Bitcoin mining can absorb some renewable electricity that a wind or solar generator cannot export or that would otherwise be curtailed. A mining site can also reduce its power use when electricity is scarce or more valuable elsewhere. These benefits depend on the site, grid constraints, contracts and the operator’s ability to change its load; mining is not automatically powered by otherwise-wasted renewable energy.
What “excess renewable energy” means
Wind and solar output varies with weather and time of day, while electricity demand and the ability to move power across the grid vary too. At times, a generator may be able to produce electricity that the grid cannot accept or transmit to customers. Local congestion, limited transmission capacity, system-balancing needs or other grid conditions can lead to output being reduced. That reduction is called curtailment.

In that situation, a nearby Bitcoin mining facility could provide a local buyer for some electricity that would otherwise go unused. The key qualification is “could”: a facility can consume curtailed output only when it is connected, operating and able to obtain that power under the relevant grid, market and contract arrangements. The power may be surplus at one location and time but not at another.
“Excess” is therefore not a permanent quality of a wind or solar farm. It describes a relationship between available generation and the grid’s ability to use or move that generation at a particular time. A project that consumes power near a constrained generator may be useful in one operating condition and provide no such benefit in another.

How mining can act as a flexible electricity load
Mining turns electricity into computation and heat
Bitcoin miners run specialized computers that repeatedly perform calculations in an attempt to produce a valid block. The machines draw electricity while operating, and most of that energy ultimately becomes heat. Unlike a process that needs a continuous supply to preserve a physical product, mining computers can generally be switched off or brought back online without having to store the electricity they would otherwise consume.
That makes mining a potentially controllable load: an electricity user whose consumption can change in response to operating conditions. The flexibility is not automatic. It depends on whether the operator has a suitable power arrangement, equipment controls, commercial incentives and permission to respond to grid or market signals.
Run more when power is abundant; reduce consumption when it is scarce
The load can move in two directions. When renewable output is abundant and power has low value, a miner may run machines that would otherwise be idle. When electricity is scarce, prices are high or the grid needs load relief, the operator may reduce consumption or stop mining temporarily. Reducing demand can help address a tight grid condition, but whether a particular action helps depends on where the facility is and what constraint the grid is trying to manage.

Consuming surplus at a generation site is a way to use electricity that may otherwise be curtailed. Curtailing mining load during a period of scarcity is demand response. A mine could do one, both or neither; having a flexible load does not prove it runs on renewable surplus.
What a renewable-energy mining arrangement requires
A plausible project has to fit the physical electricity system as well as the mining business. A generator and mine may be near one another, but proximity alone does not establish that curtailed power is reaching the machines or that the arrangement improves grid outcomes.

- A local surplus or a relevant grid signal: The project needs a reason to consume power at a particular time and place, such as output that cannot be exported or a market arrangement that makes additional consumption worthwhile.
- Connection and operating rights: The generation, mining load and grid connection must be arranged under the applicable interconnection, market and regulatory rules. Those rules vary by location.
- Appropriate equipment and controls: The operator needs a way to adjust consumption when required. Flexible operation has little value if machines cannot respond to the relevant signals or the contract does not allow the load to change.
- Commercial terms that reward flexibility: Power prices, curtailment arrangements, market payments and mining revenue all affect when it makes sense to run. Terms available to one company or site should not be assumed for another.
- Evidence of what happens to the electricity: To claim that mining used otherwise-curtailed energy, a project needs a defensible way to distinguish that electricity from power the site could have obtained from other sources or at other times.
There are two broad siting approaches. In a generation-side arrangement, mining equipment is located at or near a wind or solar facility, with the aim of consuming some output that cannot be exported. A 2019 CAISO case study by Shan and Sun analyzed the profitability of using renewable generation for Bitcoin mining and examined generation-side siting as a way to address curtailment. It is an analyzed use case, not proof that mining has eliminated curtailment in current operations or across a power system.
In a grid-connected arrangement, a mine participates in demand response or another flexible-load program. It may buy electricity through the grid and reduce consumption when called upon or when market conditions make running unattractive. That can provide flexibility without establishing that the facility is directly using surplus output from a particular renewable generator.
How to assess a claim that a mine uses surplus renewables
Look for evidence that describes the electricity, the time and place of consumption, and the mine’s response to grid conditions. A renewable contract or a nearby wind or solar farm, by itself, does not establish that the mine is consuming electricity that would otherwise have been curtailed.
- Identify the specific claim. Is the operator saying it is co-located with a generator, buys renewable electricity, uses power during curtailment, or reduces consumption during grid emergencies? These describe different things.
- Check the location and grid constraint. A surplus is local and time-dependent. Ask whether the generation and load are on the relevant side of the constraint and whether the electricity could otherwise have been exported or used.
- Check the operating arrangement. Look for information on the connection, power contract, curtailment instructions or demand-response program. A general statement that mining is flexible does not show that a particular facility actually changes load.
- Separate measured operations from modeled scenarios. A study may estimate what could happen under stated assumptions. That is useful evidence about a possible mechanism, but it is not a measurement of electricity consumed by operating mines.
- Ask what would have happened without the mine. The environmental and grid effect depends on the counterfactual: whether generation would otherwise have been curtailed, exported, stored or used by another customer, and what generation responds when the mine runs or shuts down.
This last step matters because the label “renewable-powered” does not resolve the emissions question. The result depends on what generation is actually used or displaced, when and where the mine operates, and how the grid responds. A mine may absorb curtailed renewable output at some times and still draw power during other conditions. A claim about a particular operating period should not be expanded into a claim about the facility’s entire electricity supply.
What the available evidence shows—and what it does not
Case studies and modeled scenarios answer different questions
The 2019 CAISO working-paper case study examines the economics of using renewable generation for Bitcoin mining and describes generation-side siting as a possible way to address curtailment. It supports the plausibility of the arrangement, but does not establish a realized, system-wide reduction in curtailment.

A peer-reviewed 2023 study in Resource and Energy Economics modeled Bitcoin mining in the Texas interconnection. Its scenarios indicate that mining can be associated with increased renewable capacity and generation, while demand response moderates the modeled emissions impact. These are results from a particular Texas model and its assumptions, not a universal measured outcome for mining facilities or other grids.

The distinction is important: a model can examine how investment and dispatch might change if miners respond to grid conditions. It cannot, by itself, verify that existing mines consumed a particular quantity of otherwise-curtailed electricity. The evidence summarized here does not establish a verified portfolio-wide total of renewable curtailment actually avoided by Bitcoin mining.
U.S. demand-response participation is not a renewable-energy total
The U.S. Energy Information Administration (EIA) describes cryptocurrency miners’ electricity-demand concerns and their participation in demand-response programs. In its account, the Electric Reliability Council of Texas (ERCOT) Large Flexible Load program had enlisted up to 1,530 megawatts of large industrial consumers to curtail during peak-demand periods. That is EIA’s program figure; it is not a count of Bitcoin miners, a measure of renewable electricity consumed, or a total of curtailment avoided.
Participation in a load-control program illustrates one way large consumers may reduce demand when requested. It does not show that a participant is located beside renewable generation, that it consumes surplus output at other times, or that every reduction produces the same grid or environmental effect.
Company filings describe company practices
Riot Platforms’ 2026 second-quarter filing says the company may power down when power-curtailment credits exceed expected mining revenue. It also describes bidding for load-control options in ERCOT and the Midcontinent Independent System Operator (MISO). That filing is primary evidence of what Riot reported about its own strategy; it is not an independent performance assessment and does not establish that other miners receive the same credits or face the same terms.

In practical terms, a miner weighs the revenue it expects from running against the value of reducing load under its power arrangements. The company-specific filing illustrates that choice. It does not establish that all facilities can access equivalent programs or that a curtailment payment is evidence of renewable-energy use.

Mining is one possible way to consume power when it is available; it is not interchangeable with storing that power for later. A battery charges from electricity and can discharge later, while a flexible consumer changes when it uses electricity. Other flexible loads may have different response speeds, operating limits and obligations. The right comparison depends on the grid problem a project is meant to solve.
| Question | Bitcoin mining | Battery storage or another flexible load |
|---|---|---|
| Does it consume surplus directly or store energy? | Mining consumes electricity to run computing equipment; it does not store that electricity for later use. | A battery stores energy for later discharge. Another flexible load may consume power directly; the details depend on the technology and process. |
| Where must it be located? | Its value for curtailment depends on its position relative to the generator, grid connection and constraint. | Location also matters; a resource must be positioned and connected to address the relevant constraint. |
| Can it reduce demand during scarcity? | Mining equipment can be reduced or switched off, if operational controls and arrangements permit. | Response capability and duration depend on the resource and its operating requirements. |
| Which option has the better economics or environmental outcome? | No quantified head-to-head comparison is established here. A fair comparison would use the same location, grid conditions, response obligations, market access and lifecycle and emissions assumptions. | |
There is no sound basis in the evidence summarized here for ranking mining against batteries or other flexible loads overall. A useful project-specific analysis would compare whether the resource addresses the same constraint, how quickly and for how long it can respond, whether it is obligated to reduce demand during scarcity, and what happens to emissions and costs under the same counterfactual.
When the approach may help—and its limits
Mining can be a useful option when a generation site has output that cannot be exported, a mine can be connected under workable terms, and the operator’s load is genuinely adjustable. It may also provide grid flexibility if the facility reduces consumption during a period of scarcity and participates in a program suited to the grid’s needs.
The limits are just as important. A mine’s electricity use is not inherently clean because it is near a renewable generator, and flexibility does not guarantee that the facility will respond when the grid needs it. If a project consumes power that could otherwise serve customers or be exported, its effects differ from a project that absorbs output that would otherwise be curtailed. If it runs during a tight grid period, its effect differs from one that powers down. The answer must be evaluated by place, time and operating arrangement rather than by the mining label alone.
For policymakers, grid operators and project developers, the relevant question is not simply whether mining can run on renewable electricity. It is whether a specific mine changes the use of electricity, generation investment, curtailment or system emissions in a beneficial way compared with what would happen without it. That requires evidence about actual operations and a clearly defined counterfactual—not just a proposed siting strategy, a modeled scenario or a company’s description of its incentives.
