This reconnaissance is a familiar part of spear-phishing—not proof of a newly dominant form of attack. It helps shape the lure; separate steps, such as stealing credentials or running malware, create the technical compromise.
What reconnaissance-first phishing means
Reconnaissance is information gathering before an attack. For targeted phishing, an attacker may look for potential victims, names, email addresses, relationships, roles, and details that could support a credible pretext. Public profiles and other available sources can help an attacker understand how an organization is structured or what language might sound familiar.

Microsoft describes surveying social media and other information sources as typical spear-phishing behavior. In a 2023 report about a three-month red-team assessment conducted in 2022, CISA documented its team researching potential targets, identifying names and email addresses, and sending tailored messages to seven people. That is a concrete exercise example, not a measure of how common the tactic is.

How attackers turn information into a believable lure
Find a person and a way to reach them
An attacker may identify employees by name and locate contact information. CISA’s assessment also noted that a naming scheme could be used to derive email addresses, illustrating how small details about an organization can help an attacker reach a likely target.
#1 Best Overall
Choose a plausible pretext
Information about a person’s role, colleagues, or organization can make a request feel relevant—for example, a message framed around a work responsibility or a familiar relationship. The aim is to prompt a response, click, or disclosure. Tailoring improves the social-engineering appeal; it does not by itself show that the attacker has sophisticated technical capabilities.
Move across channels
Targeted approaches do not have to begin or end in email. In a 2025 alert, the FBI described malicious actors impersonating senior officials in SMS and AI-generated voice messages to establish rapport, then directing targets to another messaging platform and a malicious link. This is a reported example, not evidence that AI-enabled phishing is prevalent or growing at a particular rate.
In a separate 2024 advisory, the FBI assessed that AI can increase the speed, scale, and automation of existing attack schemes. That assessment describes a capability, not a measured rate of change in phishing.

It helps to distinguish three parts of an attack: information gathering, the message or conversation used to manipulate a person, and what happens if the target interacts with it. A tailored message may try to elicit credentials, direct someone to a malicious link or attachment, or establish trust for a later request. The actual outcome depends on the attack and on whether technical and organizational controls stop it.
Rank #3
A successful phishing attack can lead to credential compromise, malware execution, data exfiltration, or movement to other systems. Microsoft’s phishing investigation playbook recommends looking across email, identity, and endpoint environments because a suspicious message may be only the first visible step in a wider incident.
What the CISA red-team example shows—and does not show
CISA’s red team sent tailored spear-phishing messages to seven targets during its 2022 assessment. The report says an MFA prompt prevented access to one sensitive business system. This illustrates two separate points: reconnaissance can support targeted messages, and an authentication control can interrupt an attempted access. The exercise does not establish a general success rate, prevalence estimate, or trend for reconnaissance-led phishing.

How organizations can defend against targeted phishing
No single measure covers every stage or channel. A layered approach can make messages harder to deliver, help employees report suspicious activity, reduce the chance that stolen credentials provide access, and limit an incident’s spread.
| Control | What it addresses | Setup and limits |
|---|---|---|
| Phishing-resistant MFA | Helps prevent an attacker from using stolen credentials to access protected accounts or systems. | Requires supported accounts and a deliberate rollout. Not every form of MFA is equally resistant to phishing. |
| User training and reporting | Helps employees recognize suspicious requests and alert the organization. | Requires ongoing awareness and a simple reporting route tied to a response process; training alone cannot block every attack. |
| Email gateway filters and external-message indicators | Can filter suspicious email and help users recognize messages originating outside the organization. | Requires configuration and maintenance. Email controls do not cover attacks that move through SMS, voice, or other messaging platforms. |
| Incident investigation | Helps determine whether a suspicious message led to account or endpoint compromise, and whether the activity spread. | Requires a process for prompt triage across email, identity, and endpoint environments. |
Prioritize phishing-resistant authentication
CISA’s joint phishing guidance recommends phishing-resistant MFA. Unlike a generic claim that “MFA stops phishing,” this control should be selected and configured for resistance to phishing, and the organization must confirm that the relevant accounts and systems support it. CISA’s assessment provides a bounded example of an MFA prompt preventing access to one sensitive system.
Best Value
A FIDO2 security key is one possible way to implement phishing-resistant MFA, but compatibility depends on the services and devices in use. Check support before choosing a key; the cited guidance supports the security goal, not a particular model or brand.
Make reporting easy and actionable
CISA recommends awareness and training that help employees identify and report suspicious activity. Tell employees exactly how to report a message or suspicious contact, make the route low-friction, and connect reports to a team that can assess and respond. Include non-email channels in the reporting process so an SMS or voice approach does not fall through the gaps.
Use email controls as one layer
CISA recommends email gateway filters and external email indicators. Filters may catch or quarantine suspicious messages, while visible indicators can help employees assess unexpected mail. These safeguards complement—not replace—authentication, reporting, and response procedures, especially when an attacker uses another channel to build trust.

Investigate beyond the message
When someone reports a suspicious message or conversation, assess whether they clicked a link, opened an attachment, shared credentials, or approved an authentication request. Microsoft’s playbook organizes phishing investigation across email, identity, and endpoint environments; the scope should reflect what the person did and which systems or accounts may be involved.

- Review what employee names, roles, contact details, and organizational relationships are publicly visible, and remove details that are not needed for legitimate public communication.
- Teach employees to verify unusual requests through a separate, known channel rather than relying on details in the message that made the request seem credible.
- Set expectations for reporting suspicious requests received by email, text, voice, or messaging apps.
- Protect accounts with phishing-resistant MFA where supported, and ensure incident responders can investigate reports across identity and endpoint systems as well as email.
Reducing public information can make targeting less convenient, but it cannot guarantee that an attacker will lack enough context to construct a plausible lure. Defenses should therefore assume that some personal or organizational details may be discoverable.
