Code reviews can strengthen software quality by exposing defects and improving shared understanding before a change ships—but they are not a guarantee and do not replace tests or other checks. Studies of particular projects link review coverage, reviewer participation, and reviewer expertise with post-release quality; those observational findings do not prove the same effect for every team.
What code review contributes to quality assurance
Code review is peer examination of a proposed code change. A colleague inspects the change before it is accepted, making review a form of static verification: people reason about the code without executing it. Review can uncover mistakes, unclear logic, risky assumptions, and maintainability problems while also helping teammates understand areas of the system they did not write.
That makes review one control in a broader quality-assurance process. It complements automated tests, static analysis, and runtime validation; it cannot establish by itself that a feature behaves correctly in every relevant condition.
What studies say about reviews and software quality
Coverage, participation, and expertise have been linked to outcomes
McIntosh, Kamei, Adams, and Hassan examined modern code review in Qt, VTK, and ITK. Using post-release defects as a proxy for long-term quality, they reported significant links between review coverage, reviewer participation, reviewer expertise, and software quality. The findings support taking review strength seriously, but the study is observational and limited to those projects; it does not show that review alone caused the differences or establish a universal effect size. Large studies describe their own organizations, not universal benchmarks
A 2018 Google Research case study combined 12 interviews, 44 survey responses, and review logs for 9 million changes. The log count reflects the scale of the analysis at Google, not proof that its process is best for every organization. Read the Google case study.
A separate distributed-project study analyzed 8,329 commits and 39,237 comments from 201 members over 72 weeks, and surveyed 50 practitioners. In that project, larger changes tended to take longer to review and generated fewer messages. More teams, locations, and active reviewers generally increased contributions but also extended review duration. The authors caution that these results may apply most closely to similar distributed environments. Read the study.

The literature does not supply one universal score
A 2021 systematic mapping study covered 112 high-impact code-review papers and mapped their methods, datasets, and metrics; it was not an estimate of a single universal effect. The variety of approaches is a reason to assess reviews against several outcomes rather than treating a single count as proof of effectiveness. Read the mapping study.
What reviews can catch—and what they can miss
Reviewers can reason about a change’s logic, whether it fits nearby code, whether its assumptions are clear, and whether the implementation is understandable and maintainable. Discussion can also spread knowledge and build collective understanding. As dos Santos and Nunes state in their 2018 paper’s conclusion, “Code review is an important static verification technique for improving software quality as well as promotes knowledge sharing within a software project.”

Functional defects can still escape. A reviewer may misunderstand a requirement, overlook an edge case, or lack enough context to spot a problem. Review therefore should not replace tests that exercise behavior, nor should a clean review be treated as proof that code is defect-free.
Do not assume reviews universally reduce code smells. A 2024 study summary reports weak correlation between code-review-process smells and code smells, and no effect of smelly reviews on code-smell density in its analysis. That result does not settle every possible relationship, but it does not support a blanket claim that code reviews lead to fewer code smells. Read the study.

What makes a code review more effective
Keep changes focused enough to inspect
Smaller, focused changes give reviewers a clearer unit of work. In the distributed project study, larger changes tended to take longer and draw fewer messages; that is a finding from one project, not a universal patch-size threshold. Split work when doing so preserves understandable, reviewable steps.
Match reviewers to the change
Seek participation from people who understand the affected area, and make sure review includes real engagement rather than treating an automatic or cursory approval as assurance. Expertise and participation are among the practices associated with quality outcomes in the Qt, VTK, and ITK study.

Use review alongside executable checks
Run the tests and static checks appropriate to the change. Human reviewers are useful for context and reasoning, while automated checks can repeatedly verify specified properties. Neither makes the other redundant.
Allow time for meaningful review
Review has a delivery cost as well as a quality role. The distributed-project findings show a trade-off: more active reviewers can contribute more while lengthening review duration. Do not infer that maximizing reviewer count or minimizing time is always optimal; balance timely delivery with enough knowledgeable attention for the risk of the change.
How to measure code-review quality
No single objective metric captures review effectiveness. Combine process measures with outcomes, and interpret changes in context: a complex or high-risk release may produce different results from a routine one, and an increase in comments is not automatically an improvement.

Use these measures together to spot patterns—for example, whether low coverage or limited participation coincides with more post-release defects—rather than turning any one metric into a team score. The empirical literature uses varied methods and measures, so a metric that helps one team answer a local question may not be comparable with another team’s result.
