Construction activity shapes how much cement producers can sell, while local supply and demand influence prices. Fuel and freight costs affect what it takes to make and deliver each ton. The combined effect on earnings depends on a company’s markets, cost structure, pricing power, and operations—and does not, by itself, predict whether its shares are attractively valued.
How construction activity reaches cement-company results
Cement demand comes from public infrastructure, private nonresidential projects, and residential building. When projects proceed and deliveries increase, producers may sell more volume. Strong local demand can also support selling prices, but that depends on available supply and competition in each market.

The cycle is not synchronized across regions or seasons. Eagle Materials says, “Demand for cement is seasonal, particularly in northern states where inclement winter weather often affects construction activity.” Its U.S. filing also describes how cement’s low value relative to its weight limits economical delivery distances.

Recent examples show why geography matters. The American Cement Association, as cited in Eagle Materials’ 2026 SEC filing, put U.S. cement consumption down approximately 2% in calendar 2025 and forecast a further decline of approximately 2.5% in calendar 2026. Those are a reported prior-year estimate and a forecast, respectively—not a global demand outlook.

In India, Ambuja Cements reported estimated industry demand growth of 6.5–7.5% in FY 2025–26 and expected around 5% growth in FY 2026–27. These are company-reported industry estimates and a forecast, not a realized result for the latter fiscal year. Europe also varies by market: Cementir Holding reported Belgian domestic cement sales fell 3% in 2025, while some Nordic markets recorded higher volumes and benefits from infrastructure activity.
How fuel costs affect margins
Coal, petroleum coke, and other energy sources are important production inputs. If fuel costs rise, the cost of making cement can rise too. Unless higher selling prices, efficiency gains, or a change in fuel mix offset the increase, margins may come under pressure.
The size of that pressure is specific to each producer. Fuel mix and sourcing, alternative-fuel capability, kiln efficiency, plant location, and logistics all affect exposure. Ambuja reported fuel and freight pressures during FY 2025–26 and described managing volatility through fuel-mix optimization, kiln efficiency, and logistics planning.

One cement operator’s SEC-filed Form 20-F reported that fuel accounted for 17% of its U.S. cement production costs in 2024. That is an issuer-specific figure, not a cement-industry average, and should not be applied to another producer without comparable disclosure.
Why freight and plant location matter
Cement is heavy relative to its value, so a plant’s distance from customers and available transport modes can shape its economical market reach. Eagle Materials’ filing says truck shipments are generally limited to a 150-mile radius and rail shipments to up to 300 miles, while barges can travel farther. These are approximate distances described by that company, not universal boundaries for every producer or route.
That geography links demand and costs: a nearby producer may be better positioned to serve a busy local market, while a distant supplier may face higher delivery costs or limited access. Freight can therefore distinguish companies even when they face similar headline fuel prices.

Why volume, revenue, and share prices can diverge
A useful operating bridge is: construction activity affects demand; demand affects volume and may affect prices; fuel and freight affect costs; and the net earnings effect depends on each company’s region, cost structure, pricing, and execution.

Holcim’s reported 2025 figures illustrate why volume and revenue should be examined separately. It sold 22.4 million tons of cement in 2025 versus 22.6 million in 2024, a 0.9% decrease. Cement revenue was $4.389 billion in 2025, down 2.1% from 2024. These company-reported figures do not establish a universal relationship between volume, price, revenue, or margins.
Even a clear operating trend does not determine a share price. Investors also consider expectations, company-specific financial conditions, valuation, and other factors. The operating indicators explain potential pressure or support for business results; they are not a standalone stock forecast.
How to compare cement producers
To understand how demand and costs may affect a particular cement company, compare the same operating dimensions across its disclosures:
Quick Recap
- End markets and geography: Identify exposure to infrastructure, housing, and private nonresidential construction, then consider regional activity and seasonality.
- Volume and price realization: Review cement volumes alongside revenue or disclosed prices. They can move by different amounts.
- Fuel sensitivity: Check the fuel mix, energy sourcing, alternative fuels, power arrangements, and kiln efficiency. Treat disclosed cost percentages as company-specific.
- Freight and plant footprint: Consider customer distance, transport modes, delivery costs, and local competition.
- Cost response and execution: Look for evidence of price adjustments, efficiency improvements, or fuel substitutions when input costs change. The available company examples describe these mechanisms but do not establish a universal pass-through rate.
