For a Counter-Strike Major, a team’s region is based on the region represented by most of its roster—not simply where the event is held or where the team is based. A tie follows the Major rulebook’s fixed priority of Europe, then Americas, then Asia. Eligibility also depends on the roster’s recent Valve Regional Standings (VRS) history and whether the lineup registered for the Major matches the invited roster.
Those are Major-specific rules, not a universal formula for every Counter-Strike tournament. Valve-ranked events and organizer-run competitions can use different requirements, so the controlling rulebook and its applicable version matter.

Start with the tournament’s governing rules
Before assessing a team, identify whether it is entering a Valve Major, another Valve-ranked event, an unranked tournament, or an organizer-run league or qualifier. Valve’s Tournament Operating Requirements distinguish ranked and unranked events, while tournament organizers may set additional eligibility tests.

Valve states: “The version of the Tournament Operation Requirements that apply to a Tournament is the version that was current as of the Tournament’s Additional Information deadline.” Major-specific rules supplement the organizer’s complete event rulebook. That deadline is important: a rule page may change over time, so use the version applicable to the particular event rather than assuming today’s wording governed an earlier tournament.
How a Major determines a team’s region
Majority of players represented
The Major rulebook says: “A roster’s Regional Assignment is the region represented by the majority of its players.” In practical terms, determine the region represented by each player under the rulebook, then identify the region with the most players. Event location does not itself determine the team’s assignment.
Ties use a set priority
If the roster has no majority region because regions are tied, the Major rulebook resolves the tie according to regional representation priority: Europe first, then Americas, then Asia. Teams do not choose a region in a tie under this current Major rule.
Recent VRS listings can disqualify a regional assignment
A roster is eligible for a regional assignment only if it has not appeared on another region’s VRS list in the preceding three calendar months. VRS standings are published monthly under Valve’s operating requirements, so checking the relevant listings and dates is part of evaluating a team’s case.
Roster continuity and substitutes matter
For a Major, the roster registered for the event must match the roster that received the invitation. A substitute may be used only if replacing a core player would not change the core lineup’s regional assignment. A team therefore cannot assume that an invitation remains valid after a lineup change: check the invited roster, the submitted roster, and the substitute condition together. The details are in the Major Supplemental Rulebook.
Region affects Major invitation opportunities
Valve’s current Major structure lists 32 invitations: 16 for Stage 1, 8 for Stage 2, and 8 for Stage 3. Regional invitations are allocated based on how teams from each region performed at the preceding Major. Region-specific standings determine invitation opportunities; after teams accept invitations, global standings are used for stage seeding.

The rulebook’s Winter 2025 allocation illustrates the regional split, but it is a dated example rather than a standing allocation for future Majors:

Some third-party events use criteria beyond the Major’s regional-assignment formula. ESL’s 2025 Pro Tour rules, for example, describe home-country citizenship and home-region residence criteria and require VRS invitees to follow their VRS region classification. Those conditions belong to ESL’s rules; they should not be treated as universal Counter-Strike requirements. Consult the rules for the specific event and edition. See the ESL Pro Tour rulebook update.
Do not rely on the older citizenship-based FAQ
Valve’s 2022/23 CS:GO Regional Major Rankings FAQ described a historical rule in which a team’s region depended on the citizenship of most players, and the team chose in a tie. That answer is not the current Counter-Strike 2 Major rule: the current rulebook uses the region represented by most roster players, sets a Europe–Americas–Asia tie priority, and includes the three-calendar-month VRS-list condition. The historical FAQ remains useful only as a record of the older system: Valve’s 2022/23 RMR FAQ.
Eligibility check for a particular team
- Identify the event and rule version. Find the event’s complete rules, event type, and the applicable Additional Information deadline or organizer-defined version date.
- Determine the Major regional assignment, if applicable. Apply the current Major rulebook’s player-representation majority and tie priority rather than using event location or the older citizenship FAQ.
- Check recent regional VRS history. Confirm whether the roster appeared on another region’s VRS list during the preceding three calendar months.
- Compare invitation and registered lineups. Confirm the Major roster matches the invited roster and that any substitute does not change the core lineup’s regional assignment.
- Apply organizer-specific criteria. For a non-Major or third-party event, check for additional citizenship, residence, country, or roster-retention rules.
These checks identify the relevant rule questions; they do not by themselves establish a named team’s eligibility without the event’s current complete rules, relevant VRS snapshot, invite information, and submitted roster.
