Ad blockers use rules to stop selected requests from loading, hide selected parts of a page, or apply other supported actions. They can reduce many ads and tracking requests, but they cannot promise to remove every ad, protect against every privacy or security threat, or work identically in every browser and operating system. What gets blocked depends on the blocker’s rules, its technical capabilities, and how a site delivers its content.
How ad blockers decide what to block
Many browser blockers use filter lists: collections of rules describing requests, domains, resource types, page contexts, or page elements to block, hide, modify, or allow. AdBlock explains that it compares HTTP requests with subscribed lists and custom filters. When a request matches a blocking rule, the resource is not downloaded. AdBlock’s explanation of how its filters work describes this request-matching approach.

Lists need maintenance. Sites change how they deliver ads and organize pages, so a rule that once worked can stop working or affect something it was not meant to. AdBlock says list maintainers revise rules as sites change, and updates reach users differently depending on the platform: some extensions and apps update lists independently, while some Apple-platform apps deliver list updates with app updates. AdBlock’s notes on filter-list updates explain that variation.
Three different ways blockers affect a page
Blocking a network request is not the same as hiding an element already represented in a page. Some blockers can use more than one technique, but the available actions depend on the browser and product.

Request blocking
A rule can prevent a matching image, script, or other resource from being fetched. WebKit’s content-blocker documentation describes a block action that aborts a matching load. Its rules can use page and resource context, including resource types and domain conditions. These are capabilities of WebKit’s documented model, not a feature checklist shared by every blocker. WebKit’s content-blocker overview explains its trigger-and-action model.
Cosmetic filtering
When an ad request is stopped, the page may still contain an empty container where the ad would have appeared. Cosmetic filters can hide or remove matching page elements to reduce that leftover space. AdGuard describes this as filtering parts of a page’s document object model. Cosmetic cleanup does not itself prove that a request was blocked; it changes what is displayed. AdGuard’s overview of ad filtering covers request and cosmetic filtering.

HTML filtering and other actions
Some products can filter matching markup before the browser loads it. AdGuard notes that HTML filtering requires more permissions and is not supported on every platform. WebKit also documents actions such as css-display-none, which hides matching elements, and block-cookies, which strips cookies from a request subject to the browser’s privacy settings. Do not assume a blocker supports all of these actions—or that a named feature behaves the same way across platforms.

What different filtering layers can catch
| Layer | What it can use | Important limitation |
|---|---|---|
| Browser content blocker | Depending on its rules and platform, it can match request details, resource types, domains, and page context; some implementations can also hide page elements. | Features vary by browser and blocker. Blocking a resource can affect other parts of a page that rely on it. |
| Tracker-list protection | Firefox’s tracking protection can block content from domains identified on its tracker list, commonly third-party advertising and analytics sites. MDN’s guide to Firefox tracking protection describes the mechanism and its effects. | If a page depends on a blocked third-party service, visible content, layout, or a site function may fail. |
| DNS filtering | It can block lookups for publicly known advertising domains. NSA guidance from 2018 describes this domain-level approach and notes that browser extensions can use techniques unavailable at the network layer. The NSA’s 2018 DNS infrastructure guidance discusses the distinction. | Domain filtering has less page context: when ads and ordinary content rely on the same domain, a domain-level rule may not distinguish them. |
The table describes broad differences, not a guarantee that every product in a category exposes every capability. A WebKit content blocker, for example, can match resource types such as scripts, images, fonts, and media, but another browser or product may implement a different rule system.

What ad blockers cannot reliably block
- Every ad or tracker: Filters target known patterns and domains, not a universal definition of advertising. A newly changed delivery method or an unlisted domain may escape a rule.
- All sponsored material: Some promotions are part of a site’s own content rather than a separate ad request. A rule aimed at an external ad resource may not identify or remove them. This follows from how request- and domain-matching rules work; it is not a claim that all first-party promotions are unfilterable.
- Every privacy or security risk: Ad blocking is not equivalent to antivirus or complete privacy protection. The mechanisms described here filter selected requests or page content; they do not establish universal protection.
- Content access controls in every case: AdGuard’s policy distinguishes ad-blocking filters from measures that control access to content, such as paywalls. It says ad-blocking filters do not block those measures, though tracking-protection filters may act if a measure violates privacy. AdGuard’s policy discussion of anti-adblock measures explains this distinction.
Why a site may look broken or detect a blocker
Empty spaces and layout changes
Stopping an ad request can leave a placeholder or blank area if no cosmetic rule hides the corresponding element. Some page layouts fill the gap; others do not. The result may be a shifted layout rather than a cleanly removed ad.
Missing features or content
A site can rely on a third-party script or service for more than advertising. If a blocker stops that request, a function may fail or content may disappear. MDN gives the example of a callback that never runs after Firefox blocks the relevant tracking service; page behavior depends on how the site handles that missing dependency.

Anti-adblock notices and restricted access
Some sites detect blocking and respond with a notice, a request to disable the blocker, or restricted access. AdGuard’s policy describes anti-adblock patterns that can include a wall offering an alternative subscription. A blocker’s filters do not necessarily remove such a notice, especially when it is part of the site’s own content or an access measure rather than a separate ad request.
How to choose a blocker for your browser
Start with the browser and operating system you actually use: support and available filtering actions vary by platform. Then compare the features that matter to you rather than assuming every product blocks at the same level.

- Filtering layers: Check whether it supports request blocking, cosmetic cleanup, HTML filtering, tracking protection, or DNS-level domain blocking.
- List control and update behavior: Find out which lists it uses, whether you can choose or add lists, and how list updates are delivered on your platform.
- Site exceptions and troubleshooting: Look for a way to inspect filtering activity, allow a site when appropriate, and report a missed ad or breakage.
- Privacy model: Check what information the extension or app can access and how it applies rules. WebKit’s declarative content-blocker model is one example in which the extension does not see the URLs of pages and resources the user browsed to or requested; that privacy property should not be generalized to all extensions. WebKit’s explanation of its declarative model describes this design.
NSA guidance from 2018 cautions that browser extensions can have substantial access to browser data and should be chosen carefully. That guidance is not a current audit of any named extension, and installing from an official store alone does not establish that an extension is safe.
What to do when an ad gets through or a site stops working
- Check the blocker’s activity or filtering log. If available, it can help show whether a request was allowed, blocked, or not matched by a rule.
- Test a site exception if the page is broken. Temporarily allow the site if appropriate. If its features return, that suggests a blocked request or page rule may be involved; it does not by itself identify which rule caused the problem.
- Report a reproducible issue. Note the site, the visible problem, and the blocker or list involved, then use the filter-list maintainer’s reporting channel. AdBlock directs users to its unblocked-content reporting forum for missed ads.
Rules can become outdated, miss a changed delivery method, or match legitimate content by mistake. AdGuard notes that filter maintainers cannot monitor the entire web continuously and that some ads require multiple rules and iterations to address.
