCI’s 2025 notice describes selector responsibilities across formats, while the PCB’s June 2026 announcement concerns a new player-contract framework; neither establishes a universal all-rounder selection formula. BCCI notice, 22 August 2025; PCB announcement, 15 June 2026
