A web image tool can convert a selected HEIC file to JPG entirely in the browser: a HEIC-capable decoder reads the local file, then browser-side image encoding produces a JPEG for download. That keeps the image bytes out of a conversion server when the page is built to process them locally. It does not, by itself, prove that the page makes no other network requests.
What browser-side HEIC-to-JPG conversion does
HEIC is a common filename extension for images stored in the HEIF format family. A browser does not necessarily know how to decode it just because it can display JPEGs or supports modern web image APIs. A local conversion workflow therefore needs a HEIC-capable decoder, followed by JPEG encoding.

- Select: The user chooses a local file through an upload control or drop zone. The word “upload” can describe selecting a file in a web interface; it does not necessarily mean the file is sent to a server.
- Decode: JavaScript passes the file or its bytes to a decoder that understands HEIC/HEIF and produces image pixels.
- Encode: The browser or a library turns those pixels into JPEG data.
- Download: The page creates a temporary download URL for the converted image and should release that URL and large buffers when they are no longer needed.
Projects such as heic2any document client-side conversion to JPEG, PNG, or GIF. heic-to documents browser conversion to JPEG and PNG using libheif. These examples establish that browser-based conversion is possible; they do not establish which library a particular tool uses or how that tool performs.
Why browser support alone is not enough
Native HEIC/HEIF decoding varies by browser and version. A compatibility snapshot reports support in Safari from version 17, while the listed Chrome, Edge, Firefox, and Opera versions do not support the format natively. Browser and operating-system codec availability can change, so check the current compatibility table for the exact environment rather than treating any browser list as permanent.
#1 Best Overall
- It allows converting single HEIC images or HEIC image collections.
- It's completely unlimited.
- Works without an internet connection.
The presence of the ImageDecoder API is not proof that a browser can decode HEIC. It is a general interface for decoding encoded image data; the browser still needs a codec for the specific format. See MDN’s ImageDecoder reference.
A tool that needs broader browser coverage can use a HEIC-capable JavaScript decoder instead of relying solely on native support. Feature detection can help choose a path, but checking whether an API exists is weaker than testing whether a representative HEIC file actually decodes.

Choose a decoder with its limitations in mind
| Approach | Documented output formats | Important consideration |
|---|---|---|
| heic2any | JPEG, PNG, GIF | Its documentation says converted output does not copy source metadata. It also discusses multi-image HEIC containers, including different handling for bursts and animation. |
| heic-to | JPEG, PNG | Its project documentation describes browser conversion using libheif. |
See the heic2any documentation and heic-to documentation for their stated behavior. The heic2any README says the library is typically for viewing and is “not focusing on copying any metadata” from the original HEIC into output JPEG, GIF, or PNG. A converted image should not be assumed to preserve capture details or other metadata unless the chosen implementation explicitly supports that.
Decoder delivery size, startup delay, and memory use are practical tradeoffs, especially for large photos or multi-image containers. They need to be measured in the intended app and devices; the cited project materials do not establish performance benchmarks.

What “no server, no upload” should mean
The meaningful, defensible promise is about the selected media: the page decodes and re-encodes the image locally and does not send those image bytes to a conversion backend. A conversion library running in the browser supports that design, but the library choice alone cannot prove how a deployed page behaves.
A broader statement such as “no data leaves your device” would require checking the page’s actual network behavior, including analytics, third-party libraries, and error reporting. A separate project, heic-web, describes local WebAssembly/canvas processing and says its service does not receive or convert user media; that project-specific statement is not evidence about another site’s deployment.

What the resulting JPG is—and is not
Browser-side HEIC conversion is a compatibility convenience: it creates a JPEG that more software can open. It is not evidence of archival preservation, metadata retention, or output quality equivalent to the original. JPEG is a different format, and any conversion should be treated as a new rendered image rather than a lossless copy of the HEIC container.

For important originals, keep the HEIC file and use the JPG as a sharing or compatibility copy. If metadata or multi-image content matters, confirm that the specific converter preserves the needed information before relying on its output.
