Banks secure ATMs with layered controls: they protect the machine and its payment components, restrict what software can run, isolate and monitor communications, tightly govern service access, and protect the bank and processor systems that authorize withdrawals. No single device or antivirus product provides the whole defense.
Why ATM security extends beyond the machine
An ATM is part of a larger payment system, not a standalone cash box. The terminal can be attacked directly, but a cash-out scheme may instead compromise an issuer or payment processor and manipulate account settings or fraud controls so coordinated withdrawals are approved. The PCI Security Standards Council (PCI SSC) and ATM Industry Association’s 2020 ATM Cash-Out Testing Bulletin says these attacks usually do not exploit vulnerabilities in the ATM itself.

This distinction matters: a terminal may have strong local protections while the wider payment environment still needs controls against unauthorized account or limit changes.

Physical security starts with limiting access to sensitive parts of the cabinet and treating the encrypted PIN-entry device, card reader, privacy features, and related modules as security-relevant components. PCI SSC’s January 2013 Information Supplement: PCI PTS ATM Security Guidelines discusses tamper detection, protection against skimming and PIN capture, inspection of machines and their surroundings, and controlled repair and maintenance. The specific measures depend on the ATM’s design and where it is deployed.

Inspection is important because a component can be replaced or modified without an obvious software warning. The supplement recommends disciplined inspection and post-repair checks so operators can look for unauthorized changes. It does not establish that every bank uses the same equipment or inspection schedule.
PCI SSC FAQ 1281 clarifies the scope of PCI DSS Requirement 9.5: it does not require devices to be tethered or fixed in place. The requirement covers keeping an up-to-date inventory of deployed point-of-interaction devices used in card-present transactions, periodically inspecting them for tampering or unauthorized substitution, and training personnel to recognize attempted tampering or replacement. It should not be read as a universal physical-security rule for every ATM component.

How software controls reduce ATM malware risk
An ATM’s software environment includes more than its banking application: the operating system, platform services, middleware, and drivers also matter. The 2013 PCI SSC ATM supplement recommends reducing the operating system’s attack surface by removing unnecessary exposure, restricting privileges and default accounts, limiting access to USB and other resources, and separating operating-system functions, platform services, and ATM applications.
Operators can also restrict execution to approved programs, validate third-party software before installation, patch software and protocols, and protect against unauthorized changes or installations. Network isolation, intrusion detection or mitigation, and logging of relevant operating-system events can help limit or identify suspicious activity. These measures address different parts of the problem: limiting what can run, reducing exposed services, and making changes or activity easier to detect.

Application whitelisting is one example of execution control. NIST’s general-purpose SP 800-167, published October 28, 2015, describes authorizing applications and components and using technology to restrict what executes on a host. NIST says this can help stop malware, unlicensed software, and other unauthorized software. The publication is general guidance, not an ATM-specific requirement.
The ATM supplement also describes a startup self-test and checks at least daily for signs of tampering or a compromised state, with secure failure behavior. It discusses validating banking applications and relying on the encrypted PIN-entry device’s key-management functions. These are examples from that 2013 supplement, not independently verified descriptions of every bank’s current deployment.

How banks control remote access, keys, and maintenance
Remote service access, administrator functions, software updates, firmware changes, and cryptographic key loading can alter how an ATM operates or handles transactions. The PCI SSC ATM supplement recommends strict controls for remote service access, restrictions on administrator-level access to the ATM controller, and safeguards for firmware and key-loading functions. It also calls for authenticated, trusted communications for remotely controlled ATM applications.

For initial key loading, the supplement gives dual control and split knowledge as examples. These practices are intended to prevent one person from having unilateral control over sensitive key material. Banks also need controlled procedures for changes and repairs, with inspection after maintenance; the guidance does not imply that all operators follow one identical workflow.

How banks and processors defend against cash-out attacks
Because an attack can target the systems that approve transactions rather than the ATM, the 2020 joint PCI SSC and ATMIA bulletin recommends institution-wide safeguards. Its recommendations include:
- Use strong access controls, multifactor authentication, and sound password management; review third-party risk as well as internal access.
- Require layered approval for sensitive remote changes to accounts or withdrawal limits, and separate privileged roles so one person cannot make and approve every critical change.
- Apply patches promptly, conduct penetration tests, and review access rights.
- Use file-integrity monitoring and trusted software vendors to help identify or prevent unauthorized changes.
- Train staff continuously to recognize phishing and report suspicious activity early.
These controls protect the authorization and operations environment around ATMs. They complement terminal protections rather than replacing them.
What the guidance does—and does not—establish
The PCI SSC ATM supplement was published in January 2013 as supplemental information. It explicitly says it does not replace or supersede requirements in a PCI SSC standard, so its recommendations should not all be described as current legal or PCI compliance mandates. For current compliance obligations, organizations need to consult the applicable current PCI DSS and PCI PTS requirements.
