The term is sometimes used loosely, so it helps to distinguish malware-based jackpotting from black-box attacks and card skimming.
How does ATM jackpotting malware work?
Europol defines jackpotting as malware taking control of an ATM PC in order to direct its cash dispenser to dispense money. In broad terms, an attacker gains access to the ATM or its computer, gets malware onto the relevant system, and attempts to use the computer’s path to the dispenser to trigger a cash release. The steps here describe the threat at a high level, not instructions for carrying it out.

One historical example is the Tyupkin case. On 7 January 2016, Europol reported the disruption of a criminal group using Tyupkin ATM malware. Europol said the Trojan was physically launched at an ATM and that attackers used the PIN pad to submit commands to manipulate cash cassettes. The operation resulted in eight arrests. This account illustrates a malware-based attack; it should not be conflated with attacks that connect an external device directly to a dispenser.
How is jackpotting different from a black-box attack or card skimming?
Europol’s terminology separates attacks by how they reach the ATM’s target. Public accounts sometimes use “jackpotting” broadly, but the mechanism matters: malware that controls the ATM computer is not the same as an external device communicating with the dispenser.

The security measures in the table synthesize Europol’s definitions and recommendations; Europol does not present them as a separate formal framework.
What a documented black-box case shows
In a case reported on 29 July 2021, Europol said investigators in a Poland-led investigation arrested suspects linked to attacks in at least seven European countries, with an estimated €230,000 stolen. According to Europol, the suspects gained access to ATM wiring by drilling holes or melting parts, connected a laptop, and sent relay commands. This was described as a black-box attack, not evidence that malware was used in those attacks.

How can banks and ATM operators defend against jackpotting?
Europol identifies several safeguards for logical attacks on ATMs. They work as layers: some make it harder to alter or boot the machine, while others help limit physical opportunity or detect suspicious activity.
- Protect the BIOS: Secure firmware settings so an attacker cannot readily change how the ATM starts.
- Disable booting from external drives: Prevent the ATM from starting from unauthorized external media.
- Harden the operating system: Reduce exposure by securing the software environment that runs the ATM.
- Control physical access: Limit access to the ATM and its internal components.
- Use alarms and surveillance: Add opportunities to detect or deter tampering and unauthorized access.
- Consider more frequent cash replenishment: Europol includes replenishment cycles among its suggested measures, which can reduce the amount of cash exposed at one time.
These are defensive principles, not a guarantee or a complete current security standard. In its 2016 assessment, Europol linked ATM exposure to outdated or insecure operating systems and the move toward standardized PC hardware; it also noted that standardized APIs could make malware reusable across devices. That is a historical assessment, not proof that every ATM in use today shares those weaknesses. For operators, it underscores the importance of managing software lifecycle and architecture alongside physical security.

What do historical ATM-attack figures tell us?
Europol reported that European ATM Security Team (EAST) statistics recorded 51 cash-out or jackpotting incidents in 2014. That is a dated European figure reported by Europol in 2015—not a current worldwide rate. Europol’s 2016 threat assessment also said that most investigations into digitally facilitated ATM attacks it described concerned black boxing rather than malware. Together, those details caution against treating every ATM cash-out report as a malware jackpotting incident or using historical case counts as a measure of today’s global threat.
