How Automated License Plate Readers Work—and What Data They Collect

ALPR systems read plate characters from vehicle images and commonly link detections to a time and place. Their extra data fields, search access, sharing, and retention vary by deployment.

An automated license plate reader (ALPR) photographs vehicles, uses software to read visible plate characters, and commonly stores each observation with its time and location. Depending on the system, the record may also include a vehicle image or visual descriptions. A watch-list match can prompt review, but it is not proof of wrongdoing; retention, sharing, and search capabilities vary by agency and system.

How does an ALPR turn a passing car into a record?

  1. Capture: A fixed roadside camera or a camera mounted on a vehicle images vehicles in its field of view. A scan can be recorded whether or not the plate matches a list of interest.
  2. Read: Software locates the plate in the image and attempts to convert its visible characters into text. The system associates that reading with the vehicle detection; image handling and recognition features vary.
  3. Add context: The record commonly includes the scan’s date, time, and camera location. Some platforms also classify visible vehicle characteristics.
  4. Compare or search: Software may compare a reading with a hot list or another database of vehicles of interest. Authorized users may also be able to search stored detections, including historical records.
  5. Store, share, and delete: Depending on the deployment, data may be kept locally or in a vendor-hosted system, shared under agency settings or agreements, and deleted according to applicable law, policy, and system terms.

The software’s reading is not itself a finding about who was driving or why the vehicle was present. A photographed vehicle does not necessarily identify its driver.

What information can an ALPR record contain?

The core observation is best understood as a plate reading linked to a time and place, often with an image. The California State Auditor’s 2019 report describes plate data stored with date, time, and location, sometimes accompanied by a partial vehicle image. The American Civil Liberties Union likewise describes plate, date/time, and location as central collected information.

Information How to interpret it
Plate characters Software-extracted text from the visible plate; recognition and image handling depend on the system.
Date and time When the detection was recorded.
Camera location Where the scan occurred, as associated with the camera or deployment.
Vehicle image Often retained in some form, but the image’s scope and handling vary; it may show part or more of the vehicle.
Make, model, color, or distinguishing characteristics Some platforms can classify or search by visual descriptions; these fields are not universal.

Do not assume every deployment collects the same fields or that a vehicle description is a confirmed identity. An image can show a vehicle, but it does not by itself establish who was driving.

How can separate scans reveal movement?

A single scan is an observation at one place and time. When an authorized user can search and connect multiple detections, the resulting sequence may reveal where a vehicle was observed over time. That is different from saying that one camera continuously tracks a car: the location history is built from recorded observations available to the system and its users.

The privacy implications therefore depend not only on what each camera captures, but also on how long records remain searchable, who can query them, and whether records can be combined across agencies or systems. The California State Auditor’s 2019 review found weaknesses at the agencies it audited in specifying access, oversight, and destruction safeguards; that finding is limited to those reviewed agencies and that audit.

What do agencies use ALPR systems for, and what does a “hit” mean?

Purposes depend on local authority and policy. The Los Angeles County Sheriff’s Department lists uses that include criminal investigations, locating wanted people, crime analysis, recovering stolen vehicles, developing leads, and missing-person or lifesaving efforts. Those are that department’s stated purposes, not a universal list of permitted uses.

A watch-list “hit” means a detection appears to meet a query or list criterion. It is a lead for human review, not proof that the driver committed an offense. Because cameras can record vehicles regardless of whether they are suspected of wrongdoing, a stored detection should not be treated as evidence of suspicion on its own. The available sources do not establish one accuracy rate that applies across plate formats, camera types, conditions, and software.

How long is ALPR data kept, and who can receive it?

There is no single retention period for all ALPR records. Applicable law, agency policy, contracts, vendor settings, and case-related exceptions can affect how long routine detections remain available and who may access or receive them.

  • Local example: The City of Palo Alto describes a 30-day retention limit and data-sharing agreements with other agencies. This is a local policy example, not a general U.S. rule.
  • Dated vendor development: An Associated Press report published August 13, 2026 said Flock Safety announced a change from a standard 30-day retention window to seven days, with longer preservation for data tied to a case number. This describes the announcement reported at that date; it does not establish the settings of every Flock deployment or other ALPR systems.
  • Historical survey finding: A 2012 U.S. Department of Justice Office of Justice Programs guidance publication reported that five survey respondents (13%) said they retained ALPR data indefinitely. This is a historical survey result, not a current estimate of agencies nationwide.

For a specific camera network, the relevant details are its current agency policy, vendor terms, data-sharing agreements, and applicable state and local law.

What safeguards should readers look for?

When assessing a deployment or asking an agency how it operates, look for specific, enforceable answers to these questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Which plate fields, vehicle images, and optional vehicle descriptions are captured?
  • How long are routine detections retained, and who can approve exceptions or longer preservation?
  • Which users can search records, and must each search include a documented reason?
  • Can data be shared with outside agencies? What agreements and limits govern that sharing?
  • Are searches and disclosures logged, independently audited, and subject to discipline for misuse?
  • Who controls the data, where is it stored, and how is deletion verified?
  • Which state and local laws restrict collection, retention, access, or sharing?
