None of these factors guarantees a steadier price: Bitcoin has no fixed redemption value, and deeper links to traditional finance can transmit shocks as well as absorb them.
Why Bitcoin stability is difficult to guarantee
Bitcoin is not backed by an issuer promising to redeem it at a set price. Its market price is determined by buyers and sellers, so improved infrastructure or regulation cannot create a fixed value or assure a smooth path. The Bank for International Settlements describes unbacked cryptoassets such as Bitcoin as speculative assets rather than means of payment in its 2025 Annual Economic Report.

“More stable” is also a comparative claim, not a yes-or-no property. To assess whether volatility is actually declining, readers would need comparable measurements over a consistent period: realized price volatility, trading depth and spreads, correlations with other assets, leverage and forced liquidations, and the consistency of oversight. Available figures cited below are historical snapshots or research findings, not evidence that Bitcoin volatility is currently falling.

1. Deeper liquidity and broader market access
When a market has more willing buyers and sellers, a large trade may be easier to execute without moving the price as much. Reliable access across venues and a deeper pool of orders could therefore help absorb routine buying and selling pressure.

That is a plausible mechanism, not a demonstrated guarantee. The IMF’s April 2025 Global Financial Stability Report described broad retail and institutional ownership through Bitcoin exchange-traded products (ETPs) and growing connections with financial markets. It also reported that Bitcoin prices had fallen by more than 25 percent from their peak at the beginning of 2025. The decline is a dated snapshot, not a current price reading or proof that ETP access caused it.
The same report said Bitcoin ETP assets had surpassed $80 billion in its April 2025 reporting context. That indicates the scale of one access channel at that time; it does not establish current trading depth, tighter spreads, or lower volatility.

2. A more diverse investor base
A market reliant on a narrow group of holders may be especially vulnerable when those traders change position together. If ownership broadens across investors with different time horizons and reasons for holding Bitcoin, their trades might not all respond identically to the same news.

ETP ownership can bring more participants while linking Bitcoin more closely to equities and broader financial conditions. The IMF’s April 2025 report found that stock-market shocks spilled over to Bitcoin more than Bitcoin shocks spilled over to stocks. Broader participation may therefore reduce dependence on some market participants while increasing exposure to traditional-market shocks.

3. Less turbulent macroeconomic and risk conditions
Interest rates and investors’ appetite for risk can influence demand for speculative assets, including Bitcoin. A calmer period for financial markets could reduce one source of sharp repricing; rapid changes in rates or risk appetite could work in the opposite direction.
An IMF working paper published in 2023 identified a crypto factor that explained 80 percent of variation in crypto prices in the paper’s analysis. It also discussed crypto’s increasing correlation with equities alongside institutional entry, and examined risk-taking and interest-rate channels. That 80 percent is a result for the paper’s analysis and sample, not a universal or current share of Bitcoin price movements.

A BIS working paper published in October 2024 found that US monetary-policy shocks affected traditional markets and stablecoin capitalization. Its results concern stablecoins and broader markets; they are not a direct estimate of Bitcoin’s volatility. Together, these studies illustrate why macroeconomic conditions matter without providing a live forecast of Bitcoin’s price swings.
4. Clearer and more consistent market oversight
Consistent rules and supervision may support confidence and market integrity by clarifying expectations for market participants and how risks are handled. The IMF has argued for a comprehensive policy response to crypto-asset risks, while warning that widespread adoption could raise monetary and financial stability concerns. In its February 23, 2024 statement, the IMF said: “Therefore, a comprehensive policy and regulatory response is necessary to address the risks of crypto assets.”

Oversight can address conduct and resilience, but it cannot make Bitcoin redeemable at a fixed price. Nor does the existence of a policy framework by itself show that volatility has declined; that would need to be measured over time.

Borrowing to trade can magnify gains and losses. When prices move against leveraged positions, margin calls or automatic liquidations may force traders to sell, adding pressure to a falling market. Reducing the likelihood that these events cascade could limit one route by which a price move intensifies.
This mechanism should not be mistaken for a current measurement or a proven policy result. The sources cited here do not establish current Bitcoin leverage levels by venue, quantify their effect on present volatility, or demonstrate that a particular reform would stabilize prices. Leverage and liquidation data would need to be assessed alongside liquidity and spreads to judge their contribution.

What the available evidence can—and cannot—show
The IMF’s April 2025 report also said stablecoin market capitalization had surpassed $200 billion in its reporting context. That figure is about stablecoins, not Bitcoin; it signals activity in a related part of the crypto ecosystem, not a measure of Bitcoin stability.
Historical studies and market snapshots help explain possible forces behind volatility, but they do not show that the five factors are currently lowering it. The BIS’s 2025 report also discusses trade-offs among decentralization, security, and scalability in blockchain systems. Improvements in one area do not automatically resolve all the others—or guarantee a steadier Bitcoin price.
