Himachal Pradesh has asked the Centre to account for the state’s hill geography and climate when assessing disaster-relief assistance after monsoon damage. The state put its losses at around ₹3,400 crore, with roads and bridges the largest damage category, but its figures were still being compiled and verified. The request has not been reported as accepted, and no final relief amount or release date has been established.
What did Himachal Pradesh ask the Centre to change?
At a meeting with a seven-member inter-ministerial central team, Chief Minister Sukhvinder Singh Sukhu asked for disaster-relief release criteria to reflect Himachal Pradesh’s geographical and climatic conditions. He also sought early assistance, pointing to the state’s short Himalayan work season before winter and the need to begin mitigation and relief work quickly. Hindustan Times reported the request on 2 October 2026.
This is a request to revise criteria, not evidence that the Centre has changed them. In an answer to Rajya Sabha Unstarred Question No. 3107 on 20 August 2025, the Ministry of Home Affairs said the then-applicable central assistance norms were applied uniformly across the country, including Himalayan states. That answer describes the framework at that time; it does not settle the state’s 2026 request. Read the ministry’s parliamentary answer.
How much damage has the state reported?
Himachal Pradesh put monsoon-related losses at around ₹3,400 crore, according to the news report. Roads and bridges were identified as the largest damage category, but no category-by-category breakdown was provided. The estimate was not a final verified assessment: state officials said loss information was still being compiled and checked, and the final memorandum had not yet been prepared. The reported damage total should not be read as the amount of relief sought or payable. The Ministry of Home Affairs has said SDRF and NDRF assistance is relief, not compensation for all losses suffered or claimed. Assistance is tied to eligible items and prescribed norms, rather than automatically matching an aggregate damage estimate. The ministry’s answer explains that distinction.
What has the central team done, and what is next?
The seven-member inter-ministerial central team arrived on 28 September and visited affected areas over four days in Chamba, Kangra, Mandi, Kullu, Shimla and Solan. Its members represented finance, rural development, roads, water, agriculture and remote sensing, the report said. Team leader M Ramachandrudu said the team had reviewed an initial memorandum, while the final memorandum was still to come. Himachal special secretary for disaster management Pushpendra Rana said the state was continuing to compile and verify loss information. Hindustan Times’ report on the team’s visit and statements.

The team said it would consider the final memorandum and recommend relief under the prescribed central norms. A field assessment and recommendation are steps in the process, not approval or payment. The report does not establish the final amount requested, the team’s recommendation, a decision to revise the criteria, or any additional sum approved or released.
How do SDRF and NDRF assistance work?
The Ministry of Home Affairs describes the State Disaster Response Fund (SDRF) as the primary fund available to states for immediate relief for notified disasters. The National Disaster Response Fund (NDRF) supplements a state’s SDRF for a disaster of severe nature when adequate SDRF funds are unavailable, subject to the prescribed process. These funds are not interchangeable with every state relief measure. Himachal Pradesh’s disaster-relief index lists SDRF/NDRF norms as well as separate state special-relief-package materials. Past allocations can provide context, but they do not establish what Himachal Pradesh has requested or what it will receive for the 2026 monsoon losses. A Ministry of Home Affairs answer dated 19 August 2025 reported ₹441.60 crore allocated to the state under SDRF for FY 2025–26, including a ₹397.60 crore central share. It also reported ₹107.15 crore released from NDRF for the 2024 floods and landslides, and an approved ₹2,006.40 crore recovery-and-reconstruction outlay after the 2023 disaster.
