That can reduce the bandwidth needed to stream or the storage needed for a file, but it does not automatically make video look better: the result depends on the source, encoder, settings, and whether the viewer’s device supports that particular HEVC stream.
What HEVC is—and what it is not
HEVC stands for High Efficiency Video Coding. It is also known as H.265 and MPEG-H Part 2. ITU-T identifies H.265 with ISO/IEC 23008-2; Fraunhofer reports that the first version was finalized in April 2013. ITU-T’s H.265 record and Fraunhofer’s HEVC overview provide the standards context.
HEVC is a coding standard, not a streaming service, file extension, or single encoder program. An encoder implements the standard to compress video; a decoder reads the encoded video and reconstructs pictures. The file or stream also needs a container or packaging format, and streaming requires delivery and playback components. Choosing HEVC alone does not specify resolution, bitrate, HDR, or how a viewer receives the video.
How HEVC compression affects bitrate and quality
Compression represents video using fewer bits than an uncompressed sequence. HEVC’s design goal is to use those bits more efficiently. In Apple Developer’s talk on 4K and HDR HLS streams, Apple says HEVC enables higher-quality video delivery at about a 40 percent lower bitrate than H.264. That is an approximate comparison, not a guaranteed reduction for every clip, encoder, setting, or quality measure. Apple Developer: Authoring 4K and HDR HLS Streams.

At a given duration and encoding choice, a lower bitrate can mean less network bandwidth during streaming and less storage for the encoded file. But a smaller HEVC file is not automatically better-looking than a larger H.264 file. Nor does converting an already encoded video to HEVC restore detail or improve the source: the conversion encodes what remains in the input, and another lossy encode can discard additional information.
“Same quality” is not one universal setting. A viewer’s impression and objective quality metrics do not necessarily produce identical comparisons. A bitrate target has to be evaluated with the actual material, encoder, and intended viewing conditions.
What determines the bitrate a video needs?
There is no single correct bitrate for every HEVC stream. Apple’s guidance identifies these relevant factors:

- Codec and encoder: implementations and available encoding features differ.
- Resolution and frame rate: larger frames and more frames per second affect the amount of video data to represent.
- Content complexity: a detailed, fast-moving scene can need a different allocation from a relatively static one.
- Bits per pixel and dynamic range: Apple notes that HDR often needs more bits per pixel than SDR in its guidance.
- Target quality: the acceptable visual result is part of the decision, not something a codec name settles.
These considerations are described in Apple’s HLS authoring specification appendixes. For practical work, make and inspect test encodes of the real content rather than treating a published bitrate as a universal threshold.

A streaming workflow has separate stages: an encoder compresses video, packaging places it into a format the streaming system can deliver, a server or delivery network serves the media, and a client requests and decodes it for playback. Apple’s HLS overview describes a typical arrangement in which a hardware encoder produces HEVC video and AC-3 audio, a segmenter creates media files and an index, and clients request the segments in sequence. That example illustrates why “the video is HEVC” is not enough to establish that a stream will play. The packaging, encoded stream parameters, delivery format, and playback device all matter. A device may support HEVC in one configuration but not another.

Compatibility: check more than the codec name
Before preparing a stream or troubleshooting a file, check the exact device and platform specifications. Compatibility can depend on the codec and its profile, level and tier; bit depth; resolution and frame rate; HDR format; container or packaging; and the decoder available on the device. The label “HEVC supported” is too broad to guarantee support for every possible HEVC stream. ITU-T’s standard record describes the standard, while Apple’s requirements are a concrete example of how a particular platform constrains supported streams. ITU-T H.265.1 conformance specification.
Apple HLS is one platform-specific example
For Apple-device HLS authoring, Apple requires HEVC video to use fragmented MP4 (fMP4). Its specification sets ceilings for HEVC profiles, levels, and tiers; for maximum compatibility, some variants should be no higher than Main 10 Profile, Level 4.0, Main Tier, while HEVC variants must remain within the stated ceiling of Main 10 Profile, Level 5.1, High Tier. Apple specifies HDR10, HLG, or Dolby Vision for HDR HEVC and calls for SDR streams as backward-compatible versions. These are Apple HLS authoring rules, not universal requirements for every service or device.
Apple’s specification states: “All video MUST be encoded using H.264/AVC, HEVC/H.265, Dolby Vision, or AV1.” This is a requirement in Apple’s platform-specific authoring guidance, not a universal rule for video encoding. Apple’s example HLS bitrates—and how to use them
Apple publishes possible 16:9 VOD variants for its HLS authoring workflow. The figures below are examples from that guidance, not minimums, maximums, or a guarantee of a particular perceptual result. They should not be treated as recommended thresholds for other platforms or all content.

The listed values are Apple’s example variants; its guidance says to evaluate a ladder against the content and encoding workflow. When Apple HLS is the target, use the specification as a starting point, then test the actual material and confirm the stream meets the platform’s format and compatibility requirements. When lower bitrate is the priority
HEVC is worth evaluating when you need to reduce delivery bandwidth or storage while aiming for a particular visual quality. Compare encodes at the intended resolution, frame rate, HDR status, and quality target; inspect demanding scenes as well as easy ones. An encoder’s implementation and settings can change the outcome, so the codec name alone does not predict the final size or appearance.

When broad compatibility is the priority
Check the specifications of the target service and the devices your audience uses. You may need a compatible fallback stream or an SDR version, depending on the platform and audience. Apple specifically calls for SDR streams alongside HDR HEVC in its HLS guidance for backward compatibility; that policy should not be assumed to apply to every other delivery system.
When deciding between H.264 and HEVC
Compare the bitrate required for an acceptable visual result, encoding speed and quality in your implementation, decoder support for the exact stream parameters, packaging requirements, HDR support, and whether fallback versions are needed. Apple’s approximate bitrate comparison can inform the decision, but the available evidence does not establish one universal gain or a complete benchmark against other codecs such as AV1 or VP9.
Troubleshooting HEVC playback and streaming
- The file or stream will not play: check the device’s specification for the exact HEVC profile, level, bit depth, resolution, frame rate, HDR format, and container—not only general HEVC support.
- Playback works on one device but not another: the devices may have different decoder capabilities or support different combinations of stream parameters. Verify the specific configuration against both manufacturers’ specifications.
- The video looks worse than expected: inspect the source and encode settings, then test a higher bitrate or a different encoder configuration. HEVC does not guarantee a visual improvement, and re-encoding cannot recover detail already lost in the source.
- The stream buffers despite using HEVC: the codec may reduce bitrate for a comparable result, but it does not guarantee that the chosen bitrate suits the viewer’s connection or the stream’s complexity. Re-evaluate the bitrate ladder for the actual content and delivery conditions.
- An Apple HLS stream is rejected or incompatible: check Apple’s fMP4, profile/level/tier, HDR, and backward-compatibility requirements. Do not apply these Apple-specific requirements to a different platform without checking that platform’s own guidance.
HEVC is separate from keeping a YouTube channel live
