Horizontal-market software is general-purpose software designed to serve a need shared by users across multiple industries or disciplines. Its defining feature is broad market reach: it handles recurring functions rather than being built for one particular industry.
What makes software horizontal-market?
The category is defined by whom the software can serve and how widely its core purpose applies—not by how it is sold or delivered. A word processor, for example, can support writing tasks in education, healthcare, government, and many other fields. The U.S. Department of Justice’s Office of Justice Programs describes the category as software that ranges across disciplines and market groups to meet the needs of varied users (OJP document).

Horizontal products commonly support activities such as writing, spreadsheets, email, accounting, payroll, scheduling, database management, graphics, and statistical analysis. These functions recur in organizations with very different missions. TechTerms’ August 27, 2026 definition also gives web browsers, image viewers, word processors, and spreadsheet applications as examples (TechTerms).

How is horizontal software different from vertical software?
Vertical-market software is designed for a particular industry, discipline, or market. It may encode specialized practices and workflows that general-purpose software does not need to handle. The contrast is specialization, not quality: neither category is automatically better for every user.

| Question | Horizontal-market software | Vertical-market software |
|---|---|---|
| Who is it intended to serve? | Users across multiple industries or disciplines. | Users in a particular industry, discipline, or market. |
| What work does it address? | Common, broadly recurring tasks such as spreadsheets or email. | Workflows shaped by a particular market’s practices or needs. |
| Illustrative example | A general spreadsheet application used by different kinds of organizations. | Purpose-built software for a particular industry; the USPTO-hosted document discusses industry-focused software in contrast with horizontal SaaS examples. |
When assessing a product, ask whether the same core tool can serve organizations in different fields, or whether it is built around the requirements of one specific market. The label describes scope; it does not establish how well a product fits an individual organization.
What are examples of horizontal-market software?
Examples range from personal productivity tools to routine business systems. A University of Ha’il-hosted management information systems textbook excerpt lists business functions such as inventory management, payroll, accounts receivable, billing, invoice processing, and human resource management as tasks that can be similar across industries (University of Ha’il-hosted excerpt).
- Productivity: word processing, spreadsheets, email, and scheduling.
- Business administration: accounting, payroll, billing, personnel, and invoice processing.
- Information and analysis: database management, statistical analysis, and inventory management.
- Creative and learning tools: graphics, desktop publishing, image viewing, and computer-assisted training.
These are examples of functions that often span markets, not a guarantee that every product in a category is horizontal. A product can be tailored to a particular industry even when its broad category—such as accounting or scheduling—is used widely.
Does horizontal-market mean SaaS?
No. “Horizontal” describes market scope; software as a service (SaaS) describes a delivery model. Horizontal software may be delivered in different ways, and SaaS may be aimed either at a broad cross-industry audience or at a specific industry. A USPTO-hosted office-action document uses examples such as CRM and email marketing when discussing horizontal SaaS, while contrasting them with industry-focused software (USPTO-hosted document).

How to tell which category fits a product
- Check its intended audience. Does the product target organizations in many fields or name one particular industry as its core market?
- Look at the workflow it supports. Common tasks point toward horizontal scope; practices specific to a field point toward vertical specialization.
- Separate category from delivery. Whether the software is installed locally or offered as SaaS does not by itself make it horizontal or vertical.
- Judge fit separately from the label. A general-purpose tool may cover a common need, while a specialized tool may suit a market-specific workflow better. The terminology alone does not settle the buying decision.
