High CPU vs. High Memory Usage: How to Tell What’s Slowing Your Windows PC

Check CPU and memory in Task Manager while your PC is slow. Learn how to interpret persistent load, available RAM, and other common bottlenecks before upgrading.

To tell whether CPU load or memory pressure is slowing your Windows PC, check Task Manager while the slowdown is happening. On Processes, sort first by CPU and then by Memory; on Performance, compare the overall CPU and memory graphs. A resource is a stronger suspect when its use stays high during the lag and a particular workload or process accounts for it—not simply because one percentage looks large.

How to check CPU and memory while your PC is slow

  1. Reproduce the slowdown. Use the apps, browser tabs, or other workload that normally makes the PC feel sluggish. A snapshot taken when the PC is idle may miss the cause.
  2. Open Task Manager. Press Ctrl + Shift + Esc. If needed, select More details to show the full view.
  3. Find the busiest processes. On Processes, select the CPU column to sort by processor use. Then select Memory to sort by memory use. Note which process is at the top and whether it remains there while the lag occurs.
  4. Compare overall activity. Open Performance and watch the CPU and Memory views during the same workload. Check the Startup apps page for programs that launch in the background.
  5. Close only what you recognize and are not using. If the PC remains slow, save your work and restart it. Microsoft recommends checking CPU, memory, and disk use, as well as Performance and Startup apps, when diagnosing a slow PC (Microsoft’s Windows performance guidance).

Signs that CPU load is the likely bottleneck

The CPU performs calculations for running programs. High CPU use is more persuasive as an explanation when it is sustained during the slowdown and Task Manager points to a process whose work matches what you are doing—for example, an app performing a calculation or encoding task.

  • Look for persistence, not a momentary jump. CPU use can rise briefly as a process handles work. One short spike, especially when an app opens or performs a task, does not establish a problem.
  • Connect the process to the workload. If one recognizable app consistently accounts for high CPU use while the PC lags, try pausing or closing it if you can do so safely, then see whether responsiveness changes.
  • Do not apply a universal percentage cutoff. Microsoft discusses CPU use consistently at 80% or higher for extended periods in troubleshooting guidance specifically for Windows Server. That is not a general desktop-PC rule or proof that a Windows PC needs a faster processor (Microsoft Learn: troubleshoot high CPU usage).

If Task Manager does not make the source clear, search Windows for resmon to open Resource Monitor and inspect its CPU view. Microsoft’s instructions for sorting Resource Monitor by Average CPU are also scoped to Windows Server. Avoid ending unfamiliar processes or disabling services simply because they appear busy; they may be essential to Windows or another application.

Signs that memory pressure is the likely bottleneck

Memory, or RAM, holds data that running programs need to access quickly. Memory is a more plausible cause when the PC slows during heavier multitasking—such as keeping many apps or browser tabs open—and Task Manager shows little available memory alongside sizable use by running processes. Microsoft notes that many open apps and browser tabs can affect performance (Windows performance guidance).

Do not treat the overall memory percentage as a diagnosis by itself. Check the available memory shown in Task Manager and which processes are using memory; compare those readings with the workload and the timing of the lag. For more technical investigation, Performance Monitor provides counters such as Available MBytes and a process’s Working Set. Working Set represents the RAM a process is using at a point in time.

Committed memory is not the same as physical RAM in use. It represents committed virtual memory backed by RAM and the page file. Microsoft’s Performance Monitor guide provides reference levels for Windows Server monitoring, including more than 10% or at least 4 GB free for Available MBytes and separate ranges for committed bytes in use. These are technical monitoring references, not universal consumer rules for buying RAM (Microsoft Learn: Performance Monitor counters).

When the slowdown points to something else

If neither CPU nor memory activity tracks the lag, check other likely contributors before considering an upgrade. In Task Manager, review disk activity and background processes. Also consider whether storage is nearly full, startup apps are loading unnecessarily, Windows or apps are doing background work, or the PC’s hardware is old relative to the workload. Microsoft lists disk use, storage capacity, startup activity, software, and older hardware among factors that can affect Windows performance (Windows performance guidance).

  • Disk activity: See whether a process is keeping the disk busy at the same time as the slowdown.
  • Free storage: Check whether the system drive is close to full.
  • Startup and background activity: Review Startup apps and note whether updates or other work coincide with the lag.
  • Older hardware: A PC may struggle with a workload even after routine software cleanup; troubleshooting cannot make older hardware perform like a newer system.

Should you upgrade RAM or the processor?

Use the measurements to identify a repeatable constraint before spending money. Consider more RAM only when memory headroom is consistently limited during the work that matters to you. Consider a CPU upgrade only when sustained processor activity—not a brief spike—matches the slowdown and the responsible workload is understood. A high reading on its own does not establish that either upgrade will help.

Windows 10 note

If the slow PC runs Windows 10, its support ended on October 14, 2025. Microsoft says free software updates, technical assistance, and security fixes through Windows Update ended after that date (Microsoft’s Windows 10 support notice). That support status does not identify whether CPU or memory is causing a particular slowdown.
