A roadside gantry or similar equipment reads a vehicle’s transponder, captures its license plate, or uses both; the toll authority then charges an associated account or bills the vehicle’s registered owner.
What happens when a vehicle passes an electronic toll point?
At a tolling point, roadside equipment identifies the vehicle or its payment account while traffic continues moving. The Federal Highway Administration (FHWA) describes gantries that record transponders and/or photograph license plates as vehicles pass at free-flow speeds. FHWA’s AET memorandum defines the system as electronic toll collection without a stop at a booth.

Transponder account
A transponder is an in-vehicle device that communicates with toll equipment and identifies an account for electronic charging. Whether a particular transponder is accepted depends on the toll facility and its authority.

License-plate billing
A camera can capture a license plate so the authority can assess a toll to the vehicle’s registered owner. FHWA’s tolling glossary describes a tolling point as a place where a toll is charged to an established account using a valid transponder, or a plate is captured and a toll assessed to the registered owner. Some facilities use both transponder reads and plate images.

How does AET differ from toll booths?
| Question | All-electronic tolling | Toll collection requiring a booth stop |
|---|---|---|
| Must the driver stop to pay at the toll point? | No; toll equipment processes vehicles as they pass. | Yes; the driver stops at a toll booth. |
| How is the toll associated with payment? | Through a transponder-linked account, plate-based billing, or both, depending on the facility. | The payment process depends on the booth and toll authority. |
| What does the driver need to do? | Follow that authority’s instructions for accepted transponders or plate billing. | Follow the authority’s instructions for payment at the booth. |
This is a comparison of how tolls are collected, not a universal comparison of rates, fees, costs, or billing accuracy. Those details vary by facility.
What should drivers check before using an AET road?
There is no single transponder or billing rule that applies to every toll road. For example, Florida’s Central Florida Expressway Authority says its AET roads do not accept cash tolls; its customers can pay using E-PASS or another accepted transponder, or through Pay By Plate using plate scans. That is a facility-specific example, not a rule for other roads. See the authority’s FAQ for its current instructions.

- E-PASS ACCOUNT & ACTIVATION REQUIRED: E-PASS toll account is required to activate the Uni toll pass. If you do not have an E-PASS account, you will be prompted to create one during the activation process. The Uni toll pass cannot be added to a SunPass or E-ZPass toll account. E-PASS is managed by the Central Florida Expressway Authority. Activation may take up to 24 hours. Detailed instructions are on the packaging.
- TOLL ROAD ACCESS IN 19 STATES: Accepted on all Florida toll roads and express lanes, including “SunPass Only” and I-4 Express lanes, plus toll roads in: Georgia, North Carolina, Virginia, West Virginia, Maryland, Delaware, New Jersey, New York, Pennsylvania, Massachusetts, Rhode Island, New Hampshire, Maine, Ohio, Indiana, Illinois, Kentucky, and Minnesota. Accepted for parking at Orlando International Airport (including the Brightline station) and Port Canaveral Cruise Terminal 3.
- SAVE ON FLORIDA TOLL ROADS: Enjoy lower toll rates than Pay By Plate rates in Central Florida, plus additional savings with exclusive E-PASS Volume Toll Discounts on Central Florida Expressway Authority roads. No monthly or annual account fees.
- PORTABLE: Attaches to the interior windshield behind the rearview mirror with suction cups for easy transfer between 2-axle vehicles, including rental cars. If you transfer the Uni between vehicles, make sure you update your E-PASS account with the new vehicle’s license plate. For motorcycles, place the transponder in a saddlebag or storage compartment. Not for trailers or multi-axle vehicles.
- RENTAL CAR USE: A Uni toll pass can be used with rental cars of the same class — 2-axle vehicles. Make sure to add the rental vehicle's license plate to your E-PASS account. It may take up to 24 hours to link; during this time, tolls may be processed as an invoice. Make sure to remove the plate from your account after returning the vehicle to avoid charges from subsequent renters.
- Check the toll authority’s website for accepted transponders and whether plate-based billing is available.
- Confirm how the authority bills a vehicle without an accepted transponder, including any invoices, fees, deadlines, or payment steps.
- Review current toll rates and road-use instructions before choosing a route; rates and account rules are facility-specific and may change.
Why do toll authorities use all-electronic tolling?
FHWA identifies potential benefits including reduced labor and land needs for toll collection, lower toll-facility operating costs, free-flow traffic, and possible improvements in congestion, safety, and fuel economy. Electronic collection can also support dynamic pricing and congestion-management strategies. These are potential benefits, not guaranteed results for every road; outcomes depend on the facility and how its tolling system is implemented. See FHWA’s tolling and pricing overview.
What motorists need to know about implementation
The toll authority determines the payment methods, accepted transponders, rates, invoices, and fees for its facility. FHWA says agencies should account for users’ needs and explain how motorists can use a toll road and make routing choices. Public information can also explain whether transponders are available and how to obtain or use them. Check the responsible authority’s current guidance for the road you plan to use.
