OpenAI and Meta have announced programs built around that pattern. The evidence supports calling it a repeated partnership structure—not proof that promised deployments or performance have already been achieved.
What Broadcom contributes to a custom AI chip partnership
In a custom-chip arrangement, the AI lab is not simply buying a standard accelerator off the shelf. It brings its models, workloads and product requirements; the semiconductor partner helps turn those requirements into silicon and a system that can be manufactured and connected at scale.

Broadcom CEO Hock Tan has described the company’s model as developing custom XPUs for large-language-model developers while also supplying components used to cluster accelerators and GPUs. Broadcom’s stated portfolio for that infrastructure includes switches, PCIe connectivity, digital signal processors, lasers, network interface cards and routers. Tan’s rationale, quoted by the Associated Press in October 2025, was: “If you do your own chips, you control your destiny.” Source: Associated Press; Broadcom Q2 2026 earnings-call transcript.

Networking is integral to the model, not an afterthought. A large accelerator cluster needs the connections and system integration to move data among chips, racks and other infrastructure. The announced OpenAI and Meta programs both include work beyond the processor itself.

How the OpenAI and Meta programs compare
| Program | Workload and accelerator design | Broadcom’s announced scope | Announced scale and timing | Evidence of deployment or performance |
|---|---|---|---|---|
| OpenAI | OpenAI is to design the accelerators and systems for its workloads, developed and deployed with Broadcom. | Ethernet for scale-up and scale-out, plus PCIe and optical connectivity in rack systems. | 10 gigawatts announced in October 2025. Rack deployments were targeted to begin in the second half of 2026 and finish by the end of 2029; those dates were plans in the announcement. | Broadcom said Jalapeño engineering samples ran workloads in its lab at target frequency and power. OpenAI was still measuring final performance. |
| Meta MTIA | Meta’s custom silicon program is the subject of the expanded partnership. | Chip design, packaging and Ethernet networking. | Meta said the initial rollout would exceed 1 GW, with multiple gigawatts over time. These are company-announced plans. | The announcement describes a partnership and intended rollout; it does not independently verify deployed capacity or measured production performance. |
OpenAI’s October 13, 2025 announcement called the collaboration a 10-gigawatt program and set the rack-deployment targets above. Tan described it as “the beginning of a multi-generation roadmap.” The announcement identifies OpenAI as the accelerator and system designer, with development and deployment alongside Broadcom. Meta’s April 14, 2026 announcement broadened its MTIA partnership to cover chip design, packaging and networking. Meta CEO Mark Zuckerberg said: “Meta is partnering with Broadcom across chip design, packaging, and networking to build out the massive computing foundation we need to deliver personal superintelligence to billions of people.” His statement describes the companies’ ambition; it is not a report of completed deployment. What is known about OpenAI’s Jalapeño chip
Broadcom’s June 2026 announcement names the OpenAI-designed processor Jalapeño and says it was built from scratch around OpenAI’s LLM inference needs. Broadcom reported that engineering samples ran machine-learning workloads in its lab at production target frequency and power, including GPT-5.3-Codex-Spark. The company also said OpenAI was still measuring final performance and planned a later technical report. These statements establish a lab-stage engineering milestone, not independently verified production performance or a completed data-center deployment. Broadcom’s Jalapeño announcement.
Broadcom said Jalapeño took nine months from design to tape-out and characterized that as potentially the fastest ASIC development cycle in high-performance advanced semiconductors. That comparison is Broadcom’s characterization; the announcement does not provide an independent study validating it.

Why call the pattern “proven”—and where that claim ends
The term is defensible in a narrow sense: OpenAI and Meta are two large model developers with announced Broadcom partnerships that combine custom silicon with infrastructure work. That repetition shows a recognizable collaboration pattern. It does not establish that every planned rack or gigawatt has been delivered, that anticipated efficiency gains have been measured independently, or that this model is readily available to ordinary companies.
There is also a question about the scale of OpenAI’s commitments. The Associated Press reported that Gil Luria, head of technology research at D.A. Davidson, questioned whether those commitments were proportionate to OpenAI’s revenue. That is an attributed analyst concern, not a settled finding about the agreement. Associated Press coverage.
