Blockchain-based bond settlement uses a digital ledger to record a bond transfer and coordinate it with payment. The bond may be represented on a distributed ledger while cash moves through conventional banking infrastructure, or both the bond and payment may be represented as digital tokens. The crucial question is not simply whether a bond is “on-chain,” but how the security, payment, legal records and existing market infrastructure work together.
What bond settlement does
Settlement is the completion of a securities trade: the seller delivers the bond and the buyer pays the agreed amount. In a conventional transaction, those events can involve separate institutions and records. Brokers arrange or transmit trades; custodians hold securities for investors; central securities depositories (CSDs) provide securities accounts, central safekeeping and asset services. The institutions involved must coordinate records and messages so their books agree about who owns what and whether payment was made.

Distributed ledger technology (DLT) changes where transaction records are kept and how instructions can be coordinated. A shared ledger can give authorized participants a common record rather than requiring every institution to reconcile separate databases after a transaction. That does not necessarily remove a CSD, custodian, bank or payment system. A token can represent a security held in existing infrastructure, and a DLT arrangement may connect to conventional systems rather than replace them.
The bond’s full lifecycle extends beyond settlement. The European Central Bank describes four broad stages: structuring and issuance, trading, clearing and settlement, and asset servicing. Servicing includes later events such as coupon and redemption payments. A settlement design therefore needs to explain not just how a trade completes, but how ownership records and subsequent payments are handled.

Two questions determine what “blockchain settlement” means
What is represented on the ledger?
A bond can be issued as a native digital security on a ledger, or a token can represent a claim linked to a security held in a CSD or other existing arrangement. Those structures are not interchangeable. In the second model, the token does not, by itself, eliminate the underlying security or the infrastructure that safeguards it. The legal documentation and record-keeping arrangement determine what the token represents and which records have authority.
What asset does the buyer use to pay?
Payment may use central-bank money, commercial-bank money, or a conventional payment system. A tokenized bond does not mean the cash leg is also tokenized. The settlement asset matters because it affects where funds are held, how payment reaches the seller, and which institution or system carries the relevant settlement exposure. A design that tokenizes both legs is different from one that moves a bond token while relying on a bank payment rail.
How a DvP transaction proceeds
Delivery versus payment (DvP) connects the two sides of settlement. The Bank for International Settlements (BIS) defines the principle this way: “With DvP, the transfer of an asset is a precondition for payment, and vice versa.” The purpose is to prevent the seller from completing delivery without payment, or the buyer from completing payment without receiving the bond. The exact implementation depends on the platform, rulebook, settlement asset and legal structure.

- Issue and register the bond. The issuer creates the bond obligation and the arrangement records ownership. Depending on the model, the security is native to the ledger or a token is linked to a security held in existing infrastructure. The governing documents and authoritative records matter as much as the token entry.
- Agree and submit the trade. Buyer and seller agree on quantity, price and settlement terms. An authorized platform or its participants validate the instructions and whether the parties are eligible to transact. This is not a claim that any public blockchain can settle regulated bonds: access and permitted activity depend on the venue and its rules.
- Check both settlement legs. The system must establish that the seller can deliver the bond and that the buyer can pay in the selected settlement asset. The asset and cash may be held on one ledger, on linked ledgers, or in a ledger and conventional payment infrastructure. The design determines where the checks occur and how instructions are coordinated.
- Coordinate delivery and payment. If both legs can be executed atomically on one ledger, they complete together or neither completes. When the legs sit on separate ledgers or systems, a coordination mechanism is needed to link their execution. Cross-ledger coordination should not be described as identical to direct single-ledger atomic settlement: it depends on the interconnection and operating arrangements between systems.
- Update records and service the bond. After settlement, the relevant platform or connected infrastructure updates ownership records. The arrangement must also support later events such as coupons and redemption. Those events may use the same tokenized payment asset as settlement, or another process specified by the bond’s terms.
Atomicity describes the all-or-nothing completion of linked actions; it does not mean every operational, legal or technical problem disappears. A failed or delayed instruction still needs defined handling, and parties need to know which records and rules govern the outcome.
How the main settlement arrangements differ
| Arrangement | Bond leg | Payment leg | Key design question |
|---|---|---|---|
| Tokenized bond with conventional payment | A bond token is recorded on a DLT platform; the token may represent a security connected to existing infrastructure. | Payment goes through conventional accounts or a payment system. | How are ledger instructions coordinated with payment, and what event makes the exchange final under the applicable rules? |
| Tokenized bond with tokenized commercial-bank money | The bond is represented on a DLT platform. | Payment uses a token representing a commercial-bank liability. | Which bank issues the payment token, and how do platform rules and legal arrangements treat payment and delivery? |
| Tokenized bond with tokenized central-bank money | The bond is represented on a DLT platform. | Payment uses a digital representation of central-bank money where the arrangement provides one. | How are the central-bank money arrangement, bond platform and legal records connected? |
| Both legs on one ledger | The bond and settlement asset are represented within the same ledger arrangement. | The settlement asset is also available there. | Can the platform execute both legs atomically, and must participants pre-position the assets? |
These are design patterns, not guarantees about any particular product or market. A DLT platform can still depend on conventional custody, payment and legal infrastructure; conversely, tokenizing both legs does not by itself establish that the transaction is legally final or operationally risk-free.

World Bank CHF digital bond
The World Bank (IBRD) priced a CHF 200 million, seven-year digital bond on 15 May 2024 and issued it on SDX’s private-permissioned DLT platform. The World Bank’s case study identifies Commerzbank as sole underwriter and issuer and paying agent. The arrangement used wholesale Swiss franc central bank digital currency from the Swiss National Bank for real bond transactions under Project Helvetia III.

The World Bank’s release gives 11 June 2024 as the settlement date and 11 June 2031 as maturity, with Swiss law governing the bond. Coupons and redemption were specified to use tokenized CHF on SDX. The release also says SDX connected with conventional settlement systems via SIX SIS, enabling investors to hold the digital bond through traditional custodians. The World Bank described the CHF 200 million issue as its largest CHF bond issuance since 2009. These are features of this transaction, not a standard blueprint for other tokenized bonds.

German tokenized bonds in ECB trials
Deutsche Börse Group reported that Clearstream, DekaBank and DZ Bank jointly issued two tokenized €5 million bonds using D7 during ECB trials in 2024. The report says security and funds were processed from issuance through distribution, settlement and lifecycle management. The Bundesbank Trigger Solution connected the arrangement to TARGET2. This illustrates a different institutional connection between a private DLT platform and central-bank-money payment infrastructure; it should not be read as proof that all DLT bond platforms use the same mechanism.
What DLT may improve—and what it does not guarantee
Potential efficiency and risk benefits
BIS says DvP can reduce counterparty risk and the need for escrow and post-trade reconciliation. A unified ledger could bring messaging, reconciliation and settlement into a more coordinated process. The potential advantage is strongest where a common record and automated execution remove duplicated updates or manual handoffs. Those gains depend on the connections between platforms and on whether the new process fits with existing participants and infrastructure.

The ECB’s 2026 analysis highlights programmability, composability and atomicity as features of tokenization. It also cautions that efficiency gains may be smaller in bond markets that are already digital, automated and streamlined. The ECB says the extent of benefits depends on platforms developing in an integrated way, because maintaining interfaces and communication links between separate platforms is costly.
Liquidity, legal and operational limits
- Liquidity needs: Atomic settlement may require a buyer’s cash and a seller’s bonds to be available in the right place before execution. Pre-positioning can tie up liquidity, even if the exchange itself is coordinated efficiently.
- Interoperability: Separate platforms need reliable connections and coordination rules. An interface between systems is part of the settlement design, not a detail that can be assumed away.
- Legal certainty: A token entry alone does not prove legal ownership or finality. The applicable law, platform rules, authoritative ownership records, custody arrangements and processes for errors or disputes must fit together.
- Operational and cyber risk: DvP addresses the risk of one principal leg completing without the other; it does not eliminate technology failures, cyber incidents, governance problems, liquidity pressures or legal disputes.
- Market experience: BIS described tokenized government securities as still in their infancy and noted legal and regulatory uncertainty and limited market experience. Potential benefits should not be treated as established market-wide outcomes.
What the reported market figures do—and do not—show
BIS reported in 2025 that more than 20 tokenized sovereign, supranational and agency (SSA) bonds had been issued, totaling over $4 billion across nine currencies. In its comparison, tokenized bonds had a 17-basis-point bid-ask spread versus 30 basis points for conventional bonds; the report found no significant difference in issuance costs. These figures describe the BIS report’s coverage and comparison. They do not establish that tokenization always improves liquidity or lowers the cost of issuing a bond.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThe transaction examples show that tokenized bonds have been used in institutional arrangements with real settlement assets and lifecycle processes. The World Bank’s CHF 200 million issue and the two German €5 million bonds provide concrete cases, but they are not evidence that a retail investor can buy every bond on a blockchain or that all markets have adopted these arrangements.

How to assess a blockchain bond settlement proposal
Before comparing platforms or describing a bond as settled “on-chain,” identify the arrangement across the full transaction rather than focusing only on the token.
- Security representation: Is the bond native to the ledger, or does a token represent a claim on a security kept in a CSD or another structure?
- Payment asset: Is payment in central-bank money, commercial-bank money, or through a conventional payment rail? Who issues or operates that asset?
- Ledger topology: Are both settlement legs on one ledger, or do they cross systems? What mechanism coordinates their execution?
- Legal and operating framework: Which law governs the security? Who operates the ledger, keeps the authoritative ownership record, provides custody, and resolves errors or disputes?
- Liquidity and failure handling: Must cash or bonds be pre-positioned? What happens if one system is unavailable or an instruction is delayed?
- Access and integration: Can conventional custodians and market infrastructures connect, or must investors use a separate platform? How are servicing events handled after the trade?
A credible description should answer these questions for the specific bond and platform. Without those details, “blockchain-based settlement” is too broad to tell a buyer how payment is made, where ownership is recorded, or which institution is responsible for the supporting infrastructure.
