AI companies look for signs that their services are being used as part of a covert influence operation, then investigate those signals alongside platform reports, open-source research and other evidence. They may ban accounts and share threat intelligence, but a takedown shows that a company enforced its rules—not that the operation changed public opinion.
How do companies spot AI-assisted disinformation campaigns?
Detection is usually an investigation, not a simple search for text that sounds machine-written. AI may help operators draft comments or articles, translate and edit material, create personas, or write internal reports. Investigators therefore look beyond generated text to the accounts, websites, identities, distribution patterns and human intermediaries around it.

In a May 30, 2024 account, OpenAI said its investigations benefited from years of detailed reporting by platforms and the open-source community, and that it had used its own models to help detect and understand abuse. It also said it shared detailed threat indicators with industry peers. Meta, through its Threat Research Indicator Repository, publishes indicators of compromise and behavioral signatures associated with its adversarial threat reports. These disclosures describe some of each company’s work; they do not reveal every internal detection method or show that providers coordinate every action.
- Service evidence: Activity associated with a company’s own AI service can raise a concern for investigation.
- Open-source and platform reporting: Researchers and platforms may surface accounts, content or patterns that help establish context beyond one service.
- Behavioral indicators: Investigators can examine how accounts and infrastructure operate, not only what a post says. Meta’s Online Operations Kill Chain organizes tactics and indicators around establishing an online presence, disguising activity, engaging audiences and responding to takedowns.
- Corroboration: A link shared by an account, or engagement with operation-related content, is not enough by itself to attribute that account to a campaign. Meta cautions that attribution requires supporting evidence.
What happens when an AI company finds a covert influence operation?
A company investigates the suspected activity, assesses whether it violates service rules, takes enforcement action where warranted and may share findings with relevant stakeholders. What is public depends on what the company discloses; published reports are not a full account of every signal, decision or information exchange.

These examples show different public-facing parts of the response: enforcement and information-sharing in OpenAI’s account, and research indicators made available by Meta. They do not provide comparable evidence about the companies’ internal systems, detection thresholds, false-positive rates or overall outcomes, so they cannot support a ranking of which company detects operations better.
Why investigators examine the operation around the AI-generated content
OpenAI’s October 8, 2026 report describes investigations that extended from social-media material to the broader activity surrounding it. In its account, Russian-linked clusters involved a purported research organization and website, copied or misattributed academic work, fake personas and content distributed across multiple platforms. The report also describes an Iranian operation that used fabricated journalist identities to pitch articles to online outlets and publish batches of social comments. These are OpenAI’s reported findings and attributions.

OpenAI said its matrix covered 30 covert influence operations it had exposed over the preceding two and a half years. In the Iranian operation it called Bogus Bylines, the company reported seven personas pitching long-form articles and almost 100 articles under those bylines across more than a dozen online publications. The figures describe OpenAI’s reporting count and findings, not an independently verified census of all such activity.

Looking at the surrounding operation matters because a generated passage alone may not reveal who is coordinating distribution, whether identities are fabricated, or how material is being placed. Conversely, finding AI-generated content does not by itself establish that it is part of a covert campaign.

How companies assess reach—and what a takedown cannot prove
Finding and removing accounts is different from establishing how far an operation spread or whether it affected people’s beliefs or actions. The Brookings Breakout Scale, published in 2020, offers one framework for assessing likely impact through observable, replicable and verifiable evidence. Its six categories move from activity confined to a platform or community toward cross-platform spread, amplification by traditional media or high-profile figures, and concrete action or calls for violence.
OpenAI applied that framework in its October 2026 report. It rated the Russian Dark Clark operation Category 5, the social-commenting component of the Iranian Bogus Bylines operation Category 2, and that operation’s article-placement component Category 4. Those are OpenAI’s assessments using the scale, not independently verified measurements of audience effects. The differing ratings illustrate why account totals, post volume or views cannot stand in for evidence of what audiences did.

The same report noted a measurement problem in the Iranian operators’ internal impact metric: it counted views on the original posts to which their replies were attached, rather than views on the replies themselves. OpenAI said this could exaggerate apparent impact. When reading a public claim, distinguish among an operator’s own metric, a company’s observations and evidence independently corroborated by other sources.

How to read public reports about covert influence operations
- Separate detection from attribution: A suspicious account or post may warrant investigation, but attribution to a campaign requires corroborating evidence.
- Separate enforcement from effect: A ban or removal documents a response by the service. On its own, it does not demonstrate changed opinion, broad exposure or real-world consequences.
- Check what the reach figure measures: Views, replies, posts and accounts are not interchangeable, and a reported metric may count exposure to other people’s content rather than to the operation’s own material.
- Look for observable spread: Evidence of movement across platforms, communities, media or toward concrete action helps assess likely impact more meaningfully than activity totals alone.
- Keep attribution in view: Case details and judgments in a company’s report should be described as that company’s findings unless independently corroborated.
