How AI Agents Could Make Payments With Tokenized Bank Deposits

Tokenized deposits could give AI agents a programmable, bank-backed payment rail, but current evidence is limited to institutional pilots, prototypes and simulations—not general consumer agent payments.

AI agents could eventually pay from a tokenized bank deposit when a person or organization delegates narrowly defined authority to the agent. The agent would identify a purchase, request payment through a bank or authorized service, and pass checks on identity, spending limits, balance, compliance and approval rules before a programmable ledger releases funds.

This is an emerging architecture, not a broadly deployed consumer product. Current evidence covers bank-led tokenized-deposit infrastructure, controlled institutional pilots and early agentic-commerce research; it does not show that consumers can generally send AI agents to buy goods with tokenized deposits today.

What a tokenized deposit is

A tokenized deposit is a digital representation of a commercial-bank deposit recorded on a blockchain or another shared programmable platform. The underlying claim remains against the issuing bank: the token is not automatically a new kind of money and is not equivalent to a cryptocurrency.

J.P. Morgan describes its JPM Coin as a bank-issued deposit token and explicitly distinguishes it from both cryptocurrency and stablecoins. That distinction matters for an AI payment design. A tokenized deposit may use distributed-ledger technology, but its value, redemption and legal operation depend on the issuing bank and the rules of the payment scheme.

What the token represents

  • Issuer: a commercial bank creates and records the tokenized representation of a deposit.
  • Liability: the bank remains responsible for the deposit claim, subject to the applicable account and banking framework.
  • Transfer: an authorized holder or institution transfers the token through the approved ledger or connected payment system.
  • Programmability: software can attach conditions to a transfer, such as a verified event, an approval threshold or a compliance check.

Those properties differ from a stablecoin, whose issuer and reserve arrangement are different, and from a conventional bank transfer, which normally moves account balances through existing payment rails rather than a shared token ledger. The exact legal treatment, access rules and consumer protections depend on the jurisdiction and scheme; a token label alone does not settle them.

How an AI agent would be allowed to pay

The central issue is authority. An agent needs more than a card number, wallet key or login. It must be able to prove that a specific person or organization delegated a defined power to spend, and that the requested transaction falls inside that delegation.

In an October 5, 2026 speech published by the Bank for International Settlements (BIS), Federal Reserve Governor Christopher J. Waller summarized the change in trust requirements: “The question shifts from proving that a buyer is an authorized payer to proving that an agent has the authority to pay on the buyer’s behalf.”

Agent-assisted versus agent-delegated commerce

Agent-assisted commerce leaves the final payment with the human. An agent searches, compares prices, checks availability or prepares an order, then asks the user to approve payment in a bank app or other existing interface.

Agent-delegated commerce lets the agent complete a transaction without a fresh human click every time, but only within an explicit mandate. The BIS says assisted use is likely to arrive before more autonomous delegated use because authority, liability and fraud controls are not yet settled.

Examples of useful spending boundaries

  • Approved merchant, supplier or marketplace list.
  • Permitted purpose, such as office supplies, a recurring utility bill or a specified inventory item.
  • Maximum amount per transaction and maximum amount per day or accounting period.
  • Currency, geographic region and delivery destination.
  • Required evidence, such as a purchase order, invoice match or delivery confirmation.
  • An approval threshold above which the agent must ask a person or a second authorized employee.
  • Expiry time, revocation method and a complete record of instructions and approvals.

A mandate should be revocable and distinguish actions such as searching, negotiating, placing an order and releasing funds. Giving an agent permission to browse is not the same as giving it permission to transfer a deposit.

A possible tokenized-deposit payment flow

The following is an architectural possibility assembled from capabilities being tested by banks and payment institutions. It is not a generally available agent-to-merchant product demonstrated by the cited projects.

  1. Delegate authority. The user or business signs a policy identifying the agent, account or deposit-token pool, permitted purposes, limits, approval thresholds and duration.
  2. Discover and select. The agent finds an item or service, evaluates the offer against the policy and creates a payment request containing merchant identity, amount, currency, order details and any required conditions.
  3. Authenticate the agent and mandate. The bank or authorized payment service verifies the agent’s identity, the delegator’s authorization and whether the mandate is still valid. A cryptographic credential can identify the agent, but it does not by itself prove the scope of authority.
  4. Check funds and controls. The system checks the available tokenized-deposit balance, account status, sanctions and anti-money-laundering controls, transaction limits, duplicate-payment signals and any organization-specific approval rules.
  5. Apply programmable conditions. A smart-contract workflow may hold or release funds only after a specified event, such as a matching invoice, acceptance by an approved counterparty or confirmation that goods were delivered. Whether such conditions are enforceable depends on the scheme’s code, contracts and law.
  6. Settle the transfer. The bank or ledger records the permitted movement between participants. The settlement asset, operating hours, finality and connection to existing banking systems are design choices, not automatic consequences of tokenization.
  7. Record and notify. The system returns a status and keeps an auditable trail linking the instruction, policy version, agent identity, checks, approval and ledger transaction. The user or treasury team needs a way to see, pause or revoke the mandate.
  8. Handle exceptions. Refunds, partial fulfillment, failed delivery, duplicate orders, disputes and a compromised agent require predefined procedures. A ledger entry does not by itself decide who absorbs a loss or how a merchant reverses a payment.

What current projects actually demonstrate

Evidence is strongest for institutional payment infrastructure and prototypes, not autonomous retail purchasing.

Swift’s institutional ledger work

Swift’s overview of its digital ledger describes infrastructure for real-time cross-border payments using tokenised deposits. A July 9, 2026 announcement says 17 banks from six continents are preparing to pilot live transactions aimed at 24/7 payment availability and improved liquidity efficiency. This is a bank-infrastructure pilot. It is not evidence that an AI agent can already shop with a tokenized deposit at ordinary merchants.

Swift Chief Business Officer Thierry Chilosi said the ledger could create “a foundation for future innovation in areas like programmable money and agentic commerce.” The wording is prospective: agentic commerce is a possible future use, while the initial ledger use is institutional settlement.

Project Agorá

BIS’s Project Agorá combines tokenised commercial-bank deposits with tokenised central-bank reserves on a programmable platform. In July 2026, 28 financial institutions and central banks completed controlled real-value transactions across 17 scenarios. The total value was approximately CHF 800,000, with individual scenarios ranging from CHF 9,000 to CHF 125,000 or local-currency equivalents.

The project reported an average of approximately 80 seconds from payment initiation to settlement in that test. The prototype was not integrated with existing real-time gross-settlement and core-banking systems, so the number is a test-environment observation, not a universal promise of instant settlement or a consumer-service performance guarantee. Agorá’s project page describes a prototype and examines settlement finality, anti-money-laundering and counter-terrorist-financing controls, data privacy and how tokenised balances fit existing rules.

BIS work on AI cash management

A separate BIS working paper reports simulated prompt-based experiments in which an agent maintained precautionary liquidity buffers, prioritized urgent payments and balanced liquidity costs against settlement delays. These are wholesale cash-management simulations. They do not show an agent paying a merchant with a tokenized deposit, and they do not establish that a language model can independently safeguard funds. The paper calls for regulatory safeguards, human oversight and further research.

Tokenized deposits compared with other payment forms

The following comparison focuses on design dimensions that determine whether an agent can use a payment form safely. Actual access, consumer rights, pricing and legal status vary by country and implementation.

Payment form Issuer and claim Settlement and access Programmability and agent authority Key uncertainty
Tokenized bank deposit Commercial bank; a digital representation of a deposit claim against that bank. Can settle on a shared ledger or connected rail. Access is normally limited to approved customers and institutions. Rules can condition transfer on approvals, verified events or compliance checks. The agent must prove a delegated mandate. Interoperability, legal finality, privacy, dispute handling and integration with core banking systems.
Stablecoin Private issuer; claim and reserve rights depend on the issuer’s structure and governing law. Transfers on the issuer’s blockchain network; holders and redemption terms vary. Smart-contract transfers are possible, but agent permissions, consumer protections and compliance depend on the system. It is not interchangeable with a bank deposit token; reserve, redemption and regulatory treatment require separate analysis.
Conventional bank transfer Commercial-bank account balance moved through established payment rails. Uses existing clearing and settlement arrangements, operating windows and bank interfaces. Standing orders, APIs and approval workflows can authorize software, but conditional ledger execution is usually more limited. Cross-border speed, availability, message standards and the bank’s support for machine-readable mandates.
Tokenized central-bank money or reserve Central bank liability in the participating design. Access is generally restricted to eligible institutions; retail availability is not implied. Can participate in programmable settlement alongside tokenized deposits where the platform allows it. Eligibility, jurisdiction, policy design and connection to existing payment systems.

“Programmable” should not be read as “irreversible” or “automatically enforceable.” A contract can specify a release condition, but the surrounding legal agreements, identity controls and operating procedures determine what happens when data is wrong or a party defaults.

Controls required before delegated payment is safe

Identity, consent and mandate integrity

The system must bind a real person or organization to the delegation, identify the software agent and preserve the exact policy that was approved. It should reject stale, altered or overbroad instructions and make revocation effective quickly across connected services.

Limits and transaction interpretation

Agents can misunderstand natural-language instructions, encounter manipulated product data or be pressured by a fraudulent merchant. Policies should use machine-checkable fields, not only prose, and should enforce amount, merchant, purpose, currency and frequency limits before a transfer is signed.

Authentication and fraud detection

Human-focused fraud controls may not map directly to machine behavior. A system needs credential rotation, replay protection, anomaly detection, independent merchant verification and a safe way to stop an agent whose behavior changes. Step-up approval is appropriate when a transaction is unusual or exceeds a threshold.

Liability and recovery

Contracts must identify who bears the loss when an agent buys the wrong item, follows poisoned data, exceeds its mandate or is compromised. A complete design covers refunds, charge-like dispute processes, delivery failures and mistaken payments rather than assuming that blockchain settlement removes the need for recourse. BIS notes that existing e-commerce frameworks might be adapted, but the allocation of responsibility is not settled.

Compliance and privacy

Know-your-customer, anti-money-laundering and sanctions checks must operate without exposing more personal or commercial data than necessary. A public or shared ledger can create durable records, so designers must decide what is stored on-ledger, what remains with the bank and how authorized parties can audit activity without revealing unrelated transactions.

Human oversight

Treasury and consumer systems should provide dashboards, alerts, approval queues, spending summaries and an emergency kill switch. For high-value or sensitive payments, a human or dual-control process should remain part of the policy even if routine transactions are automated.

Interoperability is the practical bottleneck

An agent may need to move between a merchant’s ordering system, a bank’s mandate service, a tokenized-deposit ledger, fraud tools, tax or invoice records and existing settlement rails. If each network defines identity, permissions, message formats and finality differently, the agent cannot rely on one portable payment credential.

Standards could evolve toward platform-specific ecosystems, interoperable networks or a combination. The BIS identifies this as unresolved. Interoperability also includes operational questions: whether a token can be redeemed into an ordinary account, how a transaction is represented in bank statements, which clock defines finality and how outages are handled.

What users and businesses can do now

For most readers, the practical option today is agent-assisted payment: let software research and prepare a purchase, then approve it through the bank or payment method already available to you. Businesses experimenting with delegation should begin with low-value, reversible workflows and explicit policies rather than unrestricted account access.

  • Separate read-only research permissions from payment permissions.
  • Use a dedicated account or tightly capped balance for experiments.
  • Require invoice, merchant and delivery checks before release.
  • Set short expirations and review logs frequently.
  • Test failed orders, refunds, duplicate requests and revoked credentials.
  • Document who can approve exceptions and who investigates a disputed transaction.

Do not assume that an agent that can call a banking API can use a tokenized-deposit rail. Participation generally requires the bank, ledger operator, merchant and compliance functions to support the same scheme.

Are AI agents already making payments with tokenized deposits?

Not as a broadly available consumer capability. The documented activity consists of institutional ledger pilots, controlled real-value experiments and simulations. Swift’s 17-bank pilot concerns tokenised-deposit payment infrastructure; Project Agorá’s 28 participating institutions and central banks tested defined scenarios; the BIS cash-management work was simulated. None demonstrates a general service in which an ordinary consumer grants an AI agent authority to buy from merchants using tokenized bank deposits.

The concept is technically plausible because tokenized deposits can provide a bank-backed settlement claim while programmable systems can check conditions before releasing funds. The hard part is governance: proving authority, limiting scope, assigning liability, detecting fraud, protecting privacy, achieving interoperability and providing reliable recovery when an automated decision is wrong.
