AI can help an organization retain valuable experience by finding knowledge in documents and conversations, organizing it, and making approved guidance easier to retrieve. It cannot, by itself, capture every judgment an experienced employee has built over decades. The durable approach combines AI-assisted discovery with structured interviews, mentoring, documented workflows, and accountable human review.
The experience-loss problem is measurable
When a specialist retires or resigns, the loss is often more than a job description. It can include shortcuts, exception handling, relationships, historical context and the reasoning behind decisions. The U.S. Government Accountability Office described the challenge at the National Institute of Standards and Technology (NIST) this way: “NIST has a small, specialized workforce with unique institutional knowledge that is difficult to replace in a timely manner.” Its February 28, 2023, report, GAO-23-105521, discusses mentoring, retirement tracking, succession planning and workforce planning; it does not establish that NIST deployed AI.

APQC’s 2025 survey shows how widely the basic handoff is being missed. Among 1,000 respondents, only 30% said their organizations capture knowledge from departing retirees most of the time or always, while 41% said they rarely or never do. The leading barriers were lack of time (52%) and insufficient resources (45%).

What organizations are doing now
Person-to-person transfer remains the dominant practice. In an APQC respondent group of 845, 74% reported using person-to-person transfer and 62% reported documenting knowledge manually. Only 21% used AI to mine conversations. These figures describe the surveyed groups, not every employer, but they show that AI adoption is still an emerging layer on top of established practices.

Where AI adds practical value
Mine existing conversations and records
With permission and appropriate controls, AI can transcribe interviews, search project discussions, extract recurring questions and identify procedures buried in documents. This reduces the time required to find candidate material for a knowledge base. Mining is a discovery aid, not proof that an expert’s tacit judgment has been fully captured.
Organize and retrieve approved guidance
Generative systems can classify documents, connect related procedures and answer natural-language questions against a controlled collection. A useful answer should point the employee to the current source, its owner and its review date rather than presenting an unsupported assertion.

Expose gaps before departure
Search logs, unresolved questions and repeated escalations can reveal topics that no document covers. Managers can then schedule an interview, pair the expert with a successor or document a workflow while the specialist is still available.
What AI cannot safely replace
A 2025 ACM discussion of generative AI and knowledge management identifies opportunities but also warns about loss of critical organizational knowledge, over-reliance and the loss of tacit or unarticulated knowledge. An expert’s synthesis, heuristics and sense of when a rule does not apply may never appear as a clean statement in a transcript. AI can summarize what was said; it cannot guarantee that the unspoken reasoning was elicited or that a recommendation remains correct after conditions change.

- Structured interviews: Ask the departing expert to explain decisions, exceptions, failure modes and signals that trigger escalation.
- Mentoring and shadowing: Let a successor observe real work and practice decisions with feedback.
- Workflow documentation: Record inputs, decision points, approvals, systems used and expected outputs.
- Human validation: Have qualified owners approve guidance before it is used for safety, legal, financial or operational decisions.
A controlled implementation plan
- Prioritize vulnerable knowledge. Inventory roles with one-person dependencies, upcoming retirements, long replacement times or high operational impact.
- Collect source material with consent. Gather procedures, tickets, project records and recorded interviews under employment, privacy and retention policies. Exclude material the organization has no right to process.
- Use AI for extraction and indexing. Create draft topics, summaries, metadata and links to original records. Keep the original source attached to every draft.
- Review with subject-matter owners. Mark each item as approved, provisional, obsolete or restricted. Correct errors before exposing answers to broad audiences.
- Publish with access controls. Apply role-based permissions, redact sensitive information and show source dates, owners and review deadlines in the user interface.
- Test retrieval in real work. Give successors representative tasks, measure whether they can find and apply the guidance, and record unanswered questions for another transfer session.
- Maintain the knowledge. Trigger review when a policy, system or process changes. Archive superseded versions instead of allowing an assistant to blend old and new instructions.
Risks that need explicit controls
APQC respondents identified inaccurate answers (46%), data privacy and security (38%) and compliance of AI answers (36%) as concerns. APQC also cautions that systems without structured oversight can produce redundant, outdated or inaccurate results.

How to tell whether experience was actually retained
Track outcomes rather than the volume of generated text. Useful measures include the share of critical roles with a named successor, completion of departure interviews before the last working day, time for a successor to perform key tasks independently, repeated questions after onboarding, reuse of approved procedures, unresolved knowledge gaps and the percentage of answers that users can trace to a current source. Review these measures with the experts and successors who use the system; a larger repository is not evidence of successful transfer.

The bottom line
AI is most effective as a force multiplier for a deliberate knowledge-transfer program. It can surface and organize experience faster, but retaining the judgment behind that experience still requires people, time, consent, access governance and continuing review. Organizations that wait until an expert’s final day to ask an AI system to “capture everything” are unlikely to preserve what matters most.

Can AI preserve all of an employee’s institutional knowledge?
No. AI can help find and reuse recorded information, but tacit judgment and context require interviews, mentoring, workflow practice and review by people who understand the work.
What should an AI knowledge answer show?
It should identify the current source, owner and review date, respect access permissions and provide an escalation route when the evidence is missing or uncertain.
