They still need compatible network settings: typically, addresses in the same IP subnet for direct local communication, plus a service listening on the destination server and firewall rules that permit the traffic.
What “without the Internet” means
The Internet is a global network of interconnected networks; an IP network is not necessarily connected to it. Servers can use Internet Protocol (IP) on an isolated local link or LAN, with no ISP service or public Internet route. The link can use the same IP technology found online while remaining entirely private and local.

A LAN can also have an Internet gateway, but that is optional for server-to-server traffic within the LAN. A private IP address does not itself provide Internet access, and private addressing is not a security feature. Firewalls, authentication, encryption, and physical controls still matter.
Choose a physical connection
Direct Ethernet between two servers
For a two-server setup, connect compatible Ethernet interfaces directly. Configure each interface with a distinct address in the same subnet, then allow the intended application traffic through both host firewalls and ensure the destination service is running. The physical link removes a switch from the path; it does not configure addressing, start the service, or open the firewall automatically.

A switch-based local network
Connect each server to an Ethernet switch when additional devices need to share the LAN or a central connection point is useful. The switch forwards local Ethernet traffic; by itself, it does not supply DHCP, DNS, routing, or public Internet access. Addresses can be assigned manually or supplied by a local DHCP service. No universal switch-management feature, link speed, or cable category is required by the basic concept; choose equipment compatible with the interfaces and installation.
How a local connection carries data
- The application opens a connection. One server contacts a service on the other using its network address and service port. The service must be configured to listen on the relevant interface, and firewall rules must permit the connection.
- IP determines where to send the packet. If the destination is in the sender’s local IP network, the host sends it over the local link. If it is on another IP network, the host needs a route and sends the traffic to a next-hop router or other forwarding device.
- Ethernet delivers the local frame. On an Ethernet link, the sender needs the destination’s MAC address as well as its IP address. For IPv4, Address Resolution Protocol (ARP) looks up the Ethernet address corresponding to a local IP address; if the mapping is unknown, an ARP request can be broadcast on the local Ethernet. - A router forwards between networks when needed. For a destination on a different subnet, the Ethernet frame goes to the next-hop router, while the IP packet remains addressed to the final destination as it is forwarded. Both directions need valid routing, and firewalls along the path must allow the required traffic.
In short, an IP address identifies the network-layer destination, while the MAC address is used for delivery on the local Ethernet segment. They serve different jobs.

Same subnet or separate subnets?

Private addressing can be used on either arrangement. If separately administered private networks are later joined, overlapping address ranges can create routing conflicts.

Private IP addresses do not require Internet translation on an isolated LAN
RFC 1918 reserves three IPv4 ranges for private use: 10.0.0.0–10.255.255.255, 172.16.0.0–172.31.255.255, and 192.168.0.0–192.168.255.255. These addresses are intended for internal networks and are not globally unique public addresses. See the IETF’s RFC 1918.

A private LAN that has no public Internet route does not need NAT to carry its local traffic. To give private-addressed devices Internet access, a gateway generally translates traffic to a public address using NAT, or a proxy provides access; Microsoft’s Windows Server planning guidance explains the distinction: Private IP addresses.
Private addressing defines an addressing and routing scope, not protection. RFC 1918 explicitly notes that “Security issues are not addressed in this memo.”

When a VPN is—and is not—Internet-free
A VPN or tunnel can connect private networks across a public network by encapsulating traffic at the network boundaries. RFC 1918 describes this option for sites that coordinate their private address space. If the tunnel uses public Internet connectivity, the private application traffic may be encapsulated or encrypted, but the physical transport still uses the public network. That differs from a direct Ethernet link or an isolated LAN with no public Internet dependency.

- Physical link: Confirm both interfaces and any switch ports are connected and support a compatible link. The suitable port speed and cable depend on the actual equipment and installation.
- Addressing: Check that the addresses are distinct and that the subnet settings place the servers on the same IP network—or that a route exists between their networks.
- Service and port: Confirm the destination application is running and listening on the expected interface and port.
- Firewall: Check host and network firewall rules for the intended traffic in both directions.
- Routing: For different subnets, verify the next hop and the return route. A switch alone does not route between IP networks.
- Name resolution: If connecting by hostname, confirm that a local DNS service or another appropriate name-resolution method maps it to the correct address. Direct access by IP can help distinguish name-resolution problems from connectivity problems.
The right topology depends on the number of devices, whether both servers share a subnet, available Ethernet interfaces, address-management needs, and whether the LAN also has a separately configured Internet gateway. Exact configuration steps depend on the operating system, firewall, and application; the networking concepts alone do not establish universal commands or settings.
