The route depends on what happened and where; a passenger’s report to an airline does not automatically become an FAA or ICAO report.
What happens when a passenger reports a concern during a flight?
Tell a flight attendant as soon as it is safe to do so. Crew members coordinate the immediate response onboard, while the pilot and cabin crew follow the operator’s procedures for the situation. The FAA’s active Advisory Circular 120-48A, issued January 27, 2020, provides guidance on communication between flight and cabin crews during unusual and emergency situations. It addresses crew procedures, training, and safety management; it does not establish one sequence for every airline or a passenger-facing report process.

If you are reporting an event after landing, use the airline’s published customer-service or safety-reporting channel and include practical details such as the flight, date, approximate time, location in the cabin, and what you observed. Avoid confronting a person you believe may pose a danger. The sources available do not establish a universal airline form, response deadline, or promise of follow-up, so check the named carrier’s policy for its process.

An operator may review an onboard cabin incident internally. ICAO’s Cabin Safety Investigations material describes investigations by States and operators and gives unruly passengers and in-flight medical emergencies as examples of operator-level cabin incidents. An airline may use a review to understand what occurred and identify lessons, but there is no single process established for every carrier. The ICAO material does not establish a universal passenger form, evidence-retention period, or particular outcome.

When can an incident be reported to an authority?
External reporting depends on the event category and the jurisdiction. International aviation-security reporting is organized through national systems: ICAO says States should ensure that their civil aviation security programmes define practical, timely reporting of information about acts of unlawful interference and preparatory acts by entities responsible for implementing those programmes. ICAO’s incident-reporting guidance and taxonomy help structure and harmonize that reporting.
For unlawful-interference incidents, ICAO says Member States must report to ICAO as soon as possible after the incident is resolved. The State—not an individual passenger—is responsible for that official report, including pertinent information about unlawful or attempted seizure of aircraft or aviation facilities. The relevant form is in ICAO’s restricted Aviation Security Manual. A message a passenger sends to an airline is not, by itself, an ICAO filing.

How U.S. unruly-passenger reports differ
In the United States, the FAA investigates unruly-passenger incidents that airline crews report to the agency. The FAA states that its database includes only incidents reported to it and that crew reporting is discretionary. Its figures therefore describe incidents reported to and investigated by the agency, not a complete count of all disruptive conduct on flights. See the FAA’s Unruly Passengers page.
The FAA says it can propose civil penalties of up to $43,658 per violation; one incident may involve multiple violations and result in multiple proposed fines. This is a maximum stated on the FAA page accessed October 3, 2026, and should be checked against the live page because penalty amounts can change. The FAA has civil enforcement authority, not criminal prosecutorial authority; it may refer cases for criminal proceedings when warranted.

Dangerous goods are a separate reporting path
A dangerous-goods discovery or hazardous-material event is not simply another unruly-passenger complaint. In the United States, the FAA’s Mandatory and Voluntary Incident Reporting guidance describes separate requirements: specified hazardous-material events require notice to the National Response Center as soon as practical and no later than 12 hours, while air carriers must report undeclared dangerous goods discovered in passenger baggage as soon as practicable. The FAA page was last updated August 14, 2026. These rules apply to the U.S. hazardous-material reporting context; they should not be generalized to all security concerns or other countries.

A passenger can tell the airline about an incident without that message becoming an authority report. An operator may investigate internally, a crew may report an unruly passenger to the FAA, or a State may report an unlawful-interference incident through its national security programme. These are distinct channels with different responsibilities. In particular, the FAA’s unruly-passenger database reflects reports it receives, not every event that occurs onboard.
