It disperses particles into certain clouds that already contain the right conditions, in an attempt to encourage droplets or ice crystals to grow until they fall as rain or snow. Silver iodide can help ice form in supercooled cloud water, but seeding cannot summon a storm or guarantee extra precipitation. Its best-supported application is a specific one: wintertime seeding of mountain clouds.
What cloud seeding changes—and what it cannot
Cloud seeding is a weather-modification technique: particles are introduced into suitable existing clouds to influence how precipitation develops. It does not create the cloud or supply the water vapor. The cloud’s natural temperature, moisture, structure, and motion determine whether there is an opportunity for seeding to have an effect.

The World Meteorological Organization (WMO) describes weather modification as local to regional in scale, with shorter time horizons than global climate intervention. Some techniques may overlap in purpose or mechanism, but cloud seeding is not a way to control the climate or redirect atmospheric moisture.

How the particles can lead to precipitation
Seeding aims to influence cloud microphysics: the formation and growth of tiny liquid droplets and ice particles. The two broad approaches are glaciogenic seeding, which targets ice formation, and hygroscopic seeding, which targets liquid droplets.

Glaciogenic seeding: silver iodide and ice growth
Some clouds contain supercooled liquid water—droplets that remain liquid below 0°C. In glaciogenic seeding, silver iodide is dispersed into a suitable supercooled or mixed-phase cloud. Its crystalline structure resembles ice, so it can help initiate freezing and increase the number of ice particles.
Those ice particles can grow by drawing water vapor from surrounding liquid droplets. If they become large enough, they fall out of the cloud as precipitation. Depending on conditions below and within the cloud, that precipitation may reach the ground as snow or rain. NOAA’s Atlantic Oceanographic and Meteorological Laboratory describes this growth pathway, but it is a mechanism, not a promise that every seeded cloud will produce precipitation: NOAA AOML’s explanation of cloud seeding.
Hygroscopic seeding: changing liquid droplets
Hygroscopic seeding adds particles to a cloud’s liquid portion with the aim of changing droplet sizes and encouraging collision and coalescence. When droplets collide and merge, some may grow large enough to fall as rain. The intended effect is to make precipitation formation more efficient, not to manufacture moisture.

Convective clouds—the rising, turbulent clouds often associated with showers and thunderstorms—are especially challenging to evaluate. Their complex dynamics and substantial natural variability can make a relatively small seeding effect hard to separate from what the cloud would have done anyway.
Where evidence is strongest, and what the estimates mean
The WMO identifies wintertime glaciogenic seeding of orographic clouds as the best-supported application. Orographic clouds form as air rises over mountains; the relevant targets contain supercooled liquid water or mixed-phase conditions. WMO reports both statistical and observational physical evidence of precipitation enhancement in this setting, and in some frontal systems containing supercooled liquid water. It says recent work on this specific method has demonstrated an evidence-based causal relationship.
That conclusion is not a forecast for every cloud, place, or season. Natural cloud characteristics differ, and WMO cautions that results from one trial cannot be directly applied to a different environment. In convective clouds, strong natural variability can overwhelm the signal; past trials have reported mixed results, including cases inconsistent with the original physical hypothesis.

The U.S. Government Accountability Office (GAO) found estimates ranging from 0 to 20 percent additional precipitation across the studies it reviewed in its 19 December 2024 report. That range describes study estimates—not a guaranteed yield, a typical result, or an outcome that can be assumed for a particular operation. GAO also emphasizes that limitations in the evidence make effects difficult to evaluate. Its central practical constraint is that “Cloud seeding operations can only enhance precipitation when the right kind of clouds are present, which limits opportunities for success.” GAO, Cloud Seeding Technology: Assessing Effectiveness and Other Challenges.

WMO reported operational weather-modification programs in more than 50 countries, including efforts involving fog dispersion, rain or snow enhancement, and hail suppression. This count reflects information available only through June 2024; WMO notes that program goals can be difficult to establish confidently. The number of programs is not evidence that each one works.
How to judge a claim that seeding increased rain or snow
Precipitation varies naturally, so observing rain after a seeding flight or ground release does not by itself show that seeding caused it. WMO recommends evaluation designs that compare treated events with suitable untreated events and test both the measured outcome and the proposed physical process.

- Define eligible events first. Use objective criteria for cloud conditions and suitability, then randomly assign only some eligible events to be seeded. Compare their precipitation with unseeded events.
- Report the measured change and its uncertainty. An estimated increase without a confidence interval or other uncertainty measure is incomplete evidence.
- Check the mechanism as well as the outcome. Physical observations should test whether the expected ice or droplet-growth process occurred, supporting the statistical primary analysis.
- Constrain models with observations. If models are used, evaluations should quantify model uncertainty and use measurements to limit the simulations.
- Match the claim to the setting. Consider cloud type and season, whether supercooled water was present, where and how particles were released, the control comparison, the precipitation measured, and local operational or environmental monitoring.
A percentage from one mountain-winter study should not be treated as a prediction for a summer convective cloud or another region. WMO’s statement is direct: “Results from one trial cannot be directly applied to a different environment.” WMO Statement on Weather Modification, 14 June 2025.

No generally accepted evidence supports modifying tropical cyclones through cloud seeding, and no demonstrated method uses seeding to modify tornadoes, lightning danger, or floods. The technique acts only on suitable clouds that exist; it cannot create a rain-bearing cloud system, move water vapor into a region, or eliminate severe weather. As the WMO puts it, “the energy involved in weather systems is so large that it is impossible to create cloud systems that rain, alter wind patterns to bring water vapour into a region, or eliminate severe weather phenomena.”

A causal assessment would need to account for the larger weather system, natural variability, and whether the required seeding conditions and physical pathway were present.

Health, environmental effects, and U.S. oversight
What is known about seeding agents
WMO says published studies have found no significant impact on human health or the environment from silver iodide and other commonly used agents in past operations. GAO likewise says the limited studies it reviewed suggest no concern at current use levels. These findings are qualified: effects from wider use remain uncertain, and WMO says significantly greater quantities or a new agent should be accompanied by a health and environmental assessment. Downwind, environmental, and ecological consequences also need further investigation. The evidence is cautiously reassuring for past operations and current levels, not proof that any scale or method is risk-free.
U.S. operations and federal reporting
NOAA says it does not modify weather, fund or participate in cloud-seeding operations, or oversee them. Under the U.S. Weather Modification Reporting Act, people intending to conduct covered weather-modification activity must report it to NOAA at least 10 days beforehand. NOAA tracks the reports but says it has no authority to regulate the activities. The agency describes common U.S. operational settings as western mountain basins in winter, to support snowpack, and the desert Southwest in summer, to replenish reservoirs.
