How AI Street Surveillance Systems Identify and Track People

Street facial recognition can track faces across video and compare images with reference data, but a candidate match is not proof of identity. Learn how the process works and what safeguards matter.

AI street surveillance does not describe one universal system. A camera may simply record video; a separate facial-recognition service may analyze selected images later, or a system may process video as it is captured. When facial recognition is involved, software can detect a face, follow it across video frames, compare an image with a reference collection, and return possible matches. A candidate is not proof of identity, and the process and safeguards vary by system and jurisdiction.

What does “AI street surveillance” mean?

The phrase can refer to several distinct activities: cameras or other sensors collecting information in public spaces; software analyzing images or other data; and an agency or operator using the resulting information. Facial recognition is one possible application, not a capability that should be assumed for every street camera. Nor does the phrase imply that every city operates one integrated network.

It is useful to distinguish detection, tracking, recognition, and identification. Detection means software finds a face in an image. Tracking means it associates observations across multiple frames or images as apparently belonging to the same face. Recognition compares an image with reference data and produces possible matches. Identification is the consequential judgment that a person is in fact a particular individual; a software candidate alone does not establish that conclusion.

Street systems may also use cameras and other sensors for purposes such as transportation or public services, and the resulting data may be collected directly or purchased from data brokers. The U.S. Government Accountability Office (GAO) described these possibilities in its April 30, 2025 assessment of smart-city technologies. Whether a particular city collects identifying information, combines data sources, or uses facial recognition depends on its systems and practices.

How can a system track a face through video?

1. Capture and locate a face

A camera records a scene, and software may process the video to locate faces within it. The recorded image is the input; it is not itself a confirmed identity. Image conditions—such as distance, angle, lighting, motion, and obstruction—can affect how much usable facial detail is available. Different systems and operating environments may handle these conditions differently.

2. Associate observations across frames

Video contains successive frames. A tracking process can associate a face seen in one frame with a face seen in later frames, creating a sequence of observations that appears to follow one person through the camera’s view. In some systems, the software may select or adjust images for later comparison. A 2001 National Institute of Justice (NIJ) project report described an early CCTV-specific approach that adjusted video parameters around a detected face and tracked it across frames to acquire additional images.

That report also described using statistical information from collected frames in multiple matching operations. It documents one historical project, not how every current system works and not a current performance result. More observations may supply additional material for a comparison, but they do not guarantee a usable image, a correct match, or continuous tracking beyond the camera’s view.

3. Compare a probe image with reference data

Facial recognition generally compares a captured image—often called a probe—with one or more reference images or templates. The system returns candidate matches according to its design and settings. The reference collection may be used in a particular investigation or service, but its size, source, quality, and composition matter. A candidate list is the output of a comparison, not an independent confirmation that the person shown is the named individual.

4. Decide what to do with the output

An operator or agency may use a candidate as an investigative lead or in another process. The responsible next step is human assessment in context, including consideration of the image and the system’s validated performance under relevant conditions, and independent corroboration. The available federal reviews document agency use and the need to assess risks; they do not establish one universal operating procedure for every jurisdiction.

Can city cameras identify you?

A camera’s presence does not, by itself, show that facial recognition is enabled, that footage is analyzed in real time, or that a person’s identity is known. A system could record video without facial recognition; a service could analyze recorded images after an event; or an agency could use a facial-recognition service in support of an investigation. Which, if any, of these happens in a particular place depends on the technology, data sources, rules, and agency practices there.

GAO’s June 3, 2021 survey offers a bounded example of federal law-enforcement use in the United States. Of 42 surveyed federal agencies that employ law-enforcement officers, 20 reported owning facial-recognition systems or using systems owned by other entities. Among agencies reporting facial-recognition use for criminal investigations, 14 also reported using non-federal systems. These are findings from that survey, not counts of cities, all police departments, or current nationwide use.

In a separate September 5, 2023 review, GAO examined seven selected Department of Homeland Security and Department of Justice law-enforcement agencies. All seven reported using facial-recognition services to support criminal investigations. The review found that all initially used the services without requiring staff training; two required training as of April 2023. GAO also documented agency policy and civil-rights safeguard issues. Those results apply to the selected agencies and reporting period, rather than every U.S. agency.

How accurate is street facial recognition?

There is no single accuracy figure that can responsibly describe “AI street surveillance” as a whole. The sources discussed here do not establish a comparable, current street-level metric across products, environments, image quality, thresholds, reference collections, and demographic groups. A number from one test or setup would not, without those details, tell a reader how a different system performs on a street camera’s footage.

Accuracy depends on what is being measured and under what conditions. A comparison may be affected by the quality of the probe image and reference data, the system’s matching setup, the threshold used to return candidates, and the population being assessed. Threshold settings shape which potential matches are surfaced; changing them can affect the balance between candidates returned and missed matches. The National Academies’ 2024 consensus study treats performance measures and differential accuracy across races, genders, and ages as issues that require assessment, rather than assuming uniform results.

For an actual deployment, useful evidence would describe the system and version tested, the conditions represented, the matching configuration, the reference data, and performance for relevant demographic groups. Independent testing under conditions resembling the intended use is more informative than a general vendor claim. Without such evidence, neither a confident accuracy claim nor a confident claim of equivalence across groups is established.

Why are candidate matches not proof of identity?

A candidate is generated by comparing images under particular conditions. It is a lead for assessment, not a verdict. A reviewer needs to know how the probe was obtained, how well it shows the face, what reference collection was searched, what threshold and process were used, and what the system’s independently validated performance says about that use. The candidate should also be checked against information independent of the facial comparison before it is treated as an identification.

  • Enhanced motion detection with Outdoor 4 — With Outdoor 4, enjoy a wider field of view and be alerted to motion faster with dual-zone, enhanced motion detection.

This distinction matters because system output can be mistaken for certainty. If image quality is poor, the reference data do not fit the case, or the system’s relevant error risks are unknown, a candidate may not warrant the same confidence as a well-supported conclusion. The reviewed sources do not provide a universal minimum corroboration rule or a standard operating procedure for all jurisdictions, so policies and legal requirements must be assessed in the location where a system is used.

What privacy and civil-liberties risks arise?

Persistent tracking and data linkage

The Office of the Privacy Commissioner of Canada (OPC) described facial recognition as scalable and relatively easy to add to existing surveillance infrastructure. The Commissioner warned that facial data combined with CCTV, government databases, or internet sources can become a powerful tracking tool. The risk is not limited to a single comparison: data linkage can make it possible to infer or follow a person’s presence across different contexts.

Privacy, security, expression, and assembly

The OPC identified risks involving privacy, security, free expression, peaceful assembly, and human rights. Collection and retention create data-security concerns; access and sharing determine who can use information; and surveillance of public activity may affect whether people feel able to speak or assemble without being identified. These are governance questions as well as technical ones.

Data sources and legal context

In its investigation of the Royal Canadian Mounted Police (RCMP), the OPC concluded that the force contravened Canada’s federal Privacy Act when it collected personal information from Clearview AI, whose collection the Commissioner found unlawful. This was a specific Canadian investigation and legal finding. It should not be read as a statement of the law in other countries or as a determination about every use of facial recognition.

How to assess a city policy or system

The National Academies’ 2024 study and GAO’s agency and smart-city reviews point to practical questions for evaluating a deployment. The questions below are a way to examine a system; they are not a certification checklist or a claim that any particular set of controls is legally sufficient everywhere.

  • Purpose and authority: What specific purpose is the system meant to serve, and what legal authority or policy governs that use?
  • Live or recorded use: Is analysis performed on a live stream, recorded footage, or both? Who initiates a search, and under what circumstances?
  • Operating conditions: What cameras, image conditions, and environments are represented in performance testing? Do those conditions resemble the intended street use?
  • Independent performance evidence: Who tested the system, what measures were reported, and are results broken down across relevant demographic groups?
  • Threshold and human review: What matching threshold is used, how are candidates presented, and what training and review process governs decisions based on them?
  • Reference-set provenance: Where do reference images or templates come from, how large is the collection, and what rules govern inclusion and correction?
  • Retention, access, sharing, and security: How long are footage, face data, and search results retained? Which staff or outside entities can access or share them, and what security protections apply?
  • Training and accountability: Are operators trained before using the service? Are agency policies documented, and are searches and decisions auditable?
  • Notice and oversight: What public notice is available, who oversees the deployment, and how can its use and effects be examined?

These questions also help separate a camera program from a facial-recognition program. A city may use sensors for transportation or other services, while a distinct agency or contractor handles investigative searches. GAO’s April 2025 smart-cities assessment notes that data may be collected directly or purchased from data brokers and that some smart-technology data could identify individuals. Transparency about data sources, access, retention, and use is therefore important even when the technology is described as a general city service.

What should readers take away?

Street facial recognition is a chain of steps, not a magical camera that knows who everyone is. Video can provide face observations; software may track those observations across frames; a recognition service may compare an image with reference data and return candidates; and people or agencies may then decide how to use the result. Each stage has separate technical limits and governance implications. The responsible question is not simply whether a system can produce a match, but what evidence supports that match, how the system is controlled, and what recourse and oversight exist when it is used.
