California county election officials verify a returned mail ballot by comparing the signature on its envelope with the voter’s registration record. After verification, they separate the ballot from the envelope to protect ballot secrecy and tally eligible ballots. Processing can begin before Election Day, but results remain confidential until polls close; counting and review continue during the official canvass.
Who handles California mail ballots?
County elections officials administer the process: they prepare and send ballots, verify returned envelopes, and count ballots. The California Secretary of State publishes statewide guidance and compiles county reports, but does not process individual ballots. California Secretary of State: Vote by Mail

How does signature verification work?
Before a ballot is counted, county officials compare the signature on its return envelope with signatures in the voter’s registration record. State regulations direct officials to begin with the presumption that the envelope signature is the voter’s; an exact match is not required, and similar characteristics may be sufficient. If the signature is missing or does not compare
The county must notify the voter and provide a way to submit a verification statement so the issue can be cured. Regulations call for notice within 24 hours of discovery. The method and instructions are county-specific, so follow the directions from the county elections office promptly.

For California’s November 2026 statewide general election, the Secretary of State lists November 25, 2026, at 5 p.m. as the deadline for the completed signature statement to reach the county. That date applies to this election only; check current state and county guidance for other elections. California Secretary of State: Vote by Mail
What happens after the signature check?
Once the envelope is verified, officials separate the ballot from it before tallying. This prevents a voter’s choices from being associated with the identifying information on the return envelope. The Secretary of State says, “All valid vote-by-mail ballots are counted in every election in California, regardless of the outcome or closeness of any race.” California Secretary of State: Vote by Mail

Why results continue to change after Election Day
Early processing is not early publication
Counties may begin processing mail-ballot envelopes as early as 29 days before Election Day. They cannot publicly release the results of that processing until polls close. Thus, early work can contribute to election-night reporting, but it does not mean results are available before voting ends. California Secretary of State: Official Canvass
Ballots still arrive or need review
Election-night results are unofficial and can omit ballots that have not yet been processed. This includes ballots dropped off on Election Day and eligible mail ballots postmarked by Election Day and received within seven days afterward. Provisional ballots, conditional-registration ballots, ballots with signature-cure issues, and other ballots needing additional handling may also be processed during the canvass. County update schedules vary. California Secretary of State: Official Canvass

Canvass deadlines and the manual tally
The statewide canvass sequence calls for counties to report most ballots by the 13th day after the election, finalize results by E+30, and for the state to certify at E+38. Some ballot categories are exceptions to the E+13 reporting deadline, including ballots requiring duplication, forwarded ballots, provisional and conditional ballots, signature-cure ballots, and certain later-received ballots. These are process deadlines, not a prediction of when any particular county will finish updating its results. California Secretary of State: Official Canvass
During the canvass, officials also conduct a public one-percent manual tally of ballots tabulated by the county voting system. This is a check on a portion of the automated tally, not a hand count of every ballot. It is separate from signature verification: signature review links a return envelope to a registered voter, while the manual tally checks a sample of counted ballots.
