How Caribbean Countries Can Become Republics: Constitutional Steps and Practical Considerations

There is no single Caribbean route to a republic. Each country must follow its own constitutional amendment rules, define a replacement head of state and plan for legal continuity.

A Caribbean country becomes a republic by changing its own constitutional rules: it must follow the amendment procedure in its constitution, replace the monarch’s constitutional role with a locally defined head of state, and set out how the transition takes effect. There is no single Caribbean-wide route. The exact voting thresholds, referendum rules and legal steps depend on the country concerned.

Start with the country’s constitution

The first question is not simply whether a government supports a republic. It is which parts of the current constitution establish the monarch’s role, how those clauses can be changed, and whether any are entrenched. Entrenchment means a provision faces extra safeguards beyond the ordinary process for passing legislation.

A country-specific review should identify the monarch’s legal functions, the Governor-General’s role, appointment and advice conventions, and the constitutional clauses governing those arrangements. It should then establish which amendment procedure applies to each relevant clause. Rules in one Caribbean constitution cannot be assumed to apply in another.

What the amendment rules need to establish

  • Which chambers must approve the amendment and the required majority in each.
  • Whether the constitution requires multiple readings or a minimum interval between them.
  • Whether a referendum is required, who may vote, and what threshold determines approval.
  • Whether certification, assent or another formal step is needed before the amendment takes effect.

Grenada shows why the details matter

Grenada’s Constitution, section 39, sets a two-thirds House majority for constitutional alteration and provides for a referendum on specified entrenched provisions. For those provisions, two-thirds of valid votes cast must support the change. These are Grenada’s rules, not a regional formula. Read section 39 of Grenada’s Constitution.

Choose what kind of republic to create

Becoming a republic does not, by itself, determine whether the head of state is ceremonial or executive, or how that person is chosen. The constitution must define the President’s selection, eligibility, term, duties, powers and succession, as well as safeguards for impartiality and continuity.

Design question Limited parliamentary presidency Executive presidency
Role Usually civic, ceremonial and constitutional, with limited powers. Holds executive authority; the precise powers depend on the constitution.
Selection May be selected indirectly, including by Parliament. Selection method and relationship to executive authority are country-specific.
Regional example Common pattern among Commonwealth Caribbean republics. Guyana, which later adopted an executive presidency.

The comparison describes broad models, not a complete specification of any country’s office. Constitutional text must resolve the actual powers, selection method and checks. A change from a monarch to a President can be limited to the head-of-state arrangement, or form part of a wider redesign; those are separate choices.

Draft the transition so government and law continue

The amendment or accompanying legislation should specify when the new arrangement begins and how existing legal references and functions are handled. The drafter should check local law and the bill itself rather than assume a universal transition checklist.

  • References to the Crown, monarch and Governor-General in laws and official documents.
  • Oaths, appointments and functions previously connected to the Crown or Governor-General.
  • Pending proceedings, existing legal instruments and actions taken before the change takes effect.
  • Succession or temporary arrangements if the President cannot act or the office is vacant.

Clear continuity provisions reduce uncertainty about whether existing laws, appointments and proceedings remain valid after the constitutional change.

Explain the scope and involve the public

Public communication should distinguish the change being made from matters it does not automatically change. Barbados became a parliamentary republic on 30 November 2021, transferring the Governor-General’s responsibilities to a President elected by Parliament. Prime Minister Mia Amor Mottley said at the time: “There is no change to the flag. There is no change to the name of Independence Day; there is no change to the name of Barbados. Barbados is Barbados.” The Barbados Government Information Service reported her explanation on 21 August 2021.

Barbados also treated a broader constitutional review as a distinct, longer process involving public consultation, rather than implying that becoming a republic rewrote the whole constitution at once. A country can choose to bundle wider reforms with the transition, but it should say so clearly and explain which proposals are part of which process.

Keep republican status separate from Commonwealth membership

A republic can remain a member of the Commonwealth. Barbados retained its Commonwealth membership after becoming a republic in 2021. The constitutional change and the country’s external relationships should therefore be considered separately, including any consequential domestic or foreign legislation that may be relevant. The UK House of Commons Library’s account of Barbados becoming a republic describes the transition and continued membership.

Regional examples are context, not a template

International IDEA and UNDP’s 2025 report identifies four Commonwealth Caribbean republics and gives these transition years:

Country Year Context
Guyana 1970 One of the region’s earliest post-independence republican transitions; it later adopted an executive presidency.
Trinidad and Tobago 1976 Transitioned to a republic.
Dominica 1978 Became a republic at independence; the report identifies it as the only Commonwealth Caribbean state to do so at that point.
Barbados 2021 Became a parliamentary republic effective 30 November; Parliament amended the constitutional framework and the President was elected by Parliament.

These examples show that republics in the region can have different constitutional designs and histories. They do not establish what another country must do or whether a particular proposal is currently active. International IDEA and UNDP’s 2025 report on constitutional change in the Commonwealth Caribbean discusses republicanism and heads of state.

A practical country-specific sequence

  1. Map the current arrangement. Identify the monarch’s and Governor-General’s constitutional functions, related conventions and the clauses that protect them.
  2. Verify the amendment route. Read the current constitution’s amendment provisions and determine the applicable chambers, majorities, timing, referendum rules and certification steps for the clauses at issue.
  3. Settle the proposed office. Specify how the President is selected, the eligibility and term rules, powers, duties, succession arrangements and safeguards for impartiality.
  4. Draft commencement and continuity provisions. State the effective date and address legal references, oaths, appointments, proceedings and instruments under local law.
  5. Explain what changes and what does not. Make clear whether the proposal is limited to the head of state or includes wider constitutional reform, and consult the public as appropriate.
  6. Review external consequences separately. Assess Commonwealth membership and any relevant domestic or foreign legal changes without assuming republican status decides them.
