You attract people interested in a product or service, collect their inquiries, and deliver them to a business that may want to serve those customers. Whether the model makes money depends on buyer demand, the cost of attracting visitors, lead quality, and the terms you agree with the buyer. The available official guidance does not establish typical earnings, profit margins, or a guaranteed income.
How online lead generation works
A lead is a prospective customer’s inquiry or expression of interest. A lead-generation business creates a path for that person to express interest—often through an advertisement or website form—and then routes the inquiry to a business or manages it for a client. Lead generation is not necessarily the same as a comparison-shopping service, although a business can combine the two models. The Consumer Financial Protection Bureau explains this distinction in its 2024 Circular 2024-01.

Four parts of the business
- Choose a market. Look for a service or product where businesses have a reason to pay for prospective customers. Demand from buyers is essential; traffic alone does not make a viable business.
- Attract relevant visitors. Potential channels include paid search and useful content. Google’s lead-generation guide describes paid-search campaign setup, but it is not evidence that a campaign will be profitable today.
- Collect and handle inquiries responsibly. Ask only for information needed to respond, explain how it will be used, and take steps to maintain lead quality.
- Agree on delivery and acceptance with the buyer. Define what counts as a valid lead, how and when it is sent, and how duplicates or disputed submissions are handled. These are practical contract considerations, not a universal industry standard.
What determines whether it can make money?
The model has to work for both sides: you need a way to attract relevant prospects at a sustainable cost, and the buyer needs inquiries that are useful enough to justify paying for them. A form submission is not automatically a sale, and a large number of submissions does not by itself show that the business is profitable.
- Buyer demand: whether businesses in the chosen market want outside inquiries and what they consider valuable.
- Acquisition economics: the cost and effort of bringing qualified visitors to the offer, including how long a channel takes to produce useful traffic.
- Lead quality: whether submissions are genuine, relevant, reachable, and accepted under the buyer’s definition.
- Buyer relationship: the agreed delivery process, acceptance criteria, and handling of duplicates or disputes.
No reliable representative income or lead-price figure is established by the official sources cited here. Treat earnings claims, screenshots, conversion rates, and per-lead prices as claims that need specific evidence—not as a forecast of what a new operator should expect.

Choose a traffic and lead-capture approach
The right setup depends on the market, the audience, and the platform’s rules. These options involve different trade-offs; none is established as universally best.
| Choice | What to weigh | Important constraint |
|---|---|---|
| Paid search versus content or other traffic | Cost, visitor intent, platform eligibility, and time to learn whether the channel brings useful inquiries. | Google’s lead-generation guide offers setup guidance, not proof of current profitability. |
| Website form versus Google Ads lead-form asset | Control over the capture experience and data flow, privacy disclosures, platform eligibility, and quality safeguards. | Google’s lead-form asset policy requires a privacy-policy link and limits who may use the feature. |
| Client lead generation versus comparison shopping | What visitors are told, how options are presented, how inquiries are routed, and what the operator earns or otherwise benefits from. | In consumer finance, steering or preference based on operator benefit can raise legal concerns. |
| General local services versus regulated sectors | Potential buyer demand alongside the additional compliance and operational complexity of the sector. | Financial-product leads warrant particular care under the CFPB’s discussion of steering and preferencing. |
Google Ads lead forms have specific eligibility rules
Google’s policy applies specifically to its lead-form assets; it should not be read as a blanket ban on lead generation or on all advertising by lead-generation businesses. The Google Ads lead-form requirements say the asset must include a link to a privacy policy. They also say that only first-party advertisers or third-party agencies with a well-established, direct relationship with the products or services offered may use these assets. Google states that affiliate networks or lead-generation businesses may not be allowed to use them at its discretion.

If you collect submissions on your own website or in a CRM, Google says lead quality is a shared responsibility. Its guidance on preventing invalid leads notes that ad invalid-traffic filtering does not catch every fake or low-quality form submission. It recommends safeguards such as reCAPTCHA and double opt-in. These measures can help, but they do not guarantee that every invalid submission will be stopped.

The legal details below are specific to the United States. Check current requirements in every jurisdiction where you operate or market, and consider the rules that apply to your particular sector.
Commercial email
The FTC’s CAN-SPAM compliance guide says the law covers commercial messages, not only bulk email, and does not exempt business-to-business messages. Among other requirements, commercial email must use accurate sender and routing information and non-deceptive subject lines, identify itself as advertising where required, include a valid postal address and provide a way to opt out. Opt-out requests must be honored. Hiring another company to send marketing email does not let a business contract away its responsibility.
Advertising claims
The FTC’s advertising and marketing guidance says claims must be truthful, not deceptive or unfair, and evidence-based. Do not present invented conversion rates, lead prices, client results, earnings screenshots, or effortless or guaranteed outcomes as fact.

Take extra care with consumer financial products
If you generate inquiries for lending or other consumer financial products, the CFPB’s Circular 2024-01 discusses how digital intermediaries may raise concerns under the Consumer Financial Protection Act when they prefer or steer consumers toward products based on benefits to the operator. A disclosure alone should not be treated as a complete answer to those concerns: the facts and applicable law matter. The circular also distinguishes lead generators from comparison-shopping tools, while noting that a business may combine activities.
