The referee decides whether play can continue and may stop, suspend or abandon a match when circumstances require it. Under the 2026/27 IFAB Laws, an abandoned match is replayed by default unless the competition rules or organisers decide otherwise. There is also a specific minimum-player rule: if a team is responsible for abandonment because it has fewer than seven players, it will in principle forfeit.
Which rules apply to an international match?
The International Football Association Board (IFAB) publishes the Laws of the Game, which apply across countries and confederations, subject to modifications IFAB permits. The edition applicable to a particular fixture depends on its date and the competition’s adoption of the Laws. IFAB lists the available Laws of the Game editions; check the competition regulations as well before drawing a conclusion about a specific match.

The relevant current provision is in the 2026/27 edition of Law 7. IFAB’s law-change summary identifies approval of the change on 28 April 2026. Older summaries that say simply that an abandoned match is replayed omit the current qualification for competition rules or organiser decisions.

Stopping play
A stoppage is an interruption during the match. Play can restart once the incident is dealt with, with the restart determined by the circumstances and the Laws. For example, if a spectator’s object interferes with play, the referee stops play. If safety does not require suspension or abandonment, the restart is a dropped ball, as set out in Law 5.

Suspending the match
A suspension pauses the match while an issue is assessed or addressed. It does not by itself mean the match has been abandoned. The Laws do not set a universal number of minutes after which a suspension automatically becomes abandonment; the referee judges whether continuation is possible, while competition regulations govern what happens next.
Abandoning the match
Abandonment ends the match before its ordinary completion. It is a distinct decision from stopping play briefly or pausing the match. Whether a match resumes, is replayed or receives another disposition depends on the applicable competition rules or an organiser’s decision.

When may a referee stop, suspend or abandon a match?
Law 5 gives the referee authority to deal with outside interference and conditions that make continuation impossible. Examples include inadequate floodlights, an object thrown by a spectator that hits a match official, player or team official, and field, surrounding or weather conditions that do not allow the game to continue.

These are contextual judgments, not automatic triggers. Depending on the severity and safety implications, the referee may allow play to continue, stop play, suspend the match or abandon it. An injury, thrown object, weather event or other interruption does not by itself mean a match must be abandoned.

What happens if a team has fewer than seven players?
Under Law 3, the referee is not obliged to stop play while the ball remains in play just because a team falls below seven players. But the match must not resume after the ball goes out of play if either team has fewer than seven.
Law 7 adds that, in principle, a team responsible for abandonment because it has fewer than seven players forfeits. The effect in a particular match remains subject to the relevant competition regulations.

Does an abandoned match get replayed?
The 2026/27 Law 7 default is: “An abandoned match is replayed unless the competition rules or organisers determine otherwise.” That does not guarantee that every abandoned international friendly, qualifier or tournament match will be replayed. Competition rules or an organiser’s decision may prescribe a different outcome, so the applicable regulations must be checked before reporting what will happen to a particular result.

When assessing a specific fixture, establish the match date and applicable Laws edition, identify whether play was stopped, suspended or abandoned, note the reason and whether a team fell below seven players, then check the competition’s rules for resumption, replay or forfeiture. IFAB’s Notes on the Laws of the Game explain their application and permitted modifications.
