How a Tier 1 Network Reaches the Internet Without Buying Transit

A Tier 1 network reaches the globally reachable Internet without buying IP transit. The term describes its interconnection position, not an official Internet rank.

A Tier 1 network can reach the globally reachable Internet without buying IP transit. It does so through its own routes and peering relationships with other networks that together provide global reach. “Tier 1” describes an interconnection and commercial position—not a formal rank assigned by a universal standards authority.

What does Tier 1 mean?

The defining test is whether a network can reach the entire globally reachable Internet without paying another network to carry its traffic through IP transit. The conventional model assumes the network has enough routes from its own customers and peering relationships to reach destinations worldwide.

The ITU-T Focus Group’s October 2025 report describes Tier 1 providers as able to deliver traffic to the entire Internet routing table solely through peering, without paying for delivery. It also describes them as peering on more than one continent and owning or leasing transoceanic fiber transport. These are features of the report’s conventional taxonomy, not binding criteria imposed by an Internet standards authority. ITU-T, Terminology and Taxonomy for International Internet Connectivity (October 2025).

Being large, operating a global backbone, or having a large routing table is not enough by itself. The key is transit-free global reach through interconnection.

How transit and peering differ

An autonomous system (AS) is a network, or group of networks, under common administrative authority that participates in Internet routing. Networks connect and exchange route information through interconnections. Transit and peering are the two principal interconnection modes.

  • Transit: A network pays a provider to carry its traffic to and from destinations beyond the provider’s own customers, according to the agreement’s scope. Transit provides broader connectivity through the provider’s network.
  • Peering: Two networks exchange traffic, traditionally for their respective customers and destinations. Peering can be settlement-free or paid, and may take place at an Internet exchange point (IXP) or through a private direct connection.

Settlement-free peering means the networks do not pay each other for the exchanged traffic under that arrangement. It does not mean that interconnection has no cost: each network still bears its own infrastructure and connection expenses. The Internet Society’s overview of interconnection and charging practices explains transit and settlement-free peering; Arcep’s interconnection glossary notes that peering arrangements can be free or paid.

How Tier 1 differs from Tier 2 and Tier 3

The tier labels are a simplified way to describe upstream and downstream relationships, not a complete map of how the Internet is interconnected. In the conventional model, the distinction is primarily about transit and reach—not network size.

Common label Typical relationship in the conventional model What the label does not establish
Tier 1 Can reach the globally reachable Internet without buying transit, relying on its routes and peering relationships. It is not an official rank, and the label does not guarantee identical topology or commercial terms.
Tier 2 May buy transit while also peering with other networks. It does not mean the network is small or limited to one region.
Tier 3 Commonly buys transit to provide connectivity to end users. It does not specify the provider’s size, technology, or service quality.

This summary follows the conventional descriptions in the ITU-T’s October 2025 report. The same report notes that regional networks can peer directly and bypass traditional Tier 1 networks, complicating a simple hierarchy.

Does a Tier 1 network pay for Internet transit?

By the defining criterion, no: it does not buy transit to reach the global Internet. That is narrower than saying it has no network costs or that every one of its interconnections is free. A Tier 1 network may pay for infrastructure and interconnection, and peering agreements can be paid or settlement-free. The label concerns how it obtains global reach, not every cost in its business.

Is there an official list of Tier 1 networks?

No universal standards-based registry or definitive roster is established by the cited sources. Classification depends on the criteria used and on networks’ interconnection relationships, which can change. Arcep’s glossary gives a criteria-sensitive definition and cites a 2025 list attributed to Wikipedia while noting that classification can be disputed; it should not be treated as an official list. The IETF’s RFC 9518, Centralization, Decentralization, and Internet Standards (2024), refers to Tier 1 networks in discussing transit supply, but does not establish a formal definition or roster. For that reason, a network’s transit-free global reach is more useful to understanding the term than an undated list of names.

What the label tells you—and what it does not

  • It tells you: the network is described as able to reach the globally reachable Internet without purchasing upstream transit.
  • It does not tell you: that all peering is free, that an IXP alone provides global reach, or that every Tier 1 network has the same topology or commercial agreements.
  • It is best treated as: a practical shorthand for an interconnection position, with specific classifications dependent on stated criteria and date.
