You can use Python to prepare a tailored Upwork proposal draft from job details you provide and facts from your own profile, then review and submit it yourself. Do not use a script to find jobs, scrape Upwork pages, fill out forms, choose terms, or send proposals unless Upwork has approved that specific API use case and documented operation. Upwork treats scripts and similar tools that automate requests, collect data, or act faster than a person as bots or automated tools; unauthorized use can lead to a warning, temporary restriction, or permanent block. Upwork’s automation guidance explains the boundary.
How can I automate Upwork proposals with Python?
Automate the preparation, not the platform interaction. A safe general-purpose workflow is to paste in a job description, keep a small record of skills and project examples you can verify, and use Python to create a local text file for editing. The script below makes no network requests and does not open or interact with Upwork.

Upwork’s definition of bots and automated tools includes scripts, browser extensions, and third-party services that automatically send requests, collect data, or act faster or more frequently than a human. Its examples include scraping or polling, auto-refresh, page monitoring, macros or RPA, scripts interacting with Upwork pages, and scripts using browser or official-client session credentials. See Upwork’s automation policy and its automation examples.

This example builds a prompt from information you enter and saves it as proposal-draft.txt. It does not call an AI service; you can use the saved prompt as a writing outline or pass it to a writing method you are authorized to use.

Path("proposal-draft.txt").write_text(prompt, encoding="utf-8")
print("Saved proposal-draft.txt for review.")
Save the code in a file such as draft_proposal.py, run it with Python, and paste in the job description when prompted. The resulting file is a prompt, not a finished or fact-checked proposal. Edit it into a specific cover letter and independently verify every claim, example, rate, deadline, availability statement, and screening answer before using it.
Keep the inputs accurate and useful
- Use skills you currently have, not a list copied from the job post.
- Include only real project examples you are allowed to describe.
- Give the drafting method concrete context about the job’s requested deliverables and constraints, but do not let it invent qualifications or outcomes.
- Remove sensitive client information from examples unless you have permission to use it.
- Write screening answers yourself or carefully verify them; a generated answer is not evidence that you meet a requirement.
Can I automatically send Upwork proposals?
Not on the basis of the public materials described here. Upwork’s documented proposal flow has the freelancer or agency select an identity, set hourly or fixed-price terms and duration, write a cover letter, answer any screening questions, optionally add samples or profile highlights, review the proposal, and select Send. The official instructions describe that user-led process; they do not establish an API endpoint for automated proposal submission. Read Upwork’s proposal instructions.

Accordingly, keep job discovery, page scraping, form filling, bid selection, and sending in the hands of the person unless Upwork has explicitly approved an API use case that covers the specific action. This is a cautious implementation recommendation based on Upwork’s automation policy and published proposal workflow, not a claim that a particular script has been approved. Upwork also says spam or scams violate its Terms of Service.
Which Python approach fits your use case?
| Approach | Authorization and access | Can it submit? | Requirements and review |
|---|---|---|---|
| Local drafting aid | No Upwork page access or API requests; you supply the job information and profile facts. | No. You review and submit manually. | Python and accurate input; human verification of all proposal content. |
| Approved API integration | Requires Upwork approval for the account, stated use case, and relevant permissions; use only documented endpoints and approved operations. | Only if the specific operation is documented and covered by approval. The public materials cited here do not establish proposal-submission API support. | Eligibility review, approved credentials and scope, and compliance with applicable limits; human review remains prudent. |
A key alone is not blanket permission. Upwork says its API-key process supports personal or internal use, while commercial API use is limited to select partners with prior written permission. Even approved access does not authorize activity outside the use case Upwork approved. Details can change, so check the current API-key request requirements and automation rules before building an integration.
What does Upwork require for API access?
Upwork’s API-key request article lists eligibility conditions for clients and freelancers seeking personal or internal access. It says applicants need an authentic account name, valid address and profile photo, active verified payment method, completed identity verification, at least $25,000 in lifetime earnings or spend (combined is allowed), and an account in good standing. Freelancers and agencies must also have at least a 90% Job Success Score.
The request must explain the intended use and confirm the daily request limit of 40,000. Upwork says a review email usually arrives in approximately one week. These are requirements and timing described by Upwork’s API-key article, not a guarantee of approval; verify the current criteria and limits on the request page before applying.
Commercial API use is a separate route: Upwork says it is available only to select commercial partners with prior written permission. An ordinary personal or internal API key should not be treated as authorization for commercial proposal automation. See Upwork’s developer information.

If Upwork approves your use case, follow its API documentation rather than imitating a logged-in browser session. Upwork says its API currently supports OAuth 2.0, and requests must be signed in accordance with RFC 6749. Use the application-specific credentials and token handling described in the authentication documentation.
Best Value
- Call only approved, documented API endpoints and remain within the approved use case and rate limits.
- Do not call website pages as substitutes for API endpoints.
- Do not combine an API key with browser or session credentials, or copy cookies or tokens into a script.
- Avoid background polling or other behavior that resembles scraping, and do not share credentials without authorization.
Upwork’s warning is direct: “Even with an API key, some actions remain off-limits.” The presence of OAuth documentation does not itself authorize proposal submission or prove that an endpoint exists for it.
What to check before using a generated proposal
- Does the draft answer the client’s actual request rather than merely repeat the job description?
- Can you substantiate every skill, result, credential, and example in the text?
- Are the proposed terms, duration, and availability your real choices?
- Have you answered each screening question accurately and completely?
- Have you removed any confidential information and reviewed the complete proposal in Upwork before selecting Send?
Upwork’s policy and API conditions can change. Its 2025 Marketplace Transparency Report says the platform introduced automated detection for unauthorized bot usage in 2025 and reports at least 90% sustained accuracy for lower-severity automated moderation actions. That figure describes moderation accuracy, not an approval rate, a proposal success rate, or a guarantee about an individual account. See the 2025 report.
