How AI Can Retire Resolution Debt in Consumer Banking

AI improves banking service when it helps resolve the issue—not just end the conversation. Learn how context, routing, human support, and outcome measures can reduce repeat effort.

AI can improve consumer banking service when it helps an issue reach resolution without making customers repeat themselves. The useful work is preserving context across channels, routing cases to people who can act, and helping banks spot recurring causes of friction—not simply deflecting calls or shortening handling time.

What “resolution debt” means in banking service

“Resolution debt” is a useful way to describe the accumulated burden of an unresolved issue: the customer repeats the story, moves between disconnected teams, or has to chase a promised follow-up. It is an explanatory label, not an established industry metric. Deloitte describes the underlying problem as customers being transferred and asked to explain the same issue repeatedly, while fragmented ownership and measures can leave no team accountable for the complete outcome. Deloitte’s 2026 analysis frames this as a service-design and accountability challenge.

The stakes are practical. In Deloitte Center for Financial Services’ 2026 survey of 100 U.S. banking customers and 30 U.S. banking executives, with seven interviews of U.S. bank and card issuer executives, 71% of surveyed customers named ease of resolving issues among their three most important support factors. Fast response times ranked among the top three for 63%, and a positive support experience for 52%. In the same customer survey, 28% said they had reduced spending with their bank after repeated negative contact-center experiences, and 31% said they had stopped doing business with the institution. These are survey findings, not universal customer behavior.

What AI should do for a customer issue

AI’s strongest service role is to reduce effort through the whole journey: understand the issue, carry relevant context forward, connect the case to the right team, and help the bank learn from patterns in unresolved or abandoned interactions. A bot that answers a question but leaves the underlying problem untouched has not necessarily reduced resolution debt.

Preserve context across handoffs

When a customer shifts from an app to chat, phone, a specialist, or a branch, the next person should not require a fresh explanation. AI can summarize the prior conversation and relevant case history for staff, provided the summary is accurate and the customer can correct it. Deloitte quotes a director of contact center solutions at a foreign banking organization: “The customer doesn’t care about how many channels you have, at the end of the day. They care that you care about them and they don’t need to explain the problem again and again.”

Route the case to a team that can act

Intent recognition can help distinguish, for example, a suspicious card transaction from a general card question, then guide the customer toward fraud, scam, or dispute support. NatWest describes this kind of fraud triage in its Cora assistant; it is an example of routing, not evidence that every case is resolved or that the feature is universally available. NatWest’s 2026 announcement reports that 81% of surveyed customers considered access to a real person the most important factor for trust in AI use in financial services. The bank’s published research combined input from more than 2,400 NatWest customers with a nationally representative sample of 1,800 UK consumers.

Find friction before it becomes another contact

AI can connect a failed or abandoned digital task to a later support interaction, helping teams see where a process breaks down. BBVA says it uses generative AI to analyze selected phone and app conversations, categorize feedback, link abandoned transactions with later support contacts, and provide relationship managers with summaries. The bank reports analyzing more than 220,000 monthly calls between customers and remote relationship managers in Mexico, plus approximately 4,000 monthly business-customer calls to customer service centers. These are BBVA-reported operational volumes for its own use in Spain and Mexico, not a benchmark for other banks. BBVA’s description also illustrates how interaction analysis can identify recurring causes instead of treating every contact as an isolated event.

Where self-service and chatbots can fall short

Self-service can be convenient for routine tasks, but an automated exchange is not the same as a resolved issue. Deloitte’s 2026 U.S. survey found that about 70% of surveyed customers had used self-service in the prior year; among those users, 25% said self-service resolved at least half their issues without a human agent. The denominator matters: the 25% refers to self-service users, not all surveyed customers.

The Consumer Financial Protection Bureau warns that chatbots may help with basic questions but can be less effective with complex or individualized problems. A dispute may be difficult to recognize or investigate if the bot is limited to scripts or simply repeats information from a system the customer is challenging. The CFPB’s June 2023 report states: “Working with customers to resolve a problem or answer a question is an essential function for financial institutions – and the basis of relationship banking.” Its report estimated that approximately 37% of the U.S. population—over 98 million people—had interacted with a bank chatbot in 2022, and cited a projection of 110.9 million users by 2026. That 2026 figure was a projection published in 2023, not a verified count of users in 2026. Read the CFPB report.

Human escalation is especially important when the issue is disputed, sensitive, financially consequential, or not understood by the automated system. A useful handoff should carry the customer’s explanation and relevant history with it; otherwise, automation may add another step rather than reduce effort. Banks also need to address privacy, security, and applicable consumer financial law obligations when they use customer data or automate service decisions.

How to tell whether a bank’s AI is helping

Compare implementations by what happens to the issue, not by how many conversations the system handles. A practical assessment asks:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Resolution: Does the system complete the task or move it measurably toward completion, rather than merely answer, deflect, or close a conversation?
  • Continuity: Does the case history follow the customer between app, chat, phone, specialist, and branch?
  • Human support: Can complex, disputed, or emotional cases reach a qualified person without losing the prior explanation?
  • Ownership and follow-through: Is a team or named role responsible for the full outcome across channels, including any promised next step?
  • Safeguards: Are data use, privacy, security, and applicable consumer financial laws addressed?

For operating measures, Deloitte recommends tracking first-contact resolution, repeat contacts, customer effort, complaints, cost per resolved issue, and retention rather than relying on handling time alone. High-friction issue areas need accountable owners across channels. A shorter call can still leave the customer’s problem—and the bank’s resolution debt—untouched.

Why implementation is an operating challenge, not just a model choice

AI service depends on systems and teams being able to share the right context. In Deloitte’s 2026 survey, 77% of surveyed U.S. banking executives cited integrating new technologies with other systems and tools as a major contact-center modernization challenge. This is an executive survey response, not a measured share of all banks. Deloitte also reported that 37% of surveyed U.S. banking executives said they were already using generative AI in contact centers, while another 37% planned to use it in 2026; these are reported plans and usage, not independently verified deployment counts.

That makes workflow design as important as the AI itself. A bank needs clear case ownership, reliable links between interactions and case records, defined escalation paths, and a way for staff to correct inaccurate summaries or routing. If systems cannot retain context or teams do not own follow-through, adding an AI interface may simply make the first contact faster while leaving the rest of the journey fragmented.
